Research and Student Accounting has an outstanding opportunity for an Effort Analyst, Management and Accounting Analyst.
The Management Accounting and Analysis (MAA) Effort Analyst position is part of a one and a half person team. This position is critical to University operations since it provides institutional compliance oversight and campus training relative to effort certification and cost-share documentation to ensure compliance with Federal regulations. In addition, it has substantial responsibility for coordinating and managing administrative, fiscal, and program activities associated with sponsored projects. This role has been revised to support the new organizational structure with backup support for the F&A and recharge teams
This position's primary responsibility is to provide institutional compliance oversight and training for effort reporting management of Faculty Effort Certification, cost-sharing, and effort reporting in general as required by the Code of Federal Regulations 2CFR200. It has substantial responsibility for coordinating and managing administrative fiscal and program activities, policies, and procedures associated with sponsored projects. This position includes management of databases and creation of ad-hoc reports for various financial reports/analyses as needed. The Compliance Analyst will be part of the MAA cross-functional teams, which include F&A and Recharge.
The Federal government requires that charges to Federal awards for salaries and wages must be based on records that accurately reflect the work performed. These "records" must
Be supported by a system of internal controls providing reasonable assurance that the charges are accurate, allowable, and properly allocated
Reasonably reflect the total activity for which the University compensates the employee
Include both Federally assisted and all other compensated activities
Support the distribution of the employees' salaries among specific activities
For the UW faculty this is accomplished through the Faculty Effort Certification (FEC) reports. For non-faculty salary, this is accomplished through Grant and Contract Certification Reports (GCCR). These reports provide the supporting documentation for salaries charged to sponsored projects. Without the FEC/GCCR reports, the salaries are considered unsupported and therefore, unallowable.Effort Reporting and Cost Sharing Support:Maintain and establish current University policies and procedures through regular review of federal regulations, policy notices, and discussions with senior staff, Internal Audit, and peer institutions
Respond to and implement corrective actions in response to any audit findings and/or recommendations.
Develop and maintain a comprehensive compliance oversight program pertaining to effort reporting including effort reporting activities for faculty effort, develop and participate in on-site training, serve as a liaison among campus departments
Supervise and train the work completed for the effort team, which may include the supervision of student employees
Work with Senior Computer Specialist, Financial Management’s Decision Support Center, and UWIT DSS in the design and implementation of management reports and data queries that will aid both central and departmental offices in monitoring University compliance with effort reporting and cost-sharing regulations.
Take the lead and/or collaborate in the development of additional ad hoc queries or reports necessary to meet compliance requirements and/or provide departments the ability to do the same
Provide back-up for both the F&A and Recharge Teams
Participate on University-wide teams researching best practices for compliance with federal regulations
Reviewing current data for determining compliance risks and areas for training development; developing job aids for campus departments based on needs determined through data reviews.
Take a lead role in department audits and reviews to ensure a process for timely certification
Direct and/or coordinate special projects/assignments as needed such as the GCCR process revision, eFECS implementation, Grants Information Memorandum (GIM) for Effort Reporting, and Salary Certification
Conduct data analyses to identify potential areas of concern and work with academic units to resolve
Manage reporting activities for faculty effort and cost-sharing.
Conduct regular and random sampling of effort and cost-share data for compliance.
Independently coordinate resolution of problems among faculty, administrators, Grant and Contract Accounting (GCA), Office of Sponsored Programs (OSP), Payroll and/or fiscal staff related to effort reporting and cost-sharing.
Work to consistently and continuously improve processes, incorporating LEAN improvement concepts into daily work.
Campus training includes developing and delivering curriculum for ongoing information, instruction, and training to campus and central departmental staff; on-site individual training; regular UW wide classes (Cost Share Basics, FEC Basics, and FEC Advanced); periodic brown bag sessions; advising administrators and research coordinators on policies and procedures related to effort reporting and cost-sharing. Also participating in ad hoc presentations for campus administrators, faculty, and fiscal staff
Develop and deliver information, instruction, and training to campus departmental staff.
Develop teaching aids for campus departments based on needs determined through a review of data.
Team leader in developing and delivering formal and ad hoc training and guidance to the University community as it relates to direct charged and cost-shared effort reporting.
Develop and participate in on-site training and problem solving for academic departments.
Act as liaison among campus departments, GCA, OSP, eFECS Team, Integrated Service Center, and UWIT to facilitate resolution of complex reporting issues.
Serve as a responder to complex questions received through the eFECS help desk.
Supervision and Leadership:
As directed, serve as team leader on Financial Management teams such as eFECS, Salary Cap Team, etc.
Supervise work related to effort team including employees/students
Collaborate with eFECS Team, Post Award Fiscal Compliance, GCA, etc. by soliciting requests for web and newsletter articles.
Write and publish FEC Newsletter
Develop and maintain FEC/Cost Share and GCCR websites using the Drupal tool. Review regularly to ensure information is current and reflects Federal and other sponsor regulations.
Other Duties as Assigned:
Maintain and develop University Effort and GCCR process, key training, university/cross-departmental collaboration, and communication.
Supervise student employees.

Bachelor’s Degree in Business Administration, Accounting, Finance or similar field of study; OR equivalent experience can substitute for the degree requirement.
3 years of experience in the following area(s)
• Minimum of 3 years experience in accounting and/or cost accounting and/or compliance, or combination of all, in a complex organization, preferably in higher education
• Knowledge of the OMB Uniform Guidance Policy, specifically 2 CFR 200
• Ability to solve complex problems, develop, and oversee program operations
• Ability to work effectively with faculty and departmental administrators and other departmental personnel
• Excellent interpersonal and communication skills.
• Excellent written and verbal skills.
• Experience working on teams.
• Ability to work independently.
• Working knowledge of Microsoft Access, Excel, Word, PowerPoint, Drupal, and SQL Server Management

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
• Familiarity with the University systems including Workday, Cost Share Summary, MyFinancial, Desktop, SERA, Enterprise Data Warehouse
• Experience with F&A rate proposal compilation, and recharge rate setting
• Understanding of sponsored and associated regulatory compliance
• Master of Business Administration or related field, or Certified Public Accountant, or Certified Government Financial Manager
• Knowledge of/experience working with Lean process improvement techniques
