Schedule: Four days per week, to be negotiated based on the needs of the clinic.

The Portland Community College Cascade Campus is seeking an individual to fill an 18-month temporary .75-time position, with Innovation Law Lab funding through the Equity Corps of Oregon Program, as a Community Resource Specialist for the PCC Cascade CLEAR Clinic.

The CLEAR Clinic is a legal clinic at PCC Cascade in North Portland, providing free criminal record and eviction expungements, DACA renewals, housing and immigration court navigation, name and gender-marker changes, and referrals for PCC and other services. The CLEAR Clinic aims to help all community members reduce barriers to employment, housing, and education. The CLEAR Clinic is funded through various grants, to increase access to justice, education, and career training, and to address the lasting impact of disproportionate law enforcement on people of color and low-income communities.

NATURE AND SCOPE OF WORK
The Community Resource Specialist is responsible for developing and implementing strategies associated with recruitment of targeted student/client populations, interviewing, assessment, enrollment, retention, and intervention strategies in support of the CLEAR Clinic. The CLEAR Clinic Community Resource Specialist will work on resolving specific student/client needs and assist in removing barriers that prevent them from continuing toward their educational and employment goals.

Under this program, the PCC CLEAR Clinic is providing free, limited scope legal services for the Equity Corps of Oregon program, which is an effort to facilitate universal representation so that every eligible Oregonian can defend against an unjust or unfair deportation on account of immigration status. The Community Resource Specialist for this program will assist in this goal in a culturally-responsive manner. The Community Resource Specialist must use a centralized case management system, including calendaring, docketing, guides, forms, and other relevant systems provided by the Innovation Law Lab Clearinghouse.

PRINCIPAL ACCOUNTABILITIES
The PCC CLEAR Clinic Community Resource Coordinator will be responsible for:
-Developing and implementing strategies associated with recruitment of and assistance of PCC CLEAR Clinic participants for the Equity Corps of Oregon Program, including interviewing, assessing, and connecting participants to appropriate legal and/or educational representatives;
-Setting up system for Equity Corps of Oregon partnership, ensuring all partners are represented, and system is effective for responding to clinic participants' needs;
-Facilitating culturally-responsive and trauma-informed professional development for volunteers and clinic staff, including attorneys, law students, and paralegal students;
-Using a centralized case management system, including calendaring, docketing, guides, forms, and other relevant systems for the CLEAR Clinic’s Equity Corps of Oregon work; and
-Assisting in connecting Equity Corps of Oregon clients with all other resources available through PCC and the CLEAR Clinic.

  • Experience working with, supporting, and advocating for participants who have been historically excluded and pushed to the margins.
  • Experience interviewing, assessing, and connecting participants to appropriate legal and/or educational representatives.
  • Demonstrated experience facilitating culturally-responsive and trauma-informed professional development for volunteers and clinic staff, including attorneys, law students, and paralegal students.
  • Experience with a case management system geared toward efficiency and appropriate information sharing.

Minimum Qualifications

To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).

Bachelor’s degree in Education, Psychology, Social Science, or related field (experience performing the duties of this job may substitute for the degree requirement on a year-for-year basis).

Demonstrated experience working with various diverse and at-risk populations.

Experience working with students or clients in advising and developing goals.

Experience assessing student or client needs and coordinating educational and community based services.

Preferred Qualifications

  • Spoken and written fluency in Spanish and English;
  • One to three years of prior legal experience; and
  • Experience using case management software, calendaring and docketing systems.

Additionally, PCC provides a tuition waiver for you, your spouse/domestic partner, and dependent children under 24 years of age, as well as partial tuition reimbursement for full-time employees at other accredited institutions.

Working Conditions and Physical Requirements

WORK ENVIRONMENT
Work is typically performed in an office environment. Occasional travel to local community based organizations requiring the use of a personal vehicle required. Requires the ability to work some evening and weekend hours.

PHYSICAL REQUIREMENTS
Attendance at marketing events requires the ability to lift or pull boxes of material that may weigh up to 25 pounds.
