Facilities Management has an opening for a full-time University Staff (unclassified) Manager of Facilities Support Services position.

Jobs in this career family provide professional management of operation, maintenance and renovation of University buildings and equipment.  Functions include fire protection; physical plant operations; power systems and utilities management; custodial, skilled trades, grounds and waste management; and materials management including property, mailing, inventory and distribution services.

Managers are responsible for the day-to-day operation of functional work units, including the development and implementation of processes consistent with college, school or departmental strategies and processes and the supervision of professional and support staff.

Job Summary:

This position is responsible for managing, supervising, monitoring, and evaluating aspects of Facilities Support Services in the Facilities Management Department for both campuses of the University of Colorado at Denver I Anschutz Medical Campus (the university).Position serves as the Contract Administrator for the oversight and implementation of the Custodial Services ($5 million contract) and in-house Custodial programs, Set Up and Special Events program, Waste Removal/Recycling, Confidential Document Disposal, Flags, and Water Replacement Contracts, as well as the in-house Integrated Pest Management Program for the Denver and Anschutz Medical Campus.

This position is also responsible for:

  • Managing, supervising, and evaluating Supervisors who are responsible for the Building Proctors who perform custodial inspections in addition to other duties pertaining to meeting all custodial needs for the university, the Integrated Pest Management Specialist who also is the Supervisor of the university Custodians, and the Supervisor for the Set Up and Special Events Crew.
  • Taking a management role concerning preparing all spaces for new occupants.
  • Developing, monitoring, processing and posting monthly inspection reports as well as reviewing and updating websites for accuracy.
  • Functioning as a key member of the management team working with the Assistant Director and Manager of Parking and Transportation concerning the implementation of the snow removal plan.
  • Backing up the Assistant Director by providing supervisory support to Grounds, Parking and Roads supervisors as well as other duties as requested by the Director and Assistant Director of Facilities Support Services.
  • Planning, organizing and participating in Commencement-related activities and other large special events.
  • Providing oversight for special events and other requested services that the Custodial Contractor performs for departments within the university.
Supervision Received:

The Manager of Facilities Support Services receives general supervision and direction from the Director of Facilities Support Services, the Assistant Director of Facilities Support Services and the Assistant Vice Chancellor for Facilities Management.

Supervision Exercised:

Facilities Support Services area of Facilities Management for all campuses of the university.   Interfaces with and provides oversight of the Custodial Services contractor (over 100 employees).

Examples of Work Performed:

  • Works in cooperation with key members of the Pandemic Flu Task Force and outside contractors to develop, implement, monitor and manage an effective Health Program. This includes providing hand sanitizers (various types to meet area needs) in response to current and future health threats as well as providing signage to assist the university community with strategies to help prevent the spread of disease.
  • Responsible for Performance Plans, Coaching sessions, and Written Performance Evaluations for each supervisor and ensures they have completed all aspects of the Performance Management Process. Responsible for supervision, scheduling and conducting staff meetings and safety/training meetings. Works in conjunction with Environmental Health and Safety Department to ensure that all safety-related procedures (i.e. Biohazard/lnfection Control) are followed by both internal staff and the custodial contractor. Assures all tasks and assignments are issued in a timely manner, completed on time, and support the strategic goals and objectives of the department and the university. Performance and disciplinary issues are addressed in a timely and appropriate manner.
  • Contract Administrator for the Custodial Services contract (2.5 million cleanable square feet) at Denver campus and Anschutz Medical Campus. Manages Building Proctors in their inspection duties pertaining to the performance and quality of the custodial contractor, including coordinating meetings with Contractor management and supervisors. Continuously monitors for cost-savings opportunities. Receives and processes monthly building inspection reports and reviews, posts on website, and makes improvements as required. Interacts with Contractor on a daily basis providing feedback, problem solving, and improving services.
  • Manages and coordinates with customers, project managers, other vendors and staff concerning cleaning and project related equipment and supply needs for newly constructed, renovated, or vacated space in preparation for new occupants. This includes thorough cleaning and appropriate floor care, providing items that meet institutional standards such as waste and recycle receptacles, restroom dispensers and supplies
  • Manages all aspects of the Set up and Special Events Crew to ensure customer needs are being met and that a smooth and efficient process is in place and communicated to customers. Plans, organizes, and coordinates a variety of Commencement-related activities interfacing with various schools as well as other large special events. This includes managing and coordinating the property disposal process that is handled by this group.
  • Contract Administrator for Pest Control, Waste Removal/Recycling, Confidential Document Disposal, Water Replacement and Flags ($190,000 annual cost of these contracts). Ensures compliance with all Federal, State and Local regulations as well as policies and procedures (i.e. HIPAA compliance for confidential document disposal).
  • Implements and monitors in-house Integrated Pest Management (IPM) program for all campuses. Ensures that proper procedures are followed, necessary reports are filed and licenses for IPM Specialist are acquired per Federal, State and County requirements
  • During snow removal efforts, as well as other emergency incidents, provides management support and direction to Grounds and Parking and Roads supervisors as well as staff that directly report to this position. Coordinates and implements crucial aspects of the snow removal plan. Functions as back up for Assistant Director and performs any additional duties as required or directed to ensure safe access to the campus and buildings is maintained.
  • Develops and implements long and short-term goals for areas of responsibility. Ensures current and accurate documentation is maintained in order to report progress on established goals. Modifies procedures, processes and practices to make improvements within areas of responsibility.
  • Assists in the selection of outside contractors and the cost-effective procurement of equipment, supplies, materials and services pertaining to areas of responsibility. Participates in vendor selection committees as required.
  • Promotes the mission of Facilities Management by raising awareness of customers providing information such as services and frequencies provided as well as procedures to follow. Utilizes a variety of forms of communication including the Facilities Management website to ensure customers are well informed. Strong focus on not only addressing customer issues and achieving satisfactory resolution, but proactively making necessary changes to ensure a high level of quality customer service.
  • Assumes a leadership role, and actively supports the university commitment to diversity; supports and ensures compliance with policies on equal opportunity, affirmative action, ADA and diversity; implements programs within the assigned work areas that support the stated missions and values of the university community and the Facilities Management Department.
  • Supervises and manages a variety of special projects as assigned; prepares various reports and special studies as needed.

Salary and Benefits:

  • The salary range (or hiring range) for this position has been established at $67,854 - $86,311.  
  • The salary of the finalist(s) selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training.
  • The above salary range (or hiring range) represents the University’s good faith and reasonable estimate of the range of possible compensation at the time of posting.
  • This position is not eligible for overtime compensation.

Qualifications
Minimum Qualifications:

  • A bachelor’s degree from an accredited college or university in business, public administration, facilities management or a related area.
Substitution: Related experience may be substituted for the bachelor’s degree on a year-for-year basis

  • At least five (5) years of progressively responsible experience in facilities management or a closely related area
  • At least two (2) years of supervisory experience
  • Applicants must meet minimum qualifications at the time of hire.
Preferred Qualifications:

  • Work experience in an academic, health care or public sector organization
Competencies:

  • Strong interpersonal and customer service skills.
  • Extensive knowledge of current facilities and business management methods and practices.
  • Considerable knowledge in facilities management activities, procurement, contractor management, emergency response, etc.
  • Working knowledge of principles and practices of personnel management and areas of responsibility
  • Ability to effectively supervise supervisory and technical personnel.
  • Ability to communicate effectively both orally and in writing, demonstrated proficiency in the use of computers and other electronic resources.
  • Ability to establish and maintain effective and positive working relationships with associates, administrative staff, faculty, and personnel internal to the university and external agencies or organizations.
  • Ability to interact effectively with diverse, multicultural populations and be inclusive in all interactions.
