Position Purpose:

The Energy Infrastructure Renewal Program Manager has primary responsibility for the planning, execution, and overall management of capital projects related to Dartmouth’s efforts related to modernizing and renewing our energy infrastructure to reduce Dartmouth’s carbon footprint. The program includes the design and construction of new hot-water and chilled-water distribution networks along with the associated conversion of building heating systems from steam to hot water. The Program Manager closely tracks the program’s design and construction financial and schedule projections along with the associated swing space requirements. The annual budget for this new program will vary up and could be as high as $50 million per year.

The position also is responsible for ensuring the successful delivery of capital projects assigned to themselves, direct reports and/or external project management firms, including planning, estimating, budget control, permitting, construction, scheduling, reporting and problem solving.

Dartmouth’s Campus Services Division is responsible for planning, design, construction and operation of Dartmouth’s buildings, campus landscape and infrastructure. Dartmouth’s facilities include over 5 million square feet of space in 165 buildings. These facilities serve over 5,600 students and 5,000 faculty and staff in a variety of academic, research, administrative, athletic, and residential spaces.

Required Qualifications - Education and Yrs Exp:

Bachelors or equivalent combination of education and experience

Required Qualifications - Skills, Knowledge and Abilities:

  • Ten years of direct experience in planning, design and management major capital construction projects, including LEED certified buildings.
  • Bachelor’s degree in a technical field (engineering or architecture) or related to construction or project management or the equivalent.
  • Experience building effective capital programs.
  • Documented success in meeting budget and schedule targets.

Preferred Qualifications:

  • Familiarity with high performance building, landscape design, construction and standards.
  • Knowledge of utility systems, current energy efficient building systems, and energy conservation best practices.
  • Excellent communication skills.
  • Conceptual thinker who is attentive to details.
  • Ability to work with diverse and at times opposing constituencies.
  • Familiarity with Town, State, and Federal codes and ordinances.
  • Knowledge of OSHA construction safety standards and regulations.
  • Ability to develop and maintain project budgets, cash flow projections and schedules.
  • Skills in interpreting architectural and construction contracts.

Description:

Program Management

  • Establishes parameters and develops criteria for the energy infrastructure renewal/modernization program, in coordination with the capital development strategy set by the President, Provost and EVP.
  • Recommends priority of heating system conversion projects within the capital program in collaboration with the other Directors and Managers within Campus Services. Develops proposals to substantiate program priorities and resulting impact on Dartmouth’s buildings, infrastructure, and capital/operating budgets
  • Establishes estimating and cost control procedures to ensure efficient utilization of institutional funds.
  • Collaborates with the Director of Project Management Services and the AVP-FOM to develop and apply project delivery methods to assure best value results. Contributes to project planning and programming in conjunction with other Campus Services team members.
  • Evaluates and tracks performance parameters. Supports reporting to administrative, faculty and trustee committees on status of infrastructure modernization program and any and all prospective and active facilities design and construction projects. Maintains master program schedule to inform coordination efforts with other work and swing space planning.
  • Works with considerable latitude and independence under the general guidance of the Director of Project Management. Takes initiative in anticipating technical issues and problems that will confront the College.
  • Prepares requests for proposals to procure consultants/contractors to support the work including project management firms. Evaluates proposals with others in Campus Services to award the work.

Description:

Project Management

  • Keeps stakeholders well-informed of program status through regular team meetings and presentation of capital project reports. Takes leadership role to resolve areas of disagreement between project stakeholders. Collaborates and coordinates activities with the Directors and Managers within Facilities Operations and Management including project scope, impact on operations, and technical specifications.
  • Together with the Associate General Counsel for Facilities and other Campus Services constituents, coordinates submissions to Jurisdictional Authorities for permitting, and ensures compliance with appropriate regulations.
  • Responsible for project quality control and cost control. Provides budget updates, reviews proposed change orders and discusses project issues with the Director as needed. Coordinates the value engineering process.
