Organizational Unit Overview:

Information Technology and Computing Services (ITCS) is the central agency that supports enterprise-wide computing at East Carolina University. ITCS, through innovative information technology initiatives and service, provides opportunities for the ECU community to excel in teaching, research, and service using state-of-the-market technology and collaborative environments. ITCS is first and foremost committed to providing excellent information technology support for faculty, staff, and students. ITCS partners with campus departments, other universities, and industry to make strategic investments in information technology infrastructure that will help maintain a competitive advantage in administrative applications, faculty research, and outreach to the state and nation. We will achieve this through increasing the core functions and deploying appropriate technology throughout the university.

Enterprise Information Systems (EIS) is responsible for the design, development, implementation, operation and enhancement of administrative computer applications for over 28,000 students and over 6,100 employees at ECU. Systems supported include Finance, Human Resources, Student, University Advancement, Document Imaging, and the PiratePort Portal. EIS works closely with central offices across campus, including numerous steering committees, to ensure administrative systems meet the needs of the university.

Job Duties :

As a full-stack web application developer on the New Technologies Development Group (NTDG), your primary responsibilities will be to design, develop and maintain a variety of enterprise-wide internet applications housed in the University’s web portal. Portal applications at ECU span the entire university and help Faculty, Staff, and Students carry out administrative tasks.

This position is a senior level position that will work on specialized projects and is a top-level contributor that is expected to function autonomously and with limited technical supervision. This position will coordinate with team members to define and design applications and processes and be responsible for executing and coordinating the execution of development tasks. Code generated should be easy to maintain and follow departmental standards. The major languages currently in use are JavaScript (Angular), HTML, CSS, ColdFusion, & Oracle, however new programming languages and tools must be learned as technical and application systems evolve.

Additional duties include, managing projects, developing specifications, functioning as a project technical lead, code review, system analysis, maintenance/problem resolution, business process analysis, testing, and training. This position may require non-business hour support including evening and weekends, depending on the needs of the university.

Employees are required to adjust their standard work schedule to meet the requirements of their position, which includes and not limited to evening and weekend hours to perform scheduled and unscheduled workload requirements to maintain University operations.

This position may be eligible for Flexible Work Arrangements (FWA) under the ECU FWA Policy.

Minimum Education/Experience :

Bachelor’s degree and 4 years of relevant experience or equivalent combination of education and experience.

License or Certification Required by Statute or Regulation :

Preferred Experience, Skills, Training/Education :

Bachelor’s Degree in Computer Science, Information Technology or related field and four years of programming and applications analysis is preferred. Advanced knowledge of the ColdFusion, SQL, JavaScript, CSS, and HTML languages, the Oracle, SQL Server database environments and the principles and concepts behind source code management is highly desired. Professional experience creating modern enterprise web applications, including mobile development, and familiarity with RIA, AJAX, UI/UX, Responsive Design, and MVC is preferred. Advanced knowledge of the Software Development Life Cycle (SDLC), testing methodologies, testing practices, debugging, and documentation is also preferred. The ability to manage complicated and extensive applications which interface with multiple other administrative information systems and an advanced understanding of the concepts of web application security is desired. The desired candidate should possess knowledge of the principles and concepts behind project management and the ability to evaluate technologies with the intent of implementation. The ability to develop and enforce team policies, procedures, and standards is desired. Exceptional problem-solving skills, attention to detail, the ability to think clearly and accurately resolve processing problems under pressure, and the ability to communicate well in oral and written form is preferred. The desired candidate should be able to effectively work in a team environment and act in a leadership role, providing training and guidance to other team members.
