Job Description:


POSITION: Full-Time Benefits Coordinator (Staff Associate); Human Resources, Haverhill Campus; 37.5 hours per week; Non-Unit Professional Position


RESPONSIBILITIES: Reporting to the Assistant Director of Human Resources, this position will be primarily responsible for the daily administration of employee benefits, including but not limited to: medical, dental, retirement, tuition remission, FMLA, ADA accommodation requests, workers compensation claims. Maintaining compliance with federal, state, employment and benefits laws and regulations. Secondary responsibilities include but not limited to: employee sick banks, approved sabbatical employee adjustments, annual union evaluation review process, Title IX advising, MCAD support, Affirmative Action support, and annual reports such as Health and Wellness, IPEDS, and union reports. Specific duties include:


  1. Serving as initial respondent to requests for workplace accommodations and collaborating with management throughout the interactive dialog phase and the entire process. Serve as the Americans with Disabilities Act Coordinator.
  2. Maintaining and processing all Workers' Compensation notices in a timely, efficient manner.
  3. Maintaining benefits information data and compiling reports for multiple constituencies using various software programs and applications, including Commonwealth's data warehouse, internal access databases, Banner and HR/CMS. Disseminating reports to appropriate constituencies.
  4. Serving as a Deputy Title IX Coordinator and conducting Title IX investigations under the supervision and guidance of the Title IX Coordinator as needed.
  5. Conducting Affirmative Action investigations, as needed, under the supervision and guidance of the Affirmative Action Officer.
  6. Conducting investigations and assisting with handling employee complaints and other types of complaints, including but not limited to, MCAD and EEOC.
  7. Assisting in administering collective bargaining agreements as well as processes and procedures related to non-unionized employees. Serving as the Grievance Hearing Officer, as needed.
  8. Composing departmental correspondence as necessary (FMLA letters, Worker's Comp. letters etc.).
  9. Participating in appropriate staff meetings and attends and serves on committees and other meetings and seminars, as needed.
  10. Provides excellent customer service and assistance to visitors and callers; builds and maintains teamwork with coworkers in Human Resources; as well as with staff in other departments that work closely with Human Resources (Payroll, Accounting and Finance, etc.).
  11. Providing and explaining individual benefits information to employees, maintaining employee benefit records in HR/CMS and otherwise, and coordinating benefit related events (as needed).
  12. Performing related duties as assigned.



Requirements:


MINIMUM QUALIFICATIONS:


  • Bachelor's degree and three years of related HR experience, preferably in higher education
  • Knowledge of fringe benefit programs and ability to administer such programs effectively
  • Experience in conflict resolution
  • Demonstrated ability to handle sensitive information, maintain confidentiality, and exercise sound professional judgement
  • Excellent interpersonal, writing and verbal communication skills, ability to work independently and manage multiple assignments simultaneously
  • Ability to work in a fast paced environment and meet deadlines
  • Must be team oriented, have excellent organizational skills, attention to detail, and a commitment to creating a diverse workforce
  • Demonstrated knowledge and ability to use computerized data management systems
  • Strong customer service ethic with the ability to effectively work and communicate with a variety of personalities, skills and levels
  • Proven ability to work effectively with diverse student, faculty and staff population

PREFERRED QUALIFICATIONS:


  • 5 or more years of experience in the HR field
  • Experience with Collective bargaining agreements
  • Title IX Investigator training
  • MCAD Training
  • SHRM Certified Professional (SHRM-CP), HRCI Professional in Human Resources (PHR), SHRM
  • Proficiency in WordPress and the Microsoft Office Suite applications
  • including Experience working with Banner, HR/CMS, Commonwealth's data warehouse and Oracle or Peoplesoft
  • Prior related experience in higher education, or in a state agency under the Commonwealth of Massachusetts
  • Bilingual (English/Spanish)

COVID VACCINATION: Candidates for employment should be aware that all Northern Essex Community College students, faculty and staff are required to be fully vaccinated by January, 2022. Additional Information:


SALARY: Anticipated salary range is $55,000.00 - $65,000.00 annually with complete fringe benefit package including competitive health insurance, dental insurance, basic life insurance, long-term disability insurance, paid sick, vacation and personal leave, educational benefits for employee/spouse/dependents, and excellent retirement benefits.
