Overview

The Deputy Head, Facilities & Site Services position will implement, maintain, and provide direct supervision to a wide breadth of operational programs within the Facilities and Site Services department. The PPPL campus includes 30 buildings (90.7 acres, 760,000 square feet) electrical distribution (138kV to 110V), mechanical, process and control systems supporting accelerator operations, research laboratories housing (laser, materials, chemical and other dry and wet labs), in addition to office space and support facilities. This includes defining and executing the Department vision, leadership, strategic and tactical planning, and ensuring that each Department employee commits fully to quality, safety, efficiency, and customer service standards in line with business objectives and PPPL’s vision and mission.

This position will be the F&SS Department Head’s designee, and will have decision-making authority, responsibility, and accountability to the Department in the Department Head’s absence.

 

The Princeton Plasma Physics Laboratory is a world-class fusion energy research laboratory managed by Princeton University for the U.S. Department of Energy’s Office of Science. PPPL is dedicated to developing the scientific and technological knowledge base for fusion energy. The Laboratory advances the fields of fusion energy and plasma physics research to develop the scientific understanding and key innovations needed to realize fusion as an energy source for the world.

Responsibilities

Planning

  • Leads the development of the Facilities’ infrastructure road map and ensures integration with the broader laboratory strategic plans, to include facilitating PPPL’s Technical Review Committee (TRC) meetings and supporting the Capital Asset Management Process Prioritization (CAIS).
  • Contributes to the development and execution of the PPPL infrastructure annual plan (Annual Lab Plan, ALP) and long-range strategy (Campus Plan). Will ensure alignment with departmental business strategy, DOE regulatory requirements, and development of internal capabilities
  • Supports the Department Head and P&C Officer in developing and preparing budgets, financial forecasts, financial analyses, and the actual versus budgeted performance tracking reports.

Budgeting

  • Oversees and manages contractual requirements for Facilities programs. Will generate, review and/or approve subcontracted work in accordance with project and/or maintenance specifications.
  • Provide programmatic oversight of the design and develop a F&SS inventory control program ensuring facility operations and services meet the infrastructure needs of the laboratory while maintaining operational excellence and budgetary restraints

Real Property Management

  • Acts as PPPL’s real property SME. Provides guidance on the real property asset management requirements for PPPL’s real property portfolio. Maintains compliance with the DOE O 430.1C, the DOE Facility Information Management System (FIMS), and all operational requirements, such as the Facility Condition Index assessment (FCI) through VFA and potentially the CAIS cost estimating program.
  • Develops and maintains the PPPL space management program using a tracking space utilization database across the entire site; provides recommendations for improvements to the active space portfolio.
  • Directs and plans essential energy management services. Prepares, manages, and maintains all energy management reporting requirements. Serves as Lead in energy efficiency and performance in design and operations as well as DOE Energy Performance Savings Contract (ESPC) activities.

Operations

  • Drives development of departmental and program specific performance metrics to ensure each F&SS program delivers targeted value to the laboratory. Oversees the generation of metrics, measures, and KPIs from Facilities’ program databases for use by department and laboratory leadership.
  • Ensures compliance with federal regulations as they apply to the assigned tasks within the programs. Assesses gaps in compliance and develops solutions and plans to address the gaps. Oversees and drives program compliance for operations such as Conduct of Operations, Work Planning and Control, and other.
  • Develops and maintains the department training tracking program for all areas of the department. Ensures the effective use of the CMMS (Maximo) and coordinate training sessions for assigned groups/individuals when new policies or practices are adopted or renewals required.
  • Fosters a business-oriented culture and mindset driven by continual service improvement, operational efficiency, and productivity techniques.
  • Provides programmatic oversight of the development of the Facilities’ CMMS (Maximo) and ensuring the alignment of the CMMS to support other F&SS programs.
  • Reviews and implements Laboratory and departmental policies and procedures as they pertain to the Facilities’ programs.
  • Works with the F&SS Department Head to forecast future skills needs to acquire and develop an infrastructure workforce with the appropriate mix of business knowledge, technical acumen, and competencies.
Qualifications

Education and Experience:

  • B.A./B.S. degree in Engineering, Engineering Technology, or Business-related field with strong emphasis on Engineering, Facilities Management, or technical program management
  • Helpful to have several years of experience and depth in this area.

Knowledge, Skills and Abilities:

  • Demonstrate knowledge of operational management processes with a minimum of 10+ years of experience in management of work and people in Facilities or Engineering fields. (Experience n Conduct of Operations, Work Planning and Control, etc.)
  • Experience around facilities operations including capital budgeting, infrastructure planning, sustainability, workplace safety and people management.
  • Strong interpersonal and influencing skills; ability to interact with all levels of management and employees and external parties.
  • Proven problem solving and analytical skills.
  • Strong collaboration skills, and ability to make positive team contributions.
  • Demonstrated competence in leading process improvement.
  • Ability to work independently; PPPL is a fast-paced environment, thus must be able to pivot quickly and manage a varied, complex workload.
  • Knowledgeable of general industry, Department of Energy, and Federal regulations.
  • Experience in a highly regulated and compliance driven environment helpful as this position will interact with regulatory bodies/agencies. Demonstrated knowledge of PPPL’s policies and procedures beneficial.
  • Ability to generate, review, evaluate, and revise reports and correspondence.
  • Demonstrated organizational and planning skills.
  • Comfort level with a variety of software programs and systems to effectively manage federal, laboratory, and department programs

Physical Requirements:

 

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • Must be able to climb ladders and have the physical dexterity to climb into tight, awkward, restricted areas and occasionally around obstacles.
  • Must be able to look at facilities issues near live electrical equipment, rotating machinery, and other mechanical systems.
  • Must be able to work at a computer workstation for extended periods.
  • Must have visual ability, plus hand and finger dexterity to operate a computer keyboard and other office equipment.

Working Conditions:

  • On call for emergencies outside regular business hours as needed.
  • This includes high emergency decision making or oversight of Capital Projects, Emergency Operational Failures and Response Planning of weather events as needed.
