Position Description

Situated on the ancestral homeland of the Tongva Peoples, Chaffey College is one of the oldest community colleges in California and serves a variety of communities, workforce partners, and students. While other community colleges are often named after their geographic area, Chaffey College is named after local innovator, George Chaffey, who, among other things, implemented street lights in the city of Ontario. Chaffey College celebrates the diverse communities we serve. As a federally recognized Hispanic Serving Institution (HSI) Chaffey's student population includes over 62% identifying as Latinx, 17% White, 8% African-American/Black, 6% Asian, and smaller percentages of Filipino (2.8%), Native American (0.40%), Pacific Islander (0.30%), or decline to state (2.82%). Furthermore, 40% of our students are first-generation college students, and approximately 62% of students are eligible for some form of financial aid. The current student population identifies as 62% female and 36% male with smaller percentages who either decline to state or identify as non-binary. Approximately 5% of Chaffey's students utilize Disabled Programs and Services for support. To support the diverse needs of these populations and their intersections, the College has developed a variety of robust equity-driven efforts in and out of the classroom including the Center for Culture and Social Justice, Panther Care, Turning Point, Success Centers, GPS Centers, and BLOOM training.
The Chief of Police/Director of Public Safety, plans, organizes, coordinates, and directs the operations and activities of the Police and Public Safety Department; possesses a passion for student success; embodies a strong commitment to ensuring diversity, equity and inclusion across the broad spectrum of policing; understands the importance of restorative justice, cultural and mental health awareness; embraces and upholds the four (4) tenets of principle policing which include voice, respect, neutrality and trustworthiness; supports the mission and culture of the college; implements a proactive problem solving approach to crime and disorder, while building relationships between police and community; promotes organization transformation; directs law enforcement and, security personnel; develops and implements policies and procedures to improve operational effectiveness consistent with best practices; administers the District's health and safety and emergency preparedness program; performs hazard risk analysis and assessment; assumes command role at significant emergencies.

Responsibilities

Duties may include, but are not limited to:
  • Maintain, direct, supervise, and engage in a community-based policing philosophy, encouraging a familiarization approach between law enforcement and the community, while utilizing a collaborative approach at problem solving.
  • Plan, organize, coordinate and direct the activities of the Police Department/Public Safety Department; direct law enforcement and security activity.
  • Respond to and take command of emergency operations on campus during disasters or critical incidents, initiate Incident Command System (ICS) when appropriate.
  • Maintain current knowledge of applicable provisions of the Penal, Education, Local Municipal, Fire, Health and Industrial Safety Codes, as well as other official codes and regulations related to the activities of the Department.
  • Direct the preparation and maintenance of records related to department functions and activities; maintain records of law enforcement, health and safety, training, and risk management activity affecting the District; maintain records as required; review and approve documents and reports as appropriate.
  • Create, cultivate, and nurture a cooperative working relationship with College management, faculty, staff, and local and regional partners.
  • Interview and select employees consistent with district procedures; supervise and evaluate the performance of assigned staff; coordinate and arrange for appropriate training or provide training directly; recommend transfers, reassignment, termination and disciplinary actions; develop work schedules to provide for maximum services.
  • Develop and prepare the department budgets, analyze and review budgetary and financial data, control and authorize expenditures in accordance with established procedures; review, approve and purchase equipment and materials as needed.
  • Monitor and review crime and hazardous or unsafe condition reports, parking citation appeals, and other controversial or disputed areas of public safety; conduct investigations to determine appropriate action; ensure compliance with legal mandates.
  • Respond to inquiries and complaints from the public and college personnel in writing, in person or on the telephone; resolve issues or concerns in a timely and effective manner; conduct student, employee, or departmental investigations as appropriate.
  • Direct and oversee the ongoing maintenance of law enforcement records management, parking citation enforcement, fire alarm and security/video/access control computer systems.
  • Direct and administer the District's Health and Safety/Disaster preparedness program.
  • Operate various law enforcement and industrial health and safety equipment including radio and communications equipment, firearms and other electronic surveillance and safety monitoring equipment.
  • Attend and conduct various meetings; serve as chair of the District's Health and Safety Committee; serve as District representative on the SCSRM Risk Management/Loss Control Committee.
  • Review and recommend the selection of new systems to improve campus safety, including but not limited to District Intrusion Detection, Fire Alarm, Access Control, and Video Surveillance Systems; maintain current knowledge of changes in technology.
  • Administer the District's Compliance with Rule 2202 of the South Coast Air Quality Management District.
  • Manage, control and maintain the issuance of keys to District facilities.
  • Establish and maintain an effective emergency communication system within the District and surrounding community.
  • Conduct patrol and investigative functions as needed for the safety and security of students, faculty, staff, visitors, and facilities.
  • Perform other duties as assigned.



  • Qualifications

    MINIMUM QUALIFICATIONSJob competencies as indicated below:
  • Clear evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of a community college environment.
  • Experience and Education:
  • Five (5) years of increasingly responsible law enforcement and supervisory experience with a P.O.S.T. certified California law enforcement agency.
  • A Bachelor's Degree in criminal justice, public or business administration, or related field; POST Supervisory certificate.
  • CPR Certification.
  • Ability to:
  • Meet and maintain currency of standards specified by the Commission on Peace Officer Standards and Training (P.O.S.T.)
  • Obtain P.O.S.T. Executive Certificate within two (2) years.
  • Plan, organize, coordinate, and direct a comprehensive law enforcement and public safety program for a community college district.
  • Supervise and provide direction and training to law enforcement staff.
  • Analyze and respond to situations and properly apply laws and rules including the laws of arrest, legal rights of individuals and groups, rules of evidence and criminal procedures.
  • Develop, implement, and administer a complex balanced budget and prioritize departmental needs and expenditures.
  • Understand interpret, and apply applicable laws, policies and case precedents.
  • Knowledge of:
  • Principles, practices and techniques used in modern California law enforcement, campus safety and crime prevention.
  • Cultural competence/awareness

  • Principle policing tenets (voice, respect, neutrality, trustworthiness)
  • Use of Force /De-escalation policies
  • Current trends in law enforcement and court cases affecting police work.

  • Education, penal, vehicle codes and rules, regulations, and policies of the District.
  • Principles of management, supervision and training.
  • Budget preparation and administration.
  • Oral and written communication skills.
  • Correct English usage, grammar, spelling, punctuation, and vocabulary.
  • Technical aspects of field specialty; fact finding methods and procedures.
  • Administrative organization, personnel, and; policies of the District
  • Interpersonal skills using tact, patience, and courtesy.
  • CAL/OSHA standards, requirements, and regulations.

    CONDITIONS OF EMPLOYMENTThis is a full-time, 12-month, management position, Level III, Range 27 of the Management Salary Schedule with starting salary of Step A, $10,723/month. Effective date of employment will be as soon as a successful candidate is selected and a mutually agreed upon date is determined.
    Upon conditional job offer, applicant must provide the District proof of full COVID-19 vaccination and submit to and pass a background check as a prerequisite to being hired. Being able and ready to work onsite at a Chaffey facility or location is an essential function of this job. Being able and ready to work in-person with Chaffey students, Chaffey employees, or other members of the Chaffey community/Chaffey partners/Chaffey contractors is an essential function of this job.

    The Selection Process
