Departmental Overview
The Asset Management group, part of the Asset Management/Facilities Services unit, is responsible for planning and coordinating facility maintenance and renewal efforts, providing customer service to campus clients and collecting and maintaining condition and cost data for groups of buildings on the campus. Working in partnership with other campus units, such as Facilities Services and Construction and Design, the Regional Facilities Manager will be responsible for ensuring the effective planning and execution of maintenance and renewal work done in a group of buildings. The Regional Manager provides general support and oversight of regional facility work, projects, data, renewal and maintenance needs and cost planning.
The Asset Manager (Spec 4) / Office of Laboratory Animal Care (OLAC) Liaison is the primary point of contact on behalf of Facilities Services for all building systems that support species research laboratories. The OLAC Liaison routinely meets with customers (which includes but is not limited to: representatives from OLAC, HCLOG, BSL3, EH&S and other regulatory agency representatives on behalf of Facilities Services). The liaison collaborates with Department Building Managers on behalf of Facilities Services to plan routine maintenance and repairs. Actively works to develop beneficial Service Level Agreements with Facilities Managers and vendors to support the OLAC facilities. Assists with identifying funding opportunities and partnerships for equipment replacement and building system renewals. Collaborates with various Facilities Trade managers to plan and manage the maintenance and repair of equipment, systems, and renewal projects.
The Asset Manager / OLAC Liaison position will also have responsibility for Region 5 Including: customer support for management of maintenance and renewal efforts in a regional group of buildings. Supports maintenance work performed by internal and external staff, quality oversight of work in the regions, execution/oversight of renewal and maintenance projects performed by internal staff or contractors, planning for and coordination of renewal work and management of facilities data for the region. Responsible for the planning and coordination of renewal and maintenance projects affecting the region. Responsible for communicating and coordinating with campus leadership and regional representatives to ensure the campus mission is supported by the regional projects and program. Provides customer support for the resolution of issues regarding services and activities provided by campus units in a region. Acts independently, receiving guidance at each key phase of the project. Demonstrates good judgment in selecting methods and techniques for obtaining solutions.
Responsibilities
- Manages the Asset Management program for a specified campus region, including meeting with campus clients to help define operational priorities and work with FS to communicate importance and develop strategies for implementation.
- May be consulted regarding the hiring and scope criteria of Hires architectural, engineering and consultant firms, to development of project requirement definitions, design criteria, and preparing layouts and detail drawings; provides leadership expertise.
- Prepares and approves cost estimates, functional studies and establishes project priorities and reviews with clients; which may be Facilities Services internal stakeholders or Campus stakeholders; establishes milestones and monitors adherence to master plans, budgets and schedules.
- May work with Capital Projects to develops criteria and performance specifications required to meet unique operating requirements, specifically as it relates to species research and building and safety codes; ensures plans and specifications conform to all codes and regulations.
- Communicates to campus stake holders construction activities, including contractors schedule, Specifications, Submittals, Punch List; specializes and focuses on monitoring construction and impact to campus.
- Acts as liaison among project, building, and campus participants and assists in resolves problems or conflicts resolution, including recommending range of solutions to disputed issues, operational issues or contractor coordination issue.
- Reviews project closedout, Operations & Maintenance Manuals and record drawings.
- Ensures documents are complete and turned over to Facilities Services.
- May oversee, coordinate, and/or direct other Trade Managers and Technicians
- Will coordinate with Species Research Mgr., Facilities Services, and Capital Projects for the reporting of project status as required by UCOP, regulatory agencies, Campus, and Capital Projects Management, including budget and schedule; may include monthly written analysis of project.
- Performs organizational, campus and administrative activities not directly relating to projects, including serving on campus committees representing department or unit.
- May work with Customer Service Call Center, Asset Managers, and Facilities Services operations to develop and maintain integrated operational communication center.
Required Qualifications
- Advanced knowledge of building and construction, design, construction contract administration and California Building Codes, including advanced understanding of industry practices, or deep expertise in a highly specialized and critical discipline.
- Advanced project management skills to effectively manage highly complex projects, or highly specialized and critical project component.
- Advanced knowledge of or ability to uickly learn the campus, including its infrastructure, rules, regulations, policies and short and long range strategic building plans.
- Advanced knowledge of Biosafety Level Laboratories, laboratory animal care, species research regulations and operational requirements,
- Advanced analytical, organizational and problem recognition/avoidance/resolution skills.
- Advanced written, verbal, and interpersonal communication skills, including highly effective negotiation skills and highly developed political acumen.
Education/Training:
- Bachelors degree in related area and/or equivalent experience/training.
Salary & Benefits
This is an exempt, monthly paid position. Annual salary is commensurate with experience within the range of $86,000.00 - $127,300.00.
