DESCRIPTION

As a condition of employment, you must be fully COVID-19 vaccinated by the date of employment.

Under the general direction of the Executive Director, Economic Workforce Development, the position is responsible for managing the Work Based Learning (WBL) Program. The position has essential functions in the areas of program management and employer outreach.

EDUCATION AND EXPERIENCE:

1. Directs the day-to-day operations and activities of the WBL Program to facilitate WBL opportunities between employers, students, and faculty.
2. Evaluates the operations, activities, and services of the WBL program to enhance the delivery of program services and secure state funding.
3. Ensures that the WBL program is operating within budgetary limits.
4. Centralizes employer advisory committee data to develop transparency for the college.
5. Develops marketing strategies to raise internal/external awareness of the program and recruit new participants (students and employers).
6. Centralizes work base learning data to develop higher education activities for students.
7. Locates funding sources to fund the WBL program.
8. Develops grant reports and projects to comply with grant guidelines.
9. Conducts needs assessments of student populations to align students with employers.
10. Networks with agencies, employers, and organizations to create opportunities for students.
11. Identifies companies to host student mentorships, internships and develop training components for WBL courses that employers request.
12. Performs related duties as assigned.

EDUCATION AND EXPERIENCE:

1. A bachelor's degree from an accredited college or university in business administration, marketing, education or a related field.
2. Three (3) years of working experience as a project manager,or managing work based learning/workforce development programs.
3. Valid Class C Driver's License.

KNOWLEDGE, SKILL, AND ABILITIES

KNOWLEDGE of:
1. Customer Relationship Management Software
2. Enterprise resource planning (ERP) software
3. Marketing Strategies
4. General office software and equipment

SKILL to:
1. Use Customer Relationship Management Software to maintain information of the needs of various employers.
2. Use general office software to develop cost estimates for budget recommendations, administer expenditures, aggregate data, develop grant reports.
3. Use resource management software to manage program expenditures and grant funds.
4. Use marketing strategies to develop marketing campaigns for the WBL Program.

ABILITY to:
1. Develop and maintain collegiate relationships with District staff, students, employers, third party marketing agencies, and other WBL programs to organize departmental operations, determine the employment needs of partnering organizations, develop marketing campaigns, share information with neighboring community college districts, and develop employment, internship, and training opportunities for students of the program.
2. Authorize the work schedule of hourly and full time employees to assure appropriate staffing levels and workloads.
3. Analyze employee performance, develop employee performance evaluations, and devise strategies to address employee performance issues.
4. Communicate effectively, orally and in writing,to provide effective direction to employees, improve the program's services, develop grant applications, post employer advisory committee data on the District website, and develop strategies to meet the needs of student target populations.
5. Maintain Class C Driver's license to travel to conferences and to meet with company representatives at various off site locations.
6. Analyze departmental data to develop improvements to the WBL program and develop reports that comply with grant requirements.
7. Effectively manage the program budget(s).
8. Represents the department at conferences, committees, boards, events and activities to market the program and create opportunities for students.

PHYSICAL ABILITIES
1. Continuously (5.6 hours - 8 hours) exhibit the ability to communicate to perform the essential functions of managerial responsibility and employer outreach.
2. Occasionally (31 minutes - 2.5 hours) exhibit mobility and the ability to operate a class C vehicle to attend conferences and meet with outside agencies, employers, and organizations.

Continuously work within an indoor office environment and have contact with customers, end users, and the general public
