Department of Psychiatry has an opening for a full-time University Staff (unclassified) Business Services Program Manager position for the Learning Management System (LMS).

Jobs in this career family provide general business operations of the organization or a combination of operational responsibilities covering multiple career families.  Functions include institutional research, statistical analysis, policy development and review, strategic planning and broad unit business operations such as parking and transportation services, risk management, childcare services, real estate and property management, retail services or job responsibilities that combine fiscal, HR and operational management responsibilities.

Managers are responsible for the day-to-day operation of a program, function or work unit, including the development and implementation of processes consistent with college, school or departmental strategies and processes.  These positions will supervise staff members related to the LMS.

Nature of the work:

The Business Services Manager in the Community, Population, and Public Mental Health Division of the Department of Psychiatry at the University of Colorado School of Medicine for the Learning Management System (LMS) will be responsible for developing and directing the learning management system (LMS) located within the department of psychiatry, providing a single access point for behavioral health training for the State of Colorado.  In this newly-created role, the Manager will collaborate with department administration and supervisory leadership to:

    Define additional roles and hire personnel necessary to the success of the LMS. These roles may include full-time, part-time, contracted, and/or consulting professionals with expertise in areas such as instructional design, educational technology, software development, grants management, assessment and evaluation, project management, finance and accounting, marketing and public relations, human resources.Directly and indirectly oversee staff.Determine and prioritize LMS content needs.Cultivate a network of subject matter experts for content development and review.Design and implement a process for short- and long-term quality assurance of content.Engage partners on business and functional requirement mapping.Identify and scope the work of contractor(s) to develop the LMS.Collaborate with developers on system design and functionality using business and functional requirements.Develop and implement a marketing and public relations plan.Develop and implement an evaluation plan.Develop the long-range strategic business plan for the LMS.Develop short- and long-range plans for staffing, including technical support.Oversee LMS contracts and budgets.Ensure timely delivery of reports to internal and external stakeholders.Collaborate with relevant internal and external stakeholders including the State of Colorado Office of Behavioral Health, Colorado Department of Public Health and Environment, Children’s Hospital Colorado, University of Colorado Hospital, the Kempe Center, the Farley Center, and other entities such as future end-users, schools, and agencies related to Behavioral Health licensing/certification. Other duties as assigned.
The Manager will have decision-making authority and must exercise independent judgment to facilitate the optimal use of resources and is responsible for regular financial oversight and ensuring compliance with policies and procedures of the University, Department, and federal and other funding sources.  The Manager must be able to manage multiple projects at any given time with a clear plan for the larger strategy of the LMS.

The ideal candidate is a self-starter with the ability to take initiative and communicate effectively with the Director and other stakeholders while working independently on program administration and management.



Qualifications
Minimum Qualifications:

    A bachelor’s degree in business, business administration, computer software, instructional design, technology, or technology education or a directly related field from an accredited institution.
Substitution: A combination of education and related technical/paraprofessional experience may be substituted for the bachelor’s degree on a year for year basis.

Required: Applicants must meet minimum qualifications at the time of hire.

Preferred Qualifications:

    A Master’s degree in business, business administration, computer software, instructional design, technology, or technology education or a directly related field from an accredited institution. Extensive experience with creation of Learning Management Systems
Salary and Benefits:

The salary range (or hiring range) for this position has been established at $60,171 to $84,239.  

The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.

The above salary range represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.

This position is not eligible for overtime compensation.
