Description:

Reporting to the Vice President, Operations & Real Estate Partnerships (OREP), the mandate of the Executive Financial Officer is to oversee portfolio-wide financial management. The OREP portfolio is the largest shared-service portfolio at the University and provides services to all three campuses. It includes the following units: Facilities & Services (St. George Campus), Information Technology Services, University Development and Campus Services (UDCS), University Planning, Design & Construction (UPDC), Real Estate, Planning & Budget, and OREP Human Resources.

Working closely with the leaders of the OREP units, the EFO will develop, implement and maintain an integrated strategic resource plan to ensure that finances, including the financial implications of staff and space planning, are coordinated and optimized to best achieve the goals of the portfolio.

The EFO is a strategic leader, convener, subject matter expert, advocate, and service provider for the portfolio for all matters related to operating, capital, and ancillary resource issues. The EFO is the driver of a transparent, collaborative, and service-oriented decision-making culture within the portfolio, as well as in collaboration with academic divisions and other institutional offices. Working with the leadership team, the EFO develops and implements sophisticated portfolio-wide financial plans, practices, and processes, with appropriate measures and performance benchmarks.

The EFO will coordinate the annual operating budget process for the OREP portfolio, including both strategic and operational management of the DAC (Divisional Advisory Committee) submission to the President and regular monitoring and reporting of portfolio-wide operating budget results.

The EFO will coordinate the annual business ancillary budget process for the University Development and Campus Services (UDCS) ancillary and provide ongoing strategic and operational advice.

The EFO will maintain the University's long range capital project plan, including an inventory of all projects, the latest TPC estimates, anticipating timing, and funding strategies. The EFO will ensure this is reviewed annually by the University’s executive leadership to confirm that it is aligned with institutional and divisional assumptions about operating fund contributions, philanthropy and fundraising targets, government funding opportunities, debt allocations, and divisional operating costs.

Qualifications

Education:

  • University degree, MBA preferred, or equivalent combination of education and experience in the fields of operations, administration, finance, IT, or human resources management required.
  • Professional designation in accounting required.

Experience:

  • Minimum ten (10) years related experience in a senior administrative or operations role in a University or not- for-profit environment or equivalent role within the private sector.
  • Demonstrated experience overseeing significant operating portfolio, including financial, information systems and human resource management.
  • Demonstrated experience and success motivating and mentoring staff and bringing out the best in teams and individuals.

Skills:

  • Outstanding oral and written communication, interpersonal, analytical and presentation skills.
  • High level of initiative, tact and diplomacy, intelligence, and be articulate, politically astute and capable.
  • Ability to work at the highest strategic levels, to gain and maintain the respect of senior administration and also to take strategy and move it through to tactics and action.
  • Ability to work in a collaborative and collegial manner, with an appreciation for the challenges and opportunities of working within a large, decentralized institution.
