The Department of Ophthalmology has an opening for a full-time University Staff (unclassified) Business Services Director (Director of Finance and Administration) position.

Nature of Work

The Department of Ophthalmology, Director of Finance and Administration (DFA) at the University of Colorado, School of Medicine is responsible for planning, organizing, and managing the administrative activities of the Department and ensuring compliance with all internal and external policies and procedures that govern the department’s efforts. The DFA oversees the Department’s fiscal affairs, human resources, and day-to-day operations in support of the Department’s and school’s mission and goals. The DFA serves as the Department representative for the School of Medicine (SOM) and the University of Colorado Anschutz Medical Campus with regard to relevant fiscal and administrative matters.  This role ensures consistency between the policies and procedures of the Department and those of the SOM and the University of Colorado Anschutz Medical Campus.  This role is also responsible for oversight in strategic planning, executing initiatives and guiding growth in the Department in partnership with the unit leaders.

Reports directly to the Chair of the Department of Ophthalmology with a dotted line report to the Senior Associate Dean for Administration and Finance through the School of Medicine Office of the Dean.

Examples of Work Performed:

    Provide financial oversight, controls, procedures and practices for the development, implementation and management of operational budgets, grants & contracts, endowment, gifts and clinical revenues consistent with internal and external compliance and in support of the broad strategic goals of the Department. Ensure the appropriate fiduciary controls within the Department, consistent with School of Medicine, CU Medicine, and University standards.Oversee financial reporting, analysis, forecasting and business planning. Negotiate institutional budgetary support for operational activities, recruitment packages, capital procurement and facility improvement. Supervise production and presentation of Departmental annual budgets to CU School of Medicine management.Develop, with department leadership, standardized compensation plans for faculty and senior administrators, and implement an annual review of effort, productivity and funding sources for all faculty.Develop solutions to improve current business processes and make them more efficient. Establish and maintain effective internal controls for finance, human resources, and grant administration. Recognize and seize opportunities to improve fiscal and operational performance of the Department.Act as a liaison on behalf of the Chair on financial issues with the School of Medicine, University of Colorado Hospital and CU Medicine.Provide necessary analyses and guidance to the Chair to support recruitment and retention of key faculty.Participate, as appropriate, in fund raising activities for the department.Interface with University of Colorado legal counsel on sensitive issues. Work collaboratively to assure that Department adheres to Conflict of Interest policies and reviews contracts along with University of Colorado and CU Medicine legal counsel.Participate in strategic planning in concert with the organization's goals that contribute toward market growth, revenue enhancement, cost containment and maximizing clinical practice and research productivity.In close cooperation with the respective faculty Vice Chairs, oversee central departmental support services in clinical operations, research administration, graduate medical education, diversity, information technology and appointments, promotions and tenure.Manage departmental administrative services for human resources, grants administration, finance and space management. Perform personnel planning, analysis and assess administrative support to ensure an organizational structure that meets the needs of the department and divisions.Advise the Chair monthly on financial status against budget, School management metrics, and clinical activity. Provide quarterly or annual evaluations of trends in research productivity, diversity, clinical activity, academic achievement and other measures noted by the Chair.Work closely with Chair to promote the mission of the Department.Facilitate development of a long range strategic and financial plans for the department to assure continued financial health for the advancement of the missions of teaching, research, and clinical care.Participate on School of Medicine, CU Medicine and University of Colorado Hospital administrative management committees, including the monthly senior manager meetings.Work cooperatively with other senior administrators across the CU School of Medicine, CU Medicine and the University. This position has the potential to participate in many important initiatives which impact faculty and staff across the University.

Salary and Benefits:

The starting salary range (or hiring range) for this position has been established at $130,000 to $160,000.

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

The above salary range (or hiring range) represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.

This position is not eligible for overtime compensation.

Qualifications
Minimum Qualifications:

    A Bachelor’s Degree in accounting, finance, or business/public administration, or a related fieldSubstitution: A combination of education and related technical/paraprofessional experience may be substituted for the bachelor’s degree on a year for year basis. Professional level management experience may be substituted for the field of study requirements
Four (4) years of broad and diversified professional level management experience that included fiscal management responsibilities within a complex health care, academic or biomedical research settingRequired: Applicants must meet minimum qualifications at the time of hire.

Preferred Qualifications:

    A Master’s Degree in Health Administration, Accounting, Business Administration, Finance or related field is highly preferredEight (8) years of experience working in a health care or academic medical settingExperience in Clinical Research Management, including applying for federal grants (NIH, DOD, PCORI, etc.)
