POSITION DETAILS

For over 15 years, the CUNY School of Professional Studies (CUNY SPS) has been leading online education in New York. Notable for offering the most online bachelor’s and master’s degree options at the City University of New York, and for serving transfer students as the University system’s only undergraduate all-transfer college, CUNY SPS meets the needs of adults who wish to finish a bachelor’s degree, progress from an associate’s degree, earn a master’s degree or certificate in a specialized field, and advance in the workplace or change careers.

The School’s growth has been remarkable, with twenty-four degrees launched since 2006. Enrollment has risen by more than 30% in the last four years to over 4,000 students in the credit-bearing programs. Thousands more are enrolled in non-degree and grant-funded workplace learning programs. In addition, the School has an active alumni network and has established the CUNY SPS Foundation, which offers multiple scholarship opportunities to current students.

Through its office of Professional Education and Workplace Learning (PEWL), CUNY SPS designs custom workplace learning programs to help organizations achieve their goals. To our partnerships, we bring knowledge of research-based learning practices as well as experience in developing innovative programs.

The Director of Measurement, Evaluation, and Learning (PEWL) joins the unit’s leadership team to direct the design, implementation, reporting, and overall management of an evaluation system for all learning programs across the PEWL portfolio of programs. This is a highly visible, key management position that ensures quantitative data is defined, tracked, and maintained consistently for all learning programs across the PEWL portfolio, including, but not limited to, learner key demographic information, learner attendance and course completion, and training program outcomes (Kirkpatrick’s L1, L2, and as applicable L3).

In addition to the CUNY Title Overview, the Director of Measurement, Evaluation, and Learning (PEWL) will:

• Provide leadership and direction in the design, prioritization and implementation of evaluation and research activities in support of unit-wide decision making and planning; and, all Unit evaluation and assessment activities.

• Create, lead, and manage data collection, data analysis, interpretation of analysis, and preparation of reports for both internal and external use. Communicate relevant, timely, accurate and actionable programmatic and unit-wide data to leadership; monitor the extent to which findings and recommendations are accessed and used by constituents to promote data-driven decision making.

• Support the Executive Director, PEWL, and PEWL leadership with special evaluation projects.

• Create, implement and manage portfolio policies and protocols to ensure programs employ all phases of training assessment: developing evaluation methodologies, writing evaluation proposals, sample selection, questionnaire design, data collection & entry, data analysis, and presentation of findings.

• Develop, implement and oversee quality management procedures and systems.

• Track, review and report portfolio statistics.

• Create and implement standards for product testing (i.e., end user procedure usability, course pilot, etc.)

• Determine and document areas of improvement through the execution of quality improvement projects.

• Serve as a content area expert on research methods, data analysis, data integrity, quality assurance and common data definitions. Work collaboratively with PEWL leadership and the CUNY SPS office of Institutional Effectiveness and Planning to mitigate cross-functional issues; and, act as a liaison to School and University committees regarding non-credit evaluation and data, and participate in professional organizations and keep abreast of national, state and local adult learning strategies and issues.

• Ensure that data collection and reporting processes are reliable, valid and ethical.

QUALIFICATIONS

Bachelor's Degree and eight years' relevant experience required.

The preferred candidate will have:

• Master’s Degree in statistics, public policy, social science, higher education, or a closely related applicable field.

• At least 6 years full-time experience directly related to developing and/or monitoring program and/or training evaluation activities.

• Proven ability to conduct data analysis and identify, analyze and interpret trends or patterns in both qualitative and quantitative data sets, and make recommendations based on findings.

• Knowledge in the disciplines of program evaluation, monitoring and evaluation systems development, impact assessment and evaluation research.

• Knowledge of and demonstrated experience in applying adult learning and training evaluation theories.

• Experience with blending and analyzing data from multiple data sources; preparing, formatting, and cleaning research data for integrity in analysis and reporting.

• Experience designing, conducting, interpreting, reporting, and explaining data analysis; with ability to successfully translate findings to a broad range of audiences.

• Experience with survey development, administration, and analysis; understanding of quantitative and qualitative research methods

• Expert-level proficiency using MS Excel, including the ability to format and manipulate databases, and analyze their contents using formulas, charts, and pivot tables.

• Experience with providing briefings and trainings to enhance an understanding of program evaluation.

• Knowledge of government operations, a plus.

Directs institutional research programs and contributes to academic program planning, evaluation, and other activities related to the College's mission.

  • Works collaboratively with senior management on issues of assessment, including general institutional effectiveness and measures of student success and learning
  • Designs and oversees research efforts with an institutional scope and assists departments and offices with focused research needs
  • Coordinates program reviews and accreditation reporting
