Southern Illinois University Edwardsville (SIUE) is seeking an experienced Director of Human Resources. SIUE is a nationally recognized university that provides students with a high-quality, affordable education that prepares them for successful careers and lives of purpose. Situated on 2,660 acres of beautiful woodland atop the bluffs overlooking the natural beauty of the Mississippi River’s rich bottomland and only a short drive from downtown St. Louis. The university is the second largest employer in the Madison-St. Clair County region, employing over 2,400 full- and part-time employees at three campus locations that include a sizable grant-funded Head Start unit, Charter High School and educational services and programs located in East St. Louis, Illinois, and the School of Dental Medicine located in Alton, Illinois.

Reporting to the Vice Chancellor for Administration, the Director of Human Resources leads and directs the daily operations of the Office of Human Resources at SIUE, including a team of thirty (30) HR professionals. The Director provides guidance and consultation to the University community, including the Chancellor, Vice Chancellors, Deans and Directors, covering a broad range of HR policies and procedures.

Essential functions and responsibilities of position:
-Maintain knowledge of industry trends and employment legislation; ensure that University policies and practices related to human resources are in compliance (and adhered to) with SUCSS, SURS, IRS and other statutory or regulatory requirements.
-Ensure benefit programs and payroll processing are administered efficiently, effectively, and compliant with applicable laws, rules, and regulations; Maximize use of systems to create efficiencies and reduce costs and ensure that all statutory obligations are met.
-Collaborate with administrators in the Office of the Provost regarding faculty employment and labor employee relations matters.
-Develop and maintain positive relationships with the eighteen (18) labor organizations represented on the campuses; Oversee all labor relations including negotiations and contract administration; Ensure contracts are fair to employees, are fiscally responsible and operationally effective; Develop and approve strategies related to contract negotiations; Assist with union matters as needed.
-Ensure that employees are treated fairly and equitably in employee practices; Consult with legal counsel as appropriate, and/or as directed on personnel matters.
-Assist senior leadership with salary decisions based on comparable market data ensuring they are competitive, fair and within financial constraints of University.
-Ensure that the University can attract and retain qualified individuals to support the University's programs and educational mission including the University's commitment to equity, diversity and inclusion.
-Communicate changes in company personnel policies and procedures and ensure proper compliance is followed.
-Manage the department budget within guidelines and other duties as assigned to meet the changing needs of the University.
-Serve as a University liaison to the State University Civil Service System (SUCSS) in regards to Civil Service employment matters.

Further duties within the professional scope and responsibility of the position may be assigned based on the needs and goals of the University.

Minimum Acceptable Qualifications:

-Master's degree in a related field is required and/or advanced terminal degree in a related area or equivalent (MBA, MPA or JD.)
-Preferred candidates will have successful completion of a professional certification program such as PHR, SPHR, SHRM-CP or SHRM-SCP.
-Minimum of ten (10) years of progressively responsible experience in human resources administration.
-At least ten (10) years of related supervisory/management experience.
-Thorough understanding of the challenges and opportunities in educational-based institutions or comparably complex enterprises including public entities.
-Labor relations experience is highly preferred.
