The LPS Director of Student Services and Records develops strategy and directs operations for all aspects of student records and services for the College of Liberal and Professional Studies, the lifelong learning division of Penn's School of Arts and Sciences. The Director serves as Registrar for the College and is responsible for ensuring operational excellence and implementing best practices in Student Records and Services across all stages of a student's career, from admission to graduation to alumni status. The Director provides leadership for the management of a complex set of programs and student types in central University student systems and represents LPS on School- and University-wide committee and task forces related to the Next Generation Student Systems transition. The position supervises LPS student records, registration, and financial accounts to ensure that LPS and Penn policies and procedures are observed and that LPS complies with all relevant state and federal laws and regulations (e.g., FERPA). The Director improves efficiency of enrolled student operations while maintaining the highest level of customer service, thereby helping to meet enrollment targets across LPS Programs. The Director leads division-wide planning and implementation for major student events, including new student orientations and graduation. Position reports to the Director of Enrollment Management, supervises full-time professional and administrative support staff, and serves as the primary liaison with the University Registrar, Student Registration and Financial Services, the School Registrars Working Group, Pennant Records Advisory Group and the University Secretary's Office.

Responsibilities

Direct the work of the LPS Student Records group and supervise staff. Ensure that LPS student data across program and student types is accurately and consistently reflected in central systems. Supervise processes related to career management, graduation, course registration/drop/withdrawal, petitions, transfer credit, etc. Create, maintain and disseminate training and documentation for LPS staff on student systems. Serve as primary LPS liaison to SRFS and the University Registrar's Office; coordinate with ISSS on international student records. Represent LPS on NGSS planning and implementation committees.

Supervise and manage bursar-related functions: Produce billing override tables for all terms, review SRFS billing manual, and coordinate with SRFS to ensure proper set up of LPS billing each term. Audit student billing; oversee timely and accurate posting of financial adjustments and scholarships to student accounts. Post departmental grants and scholarships. Improve efficiency of enrolled student operations while maintaining the highest levels of customer service. Manage constituent relations. Promote efficiency of staff-student interaction while ensuring the highest levels of customer service interaction.

Supervise student records, registration, and financial accounts to ensure that LPS and Penn policies and procedures are observed and that LPS complies with all relevant state and federal laws and regulations (e.g., FERPA). Serve as chief compliance officer within LPS for FERPA and related issues; mentor and train staff in this area.

Support the accuracy and effectiveness of LPS enrollment management processes through data gathering, design, production and analysis of audit reports. Liaise with LPS staff and central offices to ensure that LPS student data, course data, and financial data (billing and revenue flow) are properly set up in Penn systems. Assist LPS staff with access to reports through central data warehouse applications.

Lead division-wide planning and implementation of major student events, including New Student Orientation and Graduation; coordinate with programs to staff events. Work with senior staff and program leaders to coordinate access to University services for LPS students. Serve as liaison with University Secretary's Office for graduation.

Ensure that LPS courses are rostered in keeping with best practices for course rostering, billing and tuition distribution; train program staff on these processes. Along with program area staff, conduct regular audits to ensure that course rostering information is accurate. Consult on new program proposals in LPS to ensure that programs are set up in accordance with best practices in Records and Billing and in alignment with Penn systems.

Perform additional duties as assigned.

Qualifications

Bachelor's degree and five to seven years of experience of progressively responsible experience working with higher education student systems required; master's degree preferred. Experience in a central function such as a Registrar's office, Student Financial Services, Student Accounts, or the equivalent required. Expertise with confidentiality and privacy directives (FERPA, etc.) required. Candidates must have a process orientation and experience developing, implementing, and documenting procedures. Candidates should have a demonstrated ability to build basic queries and reports and to conduct audit and compliance analysis, as well as excellent communication and customer service skills. Attention to detail and a high level of accuracy in work produced are essential. A high level of proficiency with Microsoft Office suite, especially Excel, is required. Familiarity with Banner or current Penn systems, including SRS and SAJ, strongly preferred.
