The selectee for this position will lead, direct, manage and develop partnerships and new programs at the Law Enforcement Innovation Center (LEIC), an Agency within the Institute for Public Service (IPS).  The LEIC is responsible for multiple grant awards, both federal and state, currently totaling over $1 million in funding.  As new partnerships and programs are identified, this position manages the development of relationships and new programs.  This program manager is required to manage program development and planning within projected timelines and resources and meet expected reporting requirements.  Makes strategic business decisions for driving LEIC’s efforts to generate new revenue through the development of innovative products and services.  Directs the research, planning, and coordination required for the identification, development, and implementation of new business initiatives (programs/services).

This position will also manage and build relationships with existing stakeholders and new stakeholders.  In addition, this position will determine current and future needs of LEIC through research and evaluation of new partnerships and programs.  This position is the lead within LEIC in identifying and writing grant applications, white papers, and proposals.  This position will supervise subcontractors and consultants and expenditures associated with curriculum development and new training programs.  The position is responsible for developing and maintaining significant relationships in the following communities: federal entities, university faculty and staff, funding agencies, and private sector organizations.

This position requires a strong background in the following areas: adult educational theory, specifically in creating training materials for law enforcement; strategic planning; program/curriculum development; partnership development; writing proposals; creating marketing materials; and, providing professional administrative direction in a broad scope. 

The incumbent reports directly to the Executive Director of LEIC.

Duties and Responsibilities: 

Program Development - Will design, develop, and drive positive impact via program development. Manages projects from inception to completion, working with staff, subject matter experts, vendors, etc., to efficiently complete projects and bring new programs/training to LEIC customers.  Collaborate and work with project sponsors, management, and SMEs to understand customer needs, make recommendations, and develop materials to improve law enforcement skills and knowledge.  Develops and maintains partnerships with local, state, and federal partners to enhance LEIC’s programs, trainings, and services.  Manages the creation of curriculum development, content, delivery, and evaluation.  Responsible for the quality and accuracy of all LEIC educational materials.  

Leads a team through the creation of the program/training and the life of the program/training after pilot.  The program manager communicates to all team members associated with the development of the product about goals, scheduling, and resource allocation.  Analyzes metrics and feedback to evaluate the effectiveness of programs and make recommendations for modifications or future interventions.  

Establishes and maintains timely and client focused curricula for participants meeting the changing trends in law enforcement practices and crime related strategies.  Demonstrates knowledge and leadership in the basic and new technologies as they apply to our training programs.

Must ensure that programs follow timelines, budgetary projections, and provide documentation to awarding agencies as required by awards. Demonstrates flexibility in adapting existing programs to meet participant needs or requests.  

Functions as a member of the senior management team of the LEIC while working closely with peers and other agencies of IPS and departments of the University.  Serves on various IPS level committees or task teams.

Depending on background and expertise, may serve as an instructor or course facilitator in LEIC programs.

Marketing and Business Development:  The position is responsible for marketing and business development of training programs offered throughout the United States.  Existing programs have had national delivery in 49 states and the District of Columbia.  Provides oversight of recruitment and approves hiring subject matter experts who develop curriculum on specialized topic areas.  

Business development will also involve review of potential grant opportunities, determination of LEIC ability to provide services, review of program proposals, and submission of requested delivery.  Responsible for business development strategies and marketing of the programs and technical assistance.  This position is involved in marketing activities, seeking new partnerships, and funding opportunities.  This program manager has significant responsibility to shape positive client and public opinion of the programs at LEIC, as well as the reputation of the University.  Interfaces with senior University officials and creates marketing materials, proposals, and business documents for LEIC on a frequent basis.

Strategic Planning:  Conducts needs analysis, contributes to strategic planning, and manages the design and development cycles for new programs.  Responsible for management of strategies and plans to capture new attendees to the various training programs.  Makes strategic business decisions to drive LEIC’s efforts to generate new revenue through the development of innovative products and services.  Directs the research, planning, and coordination for the identification of new business initiatives.   Utilizes professional organizations, alumni associations, advertisements, and electronic postings, such as newsletters, blogs, etc.  Has responsibility for special projects and product launches designed to grow the LEIC customer base and revenue, enhancing LEIC brand, and improving planning and performance tracking for LEIC programs.

Establishing and Maintaining Partnerships/Client Interface:  The incumbent must work diligently with the US Department of Justice and other related federal and state agencies to ensure program effectiveness exists.  This requires development of periodic status reports as well as face to face interaction at senior levels.  Relationships with the various University departments must be maintained in win-win situations, as they are critical to the success of the LEIC programs.  As a leadership position in the IPS, is also necessary for this program manager to serve on committees and groups advancing the mission of IPS and LEIC.



Qualifications
Required Qualifications: 

Education:   

Master’s Degree in Adult Education, Training, Curriculum Development, or a related field of study.

Experience:  

The successful applicant must have a minimum of five (5) years’ experience working in law enforcement training development and delivery.  Must have experience in managing or conducting needs assessments, developing curriculum and evaluations, and, working with external contractors.  The applicant must have experience in long range strategic planning.  It is required that the successful applicant demonstrate effective experience in developing partnerships at the local, state, and federal levels. 

Experience with successful grant management is required, specifically in writing grants for training design/development, and delivery.  High level written and oral communication skills are required to interface with various officials in the University and other levels, i.e., local, state and federal.  Must demonstrate experience/ability to interact with news media and respond to other requests for information.  Must demonstrate the ability to seek funding resources and grow new work in a grant funded organization through marketing and business development initiatives.  Required computer skills in using industry standard and university software, including Microsoft Office programs and developing related media presentations.

Location:

This position is based in Oak Ridge, Tennessee.  However, statewide, nationwide, and potentially international, travel will be required with this position.
