Responsibilities Provides hands-on financial leadership for both the College as a whole and for the faculty practice plan to include the following: develops and documents business policies and procedures, maintains a sound environment of internal controls, oversees preparation of comprehensive budgets (including budgets for residency programs), oversees banking and investment activity.

Serves as Chief Financial Officer (CFO) of the Florida Medical Practice Plan, a separate 501c3 for the College of Medicine. Provides strategic consultation to the FMPP Chief Operating Officer and Board of Directors. Works closely with FMPP President and COO to identify additional revenue resources, develop business plans, lead contract negotiations as required, and integrate continuous financial improvements necessary for future practice plan growth and development.

Oversees preparation of financial statements, supporting schedules, and management's discussion and analysis for annual audit and audit report.

Provides direct support to the COM Chief Financial Officer to include responsibility for high level special projects related to operational efficiencies of the College of Medicine Finance and Administration efforts with focus on improving compliance, budgeting, financial reporting, reconciliation efficiencies, and continuous improvement and efficiencies of internal accounting and administrative practices.

Expected to be a subject matter expert with a thorough understanding of all aspects of COM financial activity (historic and current) to include legislative appropriations, tuition and fee rates, reserve accounts, investments, endowments, research activity, practice.

Utilizes accounting expertise to oversee COM F&A transaction processing and internal control standards.

Coordinates timely and accurate responses to requests for information from University, Legislature, Board of Trustees, Board of Governors, AAMC and other entities. Initiates or assists in the completion of required reporting for the college, University, and accrediting agencies.

Serves as liaison between COM and University, state, federal depts. & agencies regarding faculty practice plan. Works closely with COM executive staff.

Administration of FSUCOM self-insurance program at FSU – primary contact for questions regarding certificates of protection, training, enrollment, and verifications. Coordinates communication regarding policy and premium changes.

Develops agreements for clinical, consulting, and professional services, as well as any agreements related to services administered through the Florida Medical Practice Plan, Inc. Responsible for calculating contract rates, constructing agreements, and collecting necessary approvals.

Initiates long-range planning and strategic initiatives.

Supervise assigned personnel in the faculty practice plan. Allocate work and make decisions regarding employment, performance appraisals, training and development, salary recommendations, promotions, and transfers. Reinforce internal efficiency goals, customer service standards and an empowering work environment. Ensure there is cooperative interaction with other divisions FMPP and University.

Develops and implements policies & procedures ensuring consistency with the mission of the COM, as well as compliance with internal/external requirements. Stays apprised of changes in state and fed laws, LCME & ACGME rules & regs, & University policies and procedures for COM and the FMPP.

Qualifications A Bachelor's degree and six years of experience related to budget, financial and/or accounting services; or a high school diploma or equivalent and ten years of experience. (Note: a combination of post high school education and experience equal to ten years.)

    Experience in communicating effectively verbally and in writing. Experience in evaluating processes effectiveness and develop changes or alternatives. Experience in developing and implementing policies, procedures, goals, and objectives consistently. Experience in establishing and maintaining effective working relationships to include proactive supervision. Experience in gathering, interpreting, reporting, and/or editing information. Experience in preparing and monitoring budget information. Experience in prioritizing assignments, meeting deadlines, and making timely responses to inquiries, requests, etc. Experience in providing leadership and direction in programmatic, budgetary, and operational functions. Experience in compiling, reviewing, and reconciling data for accuracy, completeness, and compliance. Experience in strategically planning, serving as catalyst for organization change, cultivating shared vision, and motivating others to transfer vision into action. Experience in training and supervising employees. Ability to meet project deadlines. A valid State of Florida or Georgia driver's license or the ability to obtain upon hire (Driver’s License, Class E)
