DESCRIPTION: The Associate Vice President (AVP) of Human Resources is expected to be an innovative and strategic leader who serves as the University’s senior human resources administrator. The AVP will be responsible for the planning and management of the Human Resources function at the University. The AVP is responsible for the implementation and administration of services, programs, and policies, serves as a partner with University managers on Human Resources issues, and gives confidence to the University that the Human Resources Department acts with excellence, diligence, and fairness.

Specific duties and responsibilities include but are not limited to:

  • Serves as the senior human resources administrator for the University.
  • Serves as a member of the senior leadership team for the Administration Division.
  • Develops collaborative relationships with all levels of the University.
  • Provides consultation and guidance to senior administrators, managers, and supervisors on human resources issues.
  • Serves as an advocate for human resources and promotes its ability to function as a flexible, available, and accessible resource to all.
  • Supports University-wide employment and benefit budget processes, including the coordination of key labor market study factors, benefit renewal cost projections, consideration of the impact of regulatory factors on wage levels, and development of data and analysis with the University Budget Officer.
  • Manages and oversees the department budget and institutional benefits budget.
  • Provides strategic leadership and supervision to the Human Resources Department staff and functions in such a way that the HR Department is a model for the University.
  • Develops strategies for effective customer service-oriented operation.
  • Develops and implements an internal human resources strategic plan consistent with the University’s strategic plan.
  • Oversees and aids the work of the HR Department to ensure quality output, including in the following areas:
    • Recruitment and retention of excellent employees who have diverse talents, gifts, and backgrounds.
    • Orientation and training.
    • Personal and professional development.
    • University-wide annual performance evaluation program.
    • Compensation, including staff classification and market rate comparisons.
    • Benefits (e.g., medical, dental, vision, disability, and group life insurance).
    • Workers’ compensation and leave programs.
    • Employee relations, including the identification, evaluation, and resolution of personnel problems and work performance issues.
    • EEO, including ensuring that healthy and effective tools are available to investigate and resolve employee complaints and disputes.
    • Tuition remission.
    • The University’s 403(b), 457(f), and 457(b) retirement programs and maintenance of related records.
  • Communicates with faculty, administrators, and staff on issues related to their employment, benefits, and compensation.
  • Develops and implements services, policies, and programs that advance and support the University’s workforce.
  • Gathers and analyzes employment data to recommend ways of improving the University’s workforce.
  • Policy and Organizational Development:
    • Develops and implements employment policies in a manner that ensures fairness to employees.
    • Process, publishes, administers, interprets, and enforces personnel and employment related policies as appropriate.
    • Prepares and maintains employee policies and procedures.
    • Serves as the Human Resources lead in organizational development activities.
    • Provides consultation and guidance to senior administrators, managers, and supervisors on human resources issues.
    • Fosters an increased climate of inclusion in the workplace.
  • Regulatory Compliance (in consultation with the University’s general counsel):
    • Responsible for keeping abreast of all pertinent legislation, rules, regulations and court decisions affecting the University’s human resources program.
    • Develops strategies and provides leadership and assistance for in-service training of faculty, administrators, and staff in regulatory laws, directives and principles of personnel management.
    • Monitors employment procedures and practices for compliance with federal and state employment and labor laws.
    • Ensures compliance with Title VII, FLSA, ADA, ERISA, COBRA, and other federal, state, and local regulations.
    • Oversee program for medical treatment and litigation of work-related injuries in compliance with applicable workers compensation regulations.
    • Ensures human resources records and information systems are maintained in a confidential and compliant manner.
    • Serves as the University’s Retirement Plan Administrator.
    • Administers work-related visas in a timely and compliant manner.
  • Performs other duties and special projects as assigned or directed.

 

QUALIFICATIONS:

Minimum Qualifications

  • Excellent interpersonal, communication (oral and written), and problem-solving skills.
  • A commitment to ethical leadership and the protection of confidential information.
  • A demonstrated commitment to workforce inclusion and successful experience working with and supporting the needs of diverse people.
  • Integrity, good judgment, a strong work ethic, and an ability to handle confidential and sensitive matters and manage multiple projects.
  • High level of organization.
  • Thorough knowledge of pertinent laws and regulations, especially those pertaining to the state of California.
  • Ability to innovate, identify best practices, and lead complex organizational change initiatives.
  • Must be able to competently interact with a culturally and ethnically diverse population of students, faculty, and staff.
  • Seven (7) years of progressively responsible experience in Human Resources management, leadership, and/or related fields.
  • Bachelor’s degree from an accredited institution.

 

Preferred Qualifications

  • Master’s degree, law degree, or other relevant advanced education, from an accredited institution.
  • HR certification(s) (e.g., PHR/SPHR).
  • Leadership/participation in professional associations.
  • Experience in a college/university setting.
  • Experience with California employment laws and regulations.
