Employee and Labor Relations DirectorRequisition IDreq1026DepartmentHuman Resources ManagementCampusDC-Downtown CenterEmployment TypeAdministrative-Full TimeBest Consideration Date1/3/2022Position SummaryThe College is seeking a collaborative and creative Employee and Labor Relations Director candidate to lead employee and labor relations functions in a large multi-campus environment during a time of major organizational change.

The ideal candidate will be culturally aware, and will have significant leadership experience in developing and implementing strategies, policies, practices, and systems within the employee and labor relations function, as well as creating and fostering an equitable and inclusive environment. Under the direction of the Associate Vice President of Human Resources, the Employee and Labor Relations Director will manage and direct the employee and labor relations program of the College. Program activities include: negotiation of collective bargaining agreements; contract administration and interpretation; guidance/coordination of related management activities consistent with the mission of the College and the direction of the College Board of Directors; and supervising and leading a team of human resources professionals providing direct service to College campuses and administrative departments. The incumbent will serve as a key contributor to development and maintenance of comprehensive Human Resources policies and strategies, and work collaboratively with College stakeholders to support organizational change, implementation of the College’s strategic plan, and to accomplish the College’s mission and goals. The incumbent will also partner with the Office of Equity and inclusion to conduct Title IX investigations and determine outcomes.

Initial Interviews for this position are tentatively scheduled for the week of January 17, 2022.

Candidate ProfileThese qualifications, skills and abilities are critical for success in this position.
Throughout the screening process, you will be evaluated based on the demonstration of these qualifications.

    Significant experience in a large, complex organization leading contract administration, grievance processing, performance management, disciplinary processes and related activities on behalf of management, preferably in higher education and/or the public sector under Oregon’s Public Employee Collective Bargaining Act (PECBA).
    Significant experience as a chief spokesperson on behalf of management in collective bargaining to achieve successful outcomes, including identifying and responding to key and emerging issues, collaborating with key stakeholders, drafting contract language, interpreting data, costing economic proposals using spreadsheets, and implementing agreements.
    Strong communication and facilitations skills, including clear written and oral communication and effective listening skills.
    Demonstrated experience in the delivery of employee and labor relations services which demonstrates broad knowledge of state and federal employment laws such as FMLA, OFLA, ADA, FLSA, EEO, USERRA and PECBA.
    Cultural awareness and experience fostering equitable and inclusive employee and labor relations.

Minimum Qualifications

To be considered, your application must demonstrate these minimum qualifications. (Experience is calculated based on the start and end dates you provide multiplied by the number of hours per week worked).

  • Bachelor’s Degree in Business Administration, Human Resources or related field (Note: Relevant experience may substitute for the degree requirement on a year-for-year basis.)
  • Five years progressively responsible, professional experience in collective bargaining and labor relations activities (Experience must include leading contract administration, grievance processing, performance management and disciplinary activities, as well as facilitating on-going communication and working relationships with employee representative organizations and other college stakeholders.)
  • Including two years of supervisory experience

PCC currently fully funds the Oregon Public Employees Retirement System (PERS/OPSRP) pension and contributes an additional 6% into the employee's Individual Account Program under PERS/OPSRP. After one year of management or confidential service, PCC also provides a 2% contribution to a 403(b) account for eligible management and confidential personnel. PCC offers a tax deferred annuity program and a deferred compensation program where employees may save additional pre-tax dollars for retirement.

Additionally, PCC provides a tuition waiver for you, your spouse/domestic partner, and dependent children under 24 years of age, as well as partial tuition reimbursement for full-time employees at other accredited institutions.

- 14.67 hours of vacation leave per month

Working Conditions and Physical RequirementsWork is generally performed in an office environment with frequent interruptions and irregularities in the work schedule. No special coordination beyond that used for normal mobility and handling of everyday objects and materials is needed to perform the job satisfactorily. Frequent travel to other college campuses and off-campus sites is required.
