Basic Function/Overview:
Under the direction of the President/CEO, plan, organize, control and direct College-wide human resources operations, activities and support services involved in the processing, recruitment, screening, selection, orientation, classification, development, evaluation, employee benefits and compensation of classified and academic College employees; coordinate and direct communications, resources, programs, policies, services, labor relations, contract administration and information to meet College human resources needs and assure smooth and efficient Department activities; supervise and evaluate the performance of assigned personnel. Participates as a member of the President's Cabinet with other senior administrators.

Essential Duties/Major Responsibilities:
1. Plan, organize, control and direct College-wide human resources operations, activities, and support services involved in the processing, recruitment, screening, selection, orientation, classification, development, evaluation, employee benefits, and compensation of classified and academic College employees; establish and maintain related time lines and priorities; assure related activities comply with applicable standards, requirements, laws, codes, rules, regulations, policies, and procedures.
2. Direct the development and implementation of Human Resources programs, projects, processes, services, labor relations, systems, strategies, goals and objectives; assure proper and timely resolution of related issues, conflicts and discrepancies.
3. Supervise and evaluate the performance of assigned personnel; interview and select employees and recommend transfers, reassignment, termination, and disciplinary actions; coordinate subordinate work assignments and review work to assure compliance with established standards, requirements, and procedures; assure employee understanding of established requirements.
4. Direct the planning, development and implementation of policies, procedures, programs, processes and services to enhance the financial effectiveness and operational efficiency of Human Resources operations and activities; develop, implement and utilize measures and methodology for determining the effectiveness of Human Resources, programs and services.
5. Provide technical information and assistance to the President/CEO regarding Human Resources activities, needs and issues; collaborate with the President/CEO and other Vice Presidents and administrators in the development and implementation of plans, strategies, goals and objectives for the College; develop, analyze and maintain benchmarks and trend data related to Key Performance Indicators; prepare related reports to assist with College planning and decision-making.
6. Provide consultation and technical expertise to administrators, staff, the public and others concerning Human Resources operations and activities; respond to inquiries, resolve issues and conflicts and provide detailed and technical information concerning labor relations, recruitment, evaluations, contracts and related standards, requirements, practices, procedures, laws, regulations and policies.
7. Plan, organize, control and direct the evaluation process for College-wide employees; coordinate, monitor and assure smooth and efficient activities related to the performance appraisal system for staff; assure proper preparation and maintenance of related records and documents; direct activities to assure appropriate response to salary increases and promotions.
8. Coordinate and direct collective bargaining activities for classified and academic bargaining units; serve as the College’s chief negotiator with bargaining unit representatives; oversee the maintenance and updating of collective bargaining agreements; maintain confidentiality of sensitive and privileged information; direct the development and implementation of labor contracts and grievance procedures.
9. Direct classification and compensation studies; assure accurate compiling and comparing of salary data and labor market trends; oversee the preparation of related reports; compose, develop and maintain job descriptions; assure proper salary placement of College employees; direct the development and implementation of the College’s salary schedules.
10. Direct and participate in the preparation and maintenance of a variety of manual and automated records, reports and files related to employees, applicants, collective bargaining, policies, evaluations, classifications, contracts and assigned activities.
11. Develop and prepare the annual preliminary budget for Human Resources operations and activities; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations.
12. Maintain current knowledge of laws, codes, regulations and pending legislation related to Human Resources activities; modify programs, functions and procedures to assure compliance with local, State and federal requirements as appropriate.
13. Operate a variety of office equipment including a computer and assigned software; drive a vehicle to conduct work; oversee and participate in the development and maintenance of the human resources database including automated employee records and files.
14. Attend and conduct various meetings as assigned; serve as a member of the President’s Cabinet.
15. Team Leader of the Human Resources Team; prepare and deliver oral presentations concerning Human Resources operations, activities, needs and issues.

Minimum Qualifications/Education & Experience:
Master’s degree in Human Resources, Personnel Management, Public Administration, Business Administration, Organizational Management, Law, or a related field, from an accredited institution.
AND
Three (3) years of recent responsible successful experience leading, overseeing and administering Human Resources programs, including employee and/or labor relations.

Equivalencies:
Any combination of training and experience which would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications is listed in the Minimum Qualifications section.
