Addiction Research Treatment Services (ARTS) has an opening for a full-time University Staff (unclassified) ARTS IT Program Manager position.

Program Managers are responsible for the day-to-day operation of a program, function or work unit, including the development and implementation of processes consistent with college, school or departmental strategies and processes.  These positions typically do not supervise others.

The University of Colorado, School of Medicine, Addiction Research Treatment Services (ARTS) is seeking applications for a full time IT Program Manager. ARTS provides outpatient and residential substance use treatment for adults, adolescents, and families. ARTS Administrative offices are located on the Ft. Logan campus in southwest Denver and has clinics located throughout the Denver metro area.

Examples of Work Performed:

    Manage the daily operations of the ARTS IT Group and work collaboratively with the SOM IT and Campus OIT groups Provide Project Management and Oversight for ARTS IT projects, including system updates and upgrades, system migrations, software implementations, and fulfillment of network, telecom, and end users business requirementsAnalyze business needs presented by users and recommend technical solutions.  Support information technology planning by managing the product/software development cycle of planning, analysis, design, development, testing, implementation and maintenance. Prepare project proposals that include user requirements, budget and timelines, and contains a clear scope of work with identified deliverables; Establish and manage project teams and assign tasks; Verify application results by conducting system audits of technologies implemented to insure business and clinical needs have been metCoordinate information and computer technology for the ARTS Clinical programs. Install, configure, and support computers, peripheral devices, scanner/copiers, and software used for clinical and administrative operations, including clinical electronic health records, medication dispensing, telecom services, network management, and data storageManage IT staff by recruiting and training employees, communicating job expectations, and monitoring performance; design training plans and workshops for IT staff to maintain and learn new and evolving technologiesMaintain Active Directory and Group Policy for ARTS staff; manage user permissions for various clinical and business systems, time clock biometrics, and security door accessManage ARTS IT inventory, assessing and purchasing new and replacement hardware and software as requiredPreserve IT Infrastructure by implementing disaster recovery procedures, backup procedures, information security and facility control structures in collaboration with university OIT, HIPAA Compliance and associated 3rd party vendors.  Develop and implement security check points to perform testing, troubleshooting, and adjusting information systems to operate safely and effectivelyDevelop and implement IT policy and best practice guides for the organization, assuring that IT activities are within the limits of applicable laws, codes, and regulations; Create and maintain Help Desk knowledge base, technical documentation and user manualsMaintain the organization’s effectiveness and efficiency by defining, delivering, and supporting annual and long term strategic plans.Remain up to date with advances in technology and industry best practices. Ability to Multi-task and utilize time-management skills, with the ability to prioritize tasks. Maintain quality customer service by establishing and enforcing organization standards of professionalism and timelinessExcellent analytical and problem-solving skills to assist IT Team to perform analysis, diagnosis and resolution of complex desktop problems for end-users, and recommend and implement corrective solutions.

Qualifications
Minimum Qualifications:

    Bachelor’s Degree from accredited college or university in Project Management, Business Information Technology, Computer Science, or closely related field.3 years of extensive, diverse and progressively responsible project management experience, including direct responsibility for resource planning and leading project teamsProficient in computer hardware, software installation and support, network and wireless technology, and IT security.
Required: Applicants must meet minimum qualifications at the time of hire.

Conditions of Employment:

    Must possess and maintain a current, valid State of Colorado Driver’s License.
    Must agree to fingerprinting, criminal background check.Must be willing and able to project authority with confidence.Must be willing and able to work in a fast-paced, high stress environment.

Preferred Qualifications:

    Five years of project management experience on technology focused projectsPMP certificationExperience applying different project management methodologies and best practices based on project need.Experience with collaboratively developing and validating project requirements.Experience leading and managing large IT projects and rolling out IT infrastructure across various technologies to completion.
    Experience in web application development Experience working with Microsoft development projects and platforms (Microsoft Servers, ASP.NET, C#, IIS, SQL Server, etc.)
    Knowledge in cloud architecture
Salary and Benefits:

The salary range (or hiring range) for this position has been established at $70,178 to $80,000  

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

The above salary range (or hiring range) represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.

This position is not eligible for overtime compensation.
