Summary Description::

Under the direction of the Chancellor, the Vice Chancellor of Educational and Technology Services provides district-wide leadership in the planning, development, implementation and coordination of the instructional and student services and support programs including institutional effectiveness, research and planning, international programs, workforce and economic development, grant development, and educational and information technology.

Representative Duties::

Duties may include, but are not limited to the example of duties listed in Job Duties. Please see Job Duties for details.

Knowledge of::

Instructional programs and student services of a community college district.
Curriculum approval processes through a state-wide data management information system.
State-wide enrollment and full-time equivalent students (FTES) calculations and attendance accounting reporting systems.
Strategic master planning, educational master planning, and technology strategic and master planning, implementation, accountability, and evaluation.
Effective strategies within the learning environment for applying information technology, including the effective use of course management and library systems and the delivery of quality distance education.
Regional accreditation agency policies, standards, and procedures supporting continuous quality improvement, equity practices in educational programing and student support services, and maintaining continuous accredited status.
Effective application and coordination of management information systems, decision support systems, and institutional research in addressing institutional information needs.
Information technology and its applications in higher education including both academic and administrative systems.
Prevailing and emerging information technologies including, but not limited to, products, vendors, best practices implementation strategies, software development and infrastructure options appropriate to the higher education environment.
Administrative procedures and practices, and ability to understand the complexities of administration in higher education.
Participatory governance and collegial consultation of the institution, participatory management, leadership, decision-making communication with district-wide personnel at all levels.
Institutional operations, organization, regulations, and policies.

Ability to::

Plan, organize, direct, administer, review, evaluate assigned instructional programs and student
services and formulate program policy recommendations to implement the District’s Strategic
Master Plan and other goals and objectives with local, state and federal laws.
Provide leadership and coordination for complex large-scale information technology projects.
Implement administrative procedures and practices, and understand the complexities of administration in higher education.
Communicate with tact, good judgment, and integrity as necessary to work harmoniously with District personnel and community representatives.
Lead diverse constituencies within and outside the District.
Communicate and demonstrate interpersonal skills necessary for leadership in participatory governance and management.
Prepare reports and to write and speak clearly and concisely.
Plan, organize, and supervise the work of others.

Education and Experience Guidelines::

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.

Education/Training::

Possession of a Master’s degree from an accredited college or university, earned Doctorate preferred.

Experience::

At least five years as a senior administrator in a higher education instruction and technology environment. Successful administration of sophisticated information technology systems in an educational environment. Evidence of teaching, counseling, or administrative experience in higher education.

License or Certificate::

Valid California driver’s license.

Work Environment::

Standard office setting. Typically, duties are performed in an office environment while sitting at a desk or computer workstation. Incumbents are subject to constant contact with others, frequent interruptions, noise from talking or office equipment and demanding legal timelines. At least minimal environmental controls to ensure health and comfort; must be able to adapt to changing situations and demanding timelines. Must attend afternoon or evening Board meetings.

Physical Demands::

Incumbents regularly sit for long periods, walk short distances on a regular basis, travel to various locations to attend meetings and conduct work, use hands and fingers to operate an electronic keyboard or other office machines, speak clearly and distinctly to provide information in person or on the telephone; see to read fine print and operate computer; hear and understand voices over telephone and in person to exchange information and make presentations; and lift, carry, and/or move objects weighing up to 10 pounds.

Duties and Responsibilities:

Executive Leadership
1. Leads the planning, development, implementation and coordination of the instructional and
student support programs, grants, institutional research and planning.
2. Leads the District and College technology services for academic and administrative
functions with focus on student access and success.

Duties and Responsibilities:

Instructional and Student Services
1. Oversees the development, delivery and review of distance learning programs in the District.
2. Oversees the development and implementation of curriculum planning and development
including articulation agreements with private and public colleges and universities as well as
local high schools and Regional Occupational Programs (ROPs).
3. Oversees the development, delivery and review of workforce preparation programs in
cooperation with the regional businesses/industry; promotes growth and facilitates the
development and maintenance of workforce development across the District.
4. Oversees District and College institutional research and planning functions with focus on
promotion of student success.
5. Administers grant initiatives and identities grant opportunities; identifies, develops,
administers and coordinates grant opportunities and grant applications within the District;
review grants for legal compliance.
6. Oversees implementation of enrollment management strategies.
7. Provides support and coordination for college accreditation and integration of District related
information in the college institutional self-evaluation reports (ISER).
8. Coordinates and assists in the development of master plans and strategic plans that will
enhance the educational programs of the District and coordinates the state reporting
process relative to instruction, student services, including the student data management
information systems (MIS) and attendance accounting reports (ex. CCFS 320 Report).
9. Facilitates development and dissemination of state reports relative to instruction, student
services and technology.

Duties and Responsibilities:

Technology
1. Leads the development and implementation of the District instructional, student services and
technology policies and procedures.
2. Leads the development and/or revision of Board Policies and Administrative Regulations
related to education and technology. Assists with preparation of materials and reports for
Board of Trustees.
3. Interprets and implements the policies of the Board of Trustees, administrative regulations,
and the directives of the Chancellor as they affect educational services and technology
programs of the District.

Duties and Responsibilities:

Relationships
1. Serves as a member of the Chancellor’s Executive Council, and other committees as
designated by the Chancellor.
2. Acts, under the direction of the Chancellor, as a liaison between the Board of Trustees, Vice
Chancellors, Presidents and administrative staff.
3. Advises the Chancellor on strategic matters related to educational planning and technology
issues.
4. Collaborates with Vice Presidents, maintains the instructional program inventory and
monitors the instructional and student support programs of the District.
5. Enhances communication and coordination of district educational programs and services
with the appropriate TK-12 school districts as well as public and private colleges and
universities.
6. Represents the District at meetings and conferences called by educational institutions and
state and federal agencies.
7. Participates in board workshops and regular and special meetings.
