Senior Grants and Contracts Officer, Office of Sponsored Research - Georgetown University Medical Center

The Senior Grants and Contracts Officer is primarily responsible for the negotiation and administration of extramural awards from government, foundations, and industry; and for reviewing any necessary legal documents that might be required in connection with such awards - multi-million dollar awards that extend over a period of years and require the management of multiple cost centers and heavy subcontracting activity. They establish the restricted accounts in the University's financial system (GMS), maintain accurate data on all awards in GMS, and communicate this information to all parties on a need-to-know basis; and review outgoing subagreements to other institutions resulting from the Prime awards to ensure all applicable terms and conditions from the Prime award flow through.

The Senior Grants and Contracts Analyst acts as an official liaison with external organizations regarding sponsored research grants, contracts, and agreements; reviews all communications pertaining to award agreements; provides ad hoc reports generated from the GMS database to management and department administration as requested; and processes very complex and administratively labor-intensive awards requiring involvement in the planning stages for new awards, as well as the closeout activities of existing awards. Reporting to the Deputy Director of the Office of Sponsored Research; and interacting with internal department partners as well as outside research funding sources and subaward collaborators, the Senior Grants and Contracts Analyst has duties that include but are not limited to

Review and negotiation of extramural awards to Georgetown University. Review resulting subcontracts to GU collaborators.
  • Review the terms and conditions of award to ensure that the award reflects the budget negotiated for the statement of work proposed, and that the University has obtained its preferred language and/or FAR clauses that reflect the University's status as a non-profit institution of higher education.
  • Negotiate troublesome language and/or FAR clauses to ensure that - upon acceptance of an award - the University will be able to comply with the specified terms.
  • Advise the Pl, Departmental Administration, and Sponsored Projects Financial Operations of specific and/or unique requirements of the award.
  • Review any subagreements to GU collaborators to ensure applicable clauses flow through from GU as the Prime to the subrecipient; and review the subagreement budget and Statement of Work to ensure these reflect the understanding of the parties as to the collaborative efforts proposed to the funding agency.


Establish all award information, including budgets and administrative data in the University's financial database of record, and GMS; and initiate steps to complete the sub processes in GMS.
  • Set up all new awards in GMS.
  • Maintain existing awards in GMS.
  • Provide award information to those with a need to know.
  • Produce ad hoc reports from GMS to management as requested.
  • Assign the GR accounts for subagreements in GMS.
  • Obligate funds for the subagreements in GMS


Submit progress reports when due; process prior approval requests to funding agency on existing awards; and submit closeout reports upon expiration/termination of an award. If requested, participate in the preparation of any new proposals to various funding agencies.
  • Assist the Pl in the compilation and submission of progress reports when due.
  • Submit prior approval requests to funding agency as required during lifetime of award.
  • Assist Pl in the compilation and submission of closeout documentation to funding agency upon expiration/termination of an award.
  • Assist in the preparation of new proposals with completion of additional documentation requirements of an RFP - such as small business subcontracting plans, representations and certifications, and prior award references.


Qualifications
  • BA or BS degree in an applicable field
  • 5 to 7 years of applicable work experience
  • High degree of professionalism and excellent communication skills
  • Ability to do budget analysis
  • Ability to perform in a deadline driven, high pressure environment
  • A keen eye for detail, and the ability to interact successfully with a diverse customer base
  • Expertise in using Microsoft Office and spreadsheet software


Preferred qualifications
  • Experience managing a wide variety of CDC, NIH, DoD, HRSA, and Foundation awards
  • Knowledge of database management programs
  • Related work experience in sponsored research
  • Certified Research Administrator or willingness to study and prepare to obtain this credential
