Certified County Finance Officers (CCFO) Program - Training Specialist, County Technical Assistance Services (CTAS)

Regular, Full-time

General Description:

This position provides research, design, delivery and teaching of all aspects of the County Technical Assistance Service (CTAS) Certified County Finance Officer (CCFO) and other CTAS training programs.  This includes the design and development of financial and accounting based course curriculum, content, and delivery modes, including technology driven or assisted models.  This position designs, validates, implements, assess the CCFO program needs, and provides continual assessment and coordination, support, and revision of such existing programs.  Also provide consultative services in solving complex accounting and financial management questions and problems directly to CTAS County Consultants and customers.

This position is a training and learning teaching specialists for the CTAS Certified County Finance Officers (CCFO) training and certification program for financial management personnel working for County Finance, Accounting & Budget offices and other departments including County Boards of Education, Elected Officials, Highway Superintendent’s, and the County Mayor’s Offices.  This position is to plan, design and coordinate the CCFO program activities with other personnel in the Tennessee Comptroller of the Treasury Office.  This position requires over-night travel several days per month within the State of Tennessee.  Other duties may be performed as required.

Duties and Responsibilities: Under the supervision of the CTAS CCFO Program Manager, this position performs a full range of planning, designing and teaching CCFO program courses and other CTAS training programs.  The CCFO program develops and enhances the financial management skills of County finance and related personnel that improves their quality of work, efficiency, morale and learn to work in conjunction with other County departments to improve the overall financial management of County governments throughout the State of Tennessee.  This position will require a strong attention to detail in planning, developing, and updating CCFO program course materials including other CTAS program courses.  Also, this position will teach various CCFO course materials in live, virtual, or on-line classes.  Other critical duties include the communication and distribution of the monthly course materials to CCFO program participants. 

This position will be required to travel within the State of TN to teach live CCFO classes and other CTAS program classes, including providing continuing education classes to past CCFO graduates.  Also develop and manage any special marketing efforts for special projects as assigned.  This position may occasionally require an overnight hotel stay for up to three business days.  The number of expected annual CCFO program participants is approximately 200 state-wide.  Other duties may be assigned by management and assist in various special projects for other CTAS training programs.  This position may require some occasional travel as a CTAS representative at different state-wide conferences, meetings and other training programs as needed.



Qualifications
Required Qualifications:
Education:   

Bachelor’s degree with a major in accounting or related field is required. A master’s degree in accountancy (MAcc), business administration (MBA), public administration (MPA), and/or a certified public accountants (CPA) license, or other professional certifications would be preferred.

Experience:    

Four (4) years of experience in local government accounting and finance as a finance director/deputy finance director/budget director/controller/senior accountant for a local/state government/public university, or as an audit manager/senior auditor or accountant for a local/state government or CPA firm with a strong concentration in local government auditing and accounting, or as a local government finance/budgetary consultant for a state/university or consulting firm, or equivalent experience.  

Previous experience working with the Tennessee Comptroller of the Treasury, other State of TN Department, local government, or a UT IPS agency would be a plus.  Prior experience in developing, training and teaching continuing professional education (CPE) courses in local governmental accounting/auditing/finance and other related topics to accountants, auditors or other professional financial staff would be desirable.

Skills:   

Skills should include excellent oral and written communication, public speaking, be detailed oriented and can interact and communicate directly with CTAS customers, CTAS staff, CCFO program participants, and Tennessee Comptroller of the Treasury Office staff.  Knowledge of governmental accounting, financial management concepts and operations is a must.  Preferred technical skills include prior experience using Windows (Word, Excel, Outlook, Power Point) and Adobe PDF.

Behaviors:

Ability to work with CTAS customers, vendors, and subject matter experts and to deliver a high level of technical training.  Ability to multi-task by handling several different daily, weekly, and monthly duties at the same time and occasionally travel to different locations within the State of Tennessee for the delivery and teaching of the CCFO program courses and other CTAS training classes, and represent CTAS at various meetings, conventions, and special events.  Ability to work independently, be a self-starter, have attention to detail and resolve customer questions and problems.

Location:

This position will be based in one of the CTAS Offices located in Knoxville, Nashville, Chattanooga, or Jackson, TN.
