Research and Student Accounting has an outstanding opportunity for an Effort Analyst, Management and Accounting Analyst. The Management Accounting and Analysis (MAA) Effort Analyst position is part of a one and a half person team. This position is critical to University operations since it provides institutional compliance oversight and campus training relative to effort certification and cost-share documentation to ensure compliance with Federal regulations. In addition, it has substantial responsibility for coordinating and managing administrative, fiscal, and program activities associated with sponsored projects. This role has been revised to support the new organizational structure with backup support for the F&A and recharge teams
This position's primary responsibility is to provide institutional compliance oversight and training for effort reporting management of Faculty Effort Certification, cost-sharing, and effort reporting in general as required by the Code of Federal Regulations 2CFR200. It has substantial responsibility for coordinating and managing administrative fiscal and program activities, policies, and procedures associated with sponsored projects. This position includes management of databases and creation of ad-hoc reports for various financial reports/analyses as needed. The Compliance Analyst will be part of the MAA cross-functional teams, which include F&A and Recharge.
The Federal government requires that charges to Federal awards for salaries and wages must be based on records that accurately reflect the work performed. These "records" must
Be supported by a system of internal controls providing reasonable assurance that the charges are accurate, allowable, and properly allocated
Reasonably reflect the total activity for which the University compensates the employee
Include both Federally assisted and all other compensated activities
Support the distribution of the employees' salaries among specific activities
For the UW faculty this is accomplished through the Faculty Effort Certification (FEC) reports. For non-faculty salary, this is accomplished through Grant and Contract Certification Reports (GCCR). These reports provide the supporting documentation for salaries charged to sponsored projects. Without the FEC/GCCR reports, the salaries are considered unsupported and therefore, unallowable.

Required Qualifications:
Bachelor’s Degree in Business Administration, Accounting, Finance or similar field of study; OR equivalent experience can substitute for the degree requirement.
3 years of experience in the following area(s)
• Minimum of 3 years experience in accounting and/or cost accounting and/or compliance, or combination of all, in a complex organization, preferably in higher education
• Knowledge of the OMB Uniform Guidance Policy, specifically 2 CFR 200
• Ability to solve complex problems, develop, and oversee program operations
• Ability to work effectively with faculty and departmental administrators and other departmental personnel
• Excellent interpersonal and communication skills.
• Excellent written and verbal skills.
• Experience working on teams.
• Ability to work independently.
• Working knowledge of Microsoft Access, Excel, Word, PowerPoint, Drupal, and SQL Server Management
• Compassion for others and the ability to work within a diverse workforce and community
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
Desired Qualifications:
• Familiarity with the University systems including Workday, Cost Share Summary, MyFinancial, Desktop, SERA, Enterprise Data Warehouse
• Experience with F&A rate proposal compilation, and recharge rate setting
• Understanding of sponsored and associated regulatory compliance
• Master of Business Administration or related field, or Certified Public Accountant, or Certified Government Financial Manager
• Knowledge of/experience working with Lean process improvement techniques
