Position Information: DescriptionThe purpose of the Director of Student Finance is to provide administrative and managerial leadership required to operate an efficient office. Fulfill the mission and goals established by the Vice Provost of Strategic Enrollment Management for recruitment, enrollment, and success of students. Create of culture of continuous improvement to enhance the student and staff experience at the University.Duties & Responsibilities
  • Provide overall leadership, supervision, and management to the Office of Student Finance and those activities associated with the oversight of federal, state, private and university funds as they pertain to financial aid and student account programs.

    • Provide leadership and direction to the overall function of the Office of Student Finance including, but not limited to, annual review of the U.S. Department of Education’s Federal Participation Agreement (PPA), collection of data and the completion of the Fiscal Operations Report and Application to Participate (FISAP), development and oversight for the campus aid programs, responding to fiscal and audit requests on the federal, state, and university level, develop and implement policies/procedures, compilation of data for internal and external reporting requirements.
    • Responsible for the execution of financial aid strategy including scholarship awarding to meet recruitment and retention enrollment goals set by the Vice Provost of Strategic Enrollment Manager.
    • Regularly review correspondence and monitor information posted electronically, compose and distribute correspondence, communicate opinions and recommendations, provide guidance and direction for potential policy and/or procedural changes at the federal, state and university levels for financial aid and student billing programs.
    • Work cooperatively with the leadership team to provide guidance and support to overall personnel issues – including but not limited to writing job descriptions, posting, interviewing, hiring, training, office organization, and performance reviews.
    • Plan, schedule, and facilitate regular staff meetings to enhance office communication, relationship building, professional development, and address/update staff on issues/regulations necessary to function.
    • Work collaboratively with university departments and offices as well as external entities to develop and maintain relationships to ensure financial aid/scholarship processes, messages, publications, systems, compliance, and structures are managed appropriately when working and communicating with the following constituencies – faculty, state, parents, students, guidance counselors, alums, media, federal/state entities, and the university, etc.
    • Assist with goal-setting and performance appraisals in addition to process improvement.
    • Ensures the University stays in compliance with all federal, state, and location regulations and reporting requirements when awarding and disbursing financial aid.
  • Provide oversight and leadership for institution tuition model, student accounts, and cost of attendance

    • Provide oversight to tuition billing setup to ensure students are billed accurately and that revenue flows appropriately to correct funding sources.
    • Collaborate with campus partners, including Registrar’s Office, University Admissions, and Resource Planning & Allocation to monitor for academic program changes and implement appropriate billing structure.
    • Establish annual cost of attendance based on updated tuition and fee and room and board rates.
    • Ensure current tuition and fee rates are accurately presented on the UND website and other marketing materials.
    • Oversee student refund process and coordinate functions with third-party vendor.
    • Oversee university third-party billing process.
  • Provide creative, innovative, and entrepreneurial leadership in the in Student Finance to create, sustain, and nurture a culture of success at UND.

    • Serve as a member of Enrollment Management’s (EM) leadership team.
    • Collaborate and educate University Advising team to ensure students remain eligible for financial aid and understand the University’s tuition model as it relates to student enrollment.
    • Collaborate with strategic partners such as Student Affairs, Academic Support Programs, the Diversity and Inclusion Office, TRIO Programs, and the Alumni Foundation & Association.
    • Foster strong relationship with Human Resource and Payroll to manage the Student Employment Program across campus.
  • Continuous Process Improvement

    • Proactively identify or audit, analyze, and improve upon existing business processes within position and/or within Student Finance and one-Stop teams based on best practices or changes in policies.
    • Use data to identify priorities and monitor outcomes.
    • Work with Student Finance and One-Stop teams to implement and promote process improvements to optimize workflow and student service.
    • Will take responsibility to make improvements based on audit findings or recommendations.

  • Other related duties

    • Assume other responsibilities and/or assist with special projects as designated by the Vice Provost of Strategic Enrollment Management.

    • Serve on campus committee to represent the Office of Student Finance and Enrollment Management.

Minimum Requirements
  • Bachelor's degree from an accredited university.
  • Five years of direct administrative experience in higher education setting.
  • Five years of supervisory experience.
  • Significant managerial and budgetary experience required.
  • Advanced skills/experience using Microsoft Word and Excel.
  • Successful completion of criminal history records check.

Preferred Qualifications
  • Master's degree from an accredited university.
  • Proven work history/experience initiating and supporting organizational change.
  • Proven work history/experience working collaboratively and creatively to solve complex problems and issues.
  • Experience with Title IV Federal aid programs and regulations.
  • Experience with National Collegiate Athletic Association (NCAA) rules and regulations pursuant to Financial Aid Bylaw 15.
  • Experience with PeopleSoft Campus Solutions, Perceptive Content, and Starfish.
  • Experience writing PeopleSoft queries.
  • Training and/or experience on process improvement and/or Lean methodology implementation.
Minimum Hiring Salary/Position Classification

Commensurate with experience, full-time, benefited, exempt

This position will be located on UND's campus. Assistance with relocation costs may be provided.

Work Schedule/Start Date

Monday - Friday, occasional nights and/or weekends
