- Provide direct supervision to the associate director of clinical affairs, the program directors of finance, research services, human resources and communications, as well as compliance and information technology staff in the performance of their respective duties
- Oversee, direct, and manage all funds of the Department of Family Medicine, including State appropriations, gift and endowment funds, grant and contract funds, clinical contract funds, and grant release funds
- Oversee financial reporting, analysis, forecasting and business planning. Negotiate institutional budgetary support for operational activities, recruitment packages, capital procurement and facility improvement
- Oversee the development and maintenance of standardized compensation plans for faculty and senior administrators, and oversee an annual review of effort, productivity, and funding sources for all faculty
- Administer pertinent State fiscal policies, State, CU School of Medicine and University of Colorado rules and procedures, and applicable State and Federal laws and standards applying to business management (personnel, accounting, auditing, etc.)
- Develop, implement, and enforce additional policies at the departmental level on behalf of the Senior Associate Dean and Chair
- Oversee and coordinate the appointment, re-appointment, promotion, tenure, retention activities and grievance procedures for faculty in the department with appropriate campus and outside agency personnel when necessary
- Monitor educational programs (medical, allied health, graduate and house staff programs) with respect to administration and resource management
- Direct, supervise and oversee personnel matters for the Department, including position establishment, recruitment, affirmative action, hiring and supervision of staff, performance planning and appraisal, and termination processes
- Oversee departmental purchasing activities, including delegation of purchasing responsibilities and adherence to purchasing policy, acquisition of capital equipment items and major capital building/renovation, and negotiation of leases
- Foster and promote financial growth and health of the Department through the development of new and expanded funding sources and opportunities
- Independently write business plans for new programs, contracts, joint ventures, physician networks, etc.
- Serve as Public Relations liaison for primary care physician groups, and a variety of other stakeholders
- Participate in and oversee activities, which may include grant writing, fund raising events and programs, and coordination of volunteer activity, including volunteer faculty
- Participate in strategic planning in concert with the organization's goals that contribute toward market growth, revenue enhancement, cost containment, operational efficiency and maximizing clinical practice and research productivity
- Develop solutions to improve current business processes and make them more efficient. Establish and maintain effective internal controls for finance, human resources, and grant administration. Recognize and seize opportunities to improve fiscal and operational performance of the Department
- Act as a liaison on behalf of the Chair on financial issues with the key stakeholders and partners
- Provide necessary analyses and guidance to the Chair and other leaders on a variety of subject matters
- Oversee preparation of budgets and monitors cash flow and expenditures for all accounts at CU Medicine, the School of Medicine, University of Colorado Anschutz Medical Campus and the CU Foundation
- Prepare monthly budget report summaries and share with the Department
- Assist with clinical program analysis as needed including assessment of new programs; analysis of performance of existing programs; review of proposed interdepartmental/UCH or CU Medicine initiatives
- Review all legal agreements, contracts, bids and proposals before submitting to Department Chair/Dean’s Office for signature. Utilize University, CU Medicine or other appropriate counsel to clarify legal issues or concerns. Provide final review for all contracts, commitments and budgets to ensure effective Department resource coordination and planning.
- Assess the needs and risks of the Department and propose mitigation measures as needed
- Partner, collaborate and provide direction to internal and external stakeholders and partners on financial management, administration and operations issues
- Participate and serve on University, community, state and national organizations, committees and task forces for the purpose of furthering Department goals and objectives and refining the business and administrative functions of the Department.
Qualifications
Minimum Qualifications:
- A Bachelor’s Degree in accounting, finance, or business/public administration, or a related field
- Substitution: A combination of education and related technical/paraprofessional experience may be substituted for the bachelor’s degree on a year for year basis. Professional level management experience may be substituted for the field of study requirements
- A Master’s Degree in Health Administration, Accounting, Business Administration, Finance or related field is highly preferred
- Eight (8) years of experience working in a health care or academic medical setting
- Highly developed fiscal budgeting and analysis experience and skills.
- Strong experience with querying databases and using analytical tools (e.g. Tableau, T-SQL, Microsoft Access, Power BI, etc.).
- Ability to work collaboratively with faculty, department directors, administrators, managers, hospital management, and external partners
- Strong leadership and presentation skills
- Knowledge of, and ability to apply, diversified financial management skills
- Ability to manage funds effectively, from a variety of sources
- Ability to communicate effectively, both in writing and orally
- Ability to establish and maintain effective working relationships with employees at all levels throughout the institution
- Outstanding customer service skills
