Overview
Under the general direction of the Associate Executive Director, Information Systems, this position is responsible for providing leadership and planning for future technology directions and administration of a complex, hybrid (on premise/cloud) multi-site environment. With a passion to innovate and a drive for enterprise level technology solutions, while displaying personal accountability for results and an uncompromising dedication to quality, the IT Operations Manager is responsible for the following: plan, research, and implement hardware, software and operating system software; firewall administration; administration of SDSURF servers, including back-up and recovery processes and procedures, configuration, trouble-shooting, monitoring performance, securing, tuning and updating the assigned servers and related equipment; analysis of legacy applications to determine required resources, dependencies, and risks in transitioning systems to a consolidated data center and/or the cloud; leading the network & operations team including establishing and documenting security and configuration standards for servers and central staff workstations, and assisting and mentoring junior staff. This position also manages and maintains cloud infrastructure and services, ensuring cost-effective, highly-available systems and solutions utilizing a variety of cloud platforms, tools, and services and provides mentoring, guidance, and leadership with regards to cloud-centric projects and initiatives.


Responsibilities
The IS Operating Systems Analyst is responsible for but not limited to:



Network and System Administration - 50%
  • Responsible for implementing cloud first strategy in collaboration with the business units and service providers to ensure the delivery of services is predictable and of high quality at the right cost.
  • Responsible for ensuring public cloud operations deliver on a predictable, scalable, secure and easy to use environment.
  • Work directly with other team members, customers and key stakeholders to understand functionality, scalability and integration requirements.
  • Responsible for upkeep, configuration and reliable operation network and server systems. Plans system transitions, builds servers, ensures systems and builds are documented, hardens OS, incorporates security patching, and assists in installing and testing applications. Seeks to ensure that uptime, performance, resources, and security of computers meet the needs of users without exceeding budget.
  • Multi-platform systems administration
  • Manage system resources including performance monitoring, troubleshooting, and capacity planning, ensuring serviceability and planning for recovery.
  • Evaluate data security, reliability, redundancy, and disaster recovery - implement corrective measures.
  • Responsible for development, implementation of repeatable procedures and automation.
  • Monitoring and administering Active Directory (group policy, management & administration; OU structures, establishing shares and applying required permissions to manage access to files, folders and active directory objects) domain controllers, DNS, DHCP, backup operations, patching/software deployment and anti-virus.
  • Collaborate with other campus technical staff to coordinate application integration with identity management systems.
  • Manage applications, upgrades, third-party application software, and application security, including detection, and prevention.
  • Apply security patches and update software tools and applications as necessary to ensure secure and optimal system performance.
  • Troubleshoot applications, including investigation and resolution of reported problems.
  • Analyze and monitor network activity to ensure optional operation; monitor network traffic, usage and performance
  • Maintain infrastructure devices (routers, bridges, switches, firewalls)
  • Constantly explore for new technologies that will help our current and future technology implementations; identify areas for improvement in departmental processes and in systems/network configurations come up with ideas for improvement
  • Support our shift to cloud services in various projects
  • Responsible for managing Cloud Services including monitoring, incident resolution, problem management, configuration and change management, systems administration, security management and monitoring. Ensure successful backup and/or replication of data in a secure manner. Define and report KPIs and SLAs to monitor the health and performance of cloud services and process overall service delivery; define and report custom facing service metrics. Implement system management tools to provide monitoring and management of all cloud infrastructure.
  • SharePoint/Office 365 Administration: performs SharePoint/O365 RF site administration and management of site collections; ensures integrity and security of SharePoint data in accordance with information security policies and procedures; provide content management strategies for intranet on the SharePoint platform; design, develop and customize intranet, department sites and team sites
  • Work cross functionally with other teams to drive initiatives


Information Security - 25%
  • Proactively maintain a secure computing environment, designing and implementing processes and controls to ensure the high availability, integrity, and confidentiality of information.
  • Responsible for implementation of security policies and procedures related to Foundation systems
  • Responsible for the implementation, operation, maintenance, and growth of technology solutions intended to mitigate cyber security threats. These solutions range from network security technologies like firewalls, URL filters, intrusion detection/prevention systems, advanced threat prevention technologies, and web application firewalls to server and endpoint solutions such as filesystem monitoring, filesystem encryption, vulnerability management and malware detection/prevention agents.
  • Ensure cloud services are adhering to information security policies and procedures.
  • Responsible for developing and implementing cloud computing security process that address the identity management, privacy, access and other potentially vulnerable areas
  • Key contributor to Foundation Disaster Recovery, Business Continuity, back-up and incident recovery plans.
  • Network & Operations Team lead and liaison with external auditors.
  • Evaluate and Apply security patches and update software tools and applications as necessary to ensure secure and optimal system performance
  • Secure operating systems, applications, and devices in order to protect all data
  • Perform Vulnerability assessments and Coordinate the mitigation efforts for discovered vulnerabilities
  • Ensure data security and integrity across Foundation servers and networks
  • Develop and enforce Information Security standards and procedures
  • Evaluate the adequacy of controls and security measures
  • Conduct virus and malware avoidance procedures
  • Work with users to understand security needs and evaluate level of security required
  • Implement and enforce controls for physical and logical security for sensitive Foundation data
  • Lead teams to research, test, document, and implement security automation
  • Manage change control processes to ensure security practices are being applied
  • Manage and Maintain Foundation Firewall to ensure Logical Perimeter and Internal Network and Data Security
  • In coordination with SDSU and Human Resources, responsible for coordinating annual mandatory security awareness training and ongoing phishing/awareness activities throughout the year.
  • Perform consulting services to projects related to IT projects and review of information security plan implementations
  • Technical lead for incident response handling
  • SDSURF representative on SDSU IT Security Working Group(s) which provides security recommendations for campus IT resources


Leadership and Supervision - 20%
  • Direct supervision and management of the Network and Operations Team:
    • Coordinate the IS Service Desk team to resolve any day-to-day technical issues that may occur, provide quality support for users.
    • Coach and share knowledge with less experienced counterparts. Contribute to a culture of teamwork that is dynamic, efficient and innovative.
    • Provide and nurture opportunities for professional development within the IT Operations Team.
    • Provide leadership and expertise to the IS Service Desk team in the design of user workstation environment: software installation standards and build procedures; virus protection; group policy; application compatibility; identification of requisite minimum system resources; and other decisions affecting the user experience.
    • Provide direction and instruction on best practices for the day-to-day operation and efficiency of the Helpdesk
    • Constantly explore for new technologies that will help our current and future hardware implementations, identify areas for improvement in departmental processes and in systems/network configurations come up with ideas for improvement.
  • Lead the design, planning, and implementation of complex projects. Provides consultation and facilitates the analysis and definition of business rules, service levels, and user requirements, and work cross-functionally to solve problems, improve process, and implement changes.
  • Security
    • Instruct IT Operations Team in proper security measures for user-related activities
    • Establish security guidelines to ensure compliance with Foundation, Campus, and CSU security plans, policies, and procedures for users
    • Guide Service Desk personnel in ensuring user and workstation compliance with established security policies
  • Responsible for recruitment, selection, training and evaluation of staff: defining duties and requirements for support staff positions and assigning direct workloads; provides leadership, mentoring and opportunities for staff growth and development. Consistently apply Foundation policy in all personnel activities.
  • Represents SDSURF technical interests and collaborates with SDSU colleagues on SDSU IT working groups to recommend technologies in support of campus strategic priorities.
  • Prepare and manage the IT Operations portion of the department budget

Qualifications
Knowledge and Abilities
  • Demonstrable experience delivering automation and other optimization techniques to modernize legacy infrastructure
  • Experience delivering solutions in a hybrid cloud environment that spans public clouds and on-premise data center infrastructure and move workloads between environments to meet business objectives
  • Knowledge of Familiarity with ADFS/Azure AD
  • Knowledge and experience with cybersecurity frameworks, including ISO 27001/27002, and CIS Critical Security Controls, NIST framework for improving critical infrastructure
  • Knowledge of network and system security and administration
  • Knowledge of security policies and procedures related to Foundation systems
  • Knowledge of and skilled in record keeping and quality control
  • Knowledge of the design of user workstation, software installation standards, virus protection, group policy and best practices related to Help Desk operations
  • Knowledge of Cloud Service management and new technologies related to future implementations
  • Ability to professionally represent SDSURF interests on various stakeholder groups, both on- and off-campus
  • Ability to coordinate the IT Help Desk team to resolve day-to-day technical issues

Experience/Education
  • Bachelor’s degree, preferably in computer science, mathematics, or a related technical field, or equivalent technical training and/or experience.
  • 5 years of related experience (two years of experience preferably in the IS Operating Systems Analyst - II position)
  • Information Security Certification: CompTIA Security+, CySA+ or similar
  • 5 years of experience with cloud security architecture, development, designs, integration and large enterprise cloud migrations.
  • Experience working with Amazon AWS, Microsoft Azure, Google Cloud, or other cloud solutions
  • Microsoft SharePoint administration and Office 365 deployment experience
  • 3+ years experience with Linux system administration, specifically Redhat- and Debian-based distributions
  • Broad and deep experience managing Active Directory and other IDM systems in an enterprise environment
  • Experience working with vendors and resellers, handling vendor/reseller relationships, and bringing available resources to bear to solve problems or realize opportunities.
  • 2+ years of managing projects or a project management certification (Project+ or similar)
  • Understanding of controls (e.g. access control, auditing, authentication, encryption, integrity, physical security, and application security).
  • Must be well versed in operating systems such as Linux as well as Windows environments, Active Directory, VPN systems, encryption schemas and algorithms, various authorization and authentication mechanisms/software, network monitoring and sniffing, TCP/IP networks and vulnerability and threat management tools (including network based scanners).
  • Experience with vulnerability management systems, and scanners, including vulnerability remediation
  • Experience with patch management and endpoint security software
  • Experience implementing and managing virtualization technologies - virtual machine configuration, backup, restoration, security and support - in a production environment, VMWare preferred.
