Job Summary
Working for Maricopa Community College District Human Resources, the Executive Special Assistant will oversee complex, sensitive projects with district-wide impact and/or provide operational management, analysis, and policy development assistance in support of the Chief Human Resources Officer. The position is responsible for developing and presenting recommendations for standardized HR- related policies and procedures consistent with federal, state, and local laws. This opportunity will engage in cutting-edge and high-quality research analysis to meet the policy needs of the District.

Essential Functions
50% - Works collaboratively to compose, maintain and clarify policies and procedures of the District in a clear and concise manner. Will provide expert skill in writing policies, and procedures that are in compliance with regulations related to employment laws;department or organizational guidelines and organizational mission.Executes policy briefings that are concise, thorough, and informative for internal consumption.
Will engage in change management by introducing and socializing such policy changes organizationally for adoption. Will work collaboratively to receive input and feedback from stakeholders. Will create project plans and ensure the implementation of new and revised policies and guidelines.

30% - Will prepare comprehensive reports, conduct research and track research materials in support of policy recommendations.Maintains accurate policy related files. All updates, revisions and deletions must be recorded and easily accessible.Act as liaisons between employees and employers in relation to organizational change management strategies. Remains knowledgeable of the critical institutional goals, shared governance principles, and emerging projects inclusive of the District's workforce to resolve policy issues and including performing research, authoring documents, and making presentations.

20% - Oversees and provides professional consultative and administrative support for complex projects, community relations, operational management, and customer service initiatives in the human resources department. Ensures compliance with applicable regulations, policies, requirements, and standards by conducting peer institution research and performing regulatory analysis. Builds constructive and cooperative working relationships with faculty, staff, and District leaders to gain inclusive feedback to develop and implement strategies, goals, and objectives, milestones, and deliverables related to policy-development work. Applies interest-based resolution techniques to bridge gaps in understanding and to assist with the resolution of conflicts and communication difficulties develops and implements quality assurance standards for policy review and adoption and audit structures.Performs other special projects as assigned.

Minimum Qualifications
Bachelor's Degree from a regionally accredited institution in public affairs, business, education or field related to area of assignment and five (5) years management experience that includes oversight and management of complex, sensitive projects with organization-wide impact. Other related experience required includes providing top-level operational management, analysis, and policy development assistance in a highly complex enterprise such as an academic center, a university, or multi-site community college system.

OR

Associates Degree from a regionally accredited institution in public affairs, business, education and five (7) years management experience that includes oversight and management of complex, sensitive projects with organization-wide impact. Other related experience required includes providing top-level operational management, analysis, and policy development assistance in a highly complex enterprise such as an academic center, a university, or multi-site community college system.

OR

High School Diploma or G.E.D. and five (9) years management experience that includes oversight and management of complex, sensitive projects with organization-wide impact. Other related experience required includes providing top-level operational management, analysis, and policy development assistance in a highly complex enterprise such as an academic center, a university, or multi-site community college system.

Desired Qualifications
A. Possess a Master's Degree in Public Administration or Human Resources Management, or a Juris Doctor (JD) degree from a regionally accredited institution.

B. Demonstrated Experience collaborating and partnering with employee groups and complex organizational structures, including an ability to build and maintain relationships with employees across all levels of the organization that include bringing a group to reach a decision, conclusion, or solution.

C. Demonstrated Experience managing multiple projects with tight deadlines, providing good judgment, attention to detail, and prioritizing work as necessary while working independently.

D. Two or more years of experience in advanced research, development, and implementation of human resources policies or labor agreements with an understanding of legislative and regulatory processes.

E. Demonstrated ability to use technology and skilled at using Microsoft Word, Excel, and Powerpoint.

F. Demonstrated experience using excellent organizational skills to work effectively under conditions of a heavy workload, frequent interruptions, distractions while maintaining a strong commitment to customer service and deadlines.

G. Experience working with highly confidential information and maintaining discretion, staying abreast of issues that affect the workplace, and policies that can mitigate or eliminate negative impacts on the organization.
