SUMMARY:

Reporting to the Special Assistant to the Provost, the Post-Award Grant Administrator assumes the responsibility for the post award processing of sponsored programs and private foundations; oversees all aspects of Gallaudet’s financial system, processing budget modifications, expense and revenue transfers, revenue and expense budgets, appropriations, extensions, and in addition to effort reporting, data entry, subaward processing and account close-outs; calculates Facilities and Administrative costs associated with federal and/or for/non-profit awards; invoices agencies for expenditures and prepare drawdowns with the sponsor; and conducts sub monitoring of financial records, provides assistance as needed to research/project administrators internally and to NSHE institutions externally as directed by each subaward.

PRINCIPAL ACCOUNTABILITIES:

  • Oversees and directs post-award services, including expanding current services to also include hiring and supervising new post-award personnel to support the growing external funding awards.
  • Works under the general supervision of the Special Assistant to the Provost for Research, with a collaborative relationship with the Controller in the Office of Finance.
  • Determines classification as grant or contract based on award letters and establishes the appropriate account.
  • Reviews grant financial status reports prepared by Finance on a regular basis and ensure that grants are being spent in accordance with approved budgets and timelines; and works with faculty to address any issues that arise in connection with budgetary scope and timelines and to ensure necessary adjustments are made.
  • Oversees the Federal Effort Reporting Procedure; and prepares and reviews effort certification forms two times per year with principal investigators, and ensures effort certification reports are reviewed, certified, and processed in a timely manner.
  • Leads and coordinates all Post Award activities to ensure timeliness and accuracy of all Post Award financial processes during the life cycle of an award.
  • Ensures that final expenditure and cash reconciliations are performed in a timely manner so that final invoices or reports can be submitted to the sponsor and awards closed in the financial system.
  • Reads and interprets agreements to determine restrictions related to spending, prior approval requirements, applicable cost principles, and cost sharing requirements.
  • Monitors expenditures to evaluate whether they are allowable within the terms of the grant or contract while also verifying other critical aspects, such as sufficient funds for internal prior approval system (IPAS), appropriate authorization, subcontract activity, etc.
  • Reviews, monitors and approves grant related payroll activity; communicates with Human Resources and the Payroll Department as needed to ensure that grant payroll activity is processed and posted properly; and prepares adjusting journal entries as needed.
  • Monitors time and effort reporting in compliance with applicable regulations, and prepares salary caps for applicable Principal Investigators.
  • Creates a Personnel Action Form (PAF) for all employees paid on grants; and ensures the PAF's have appropriate approval levels and reconciles any discrepancies.
  • Reconciles grant activity on a monthly basis; and collaborates with the Finance Office to adjust journal entries and communicate issues as needed.
  • Prepares and distributes monthly expenditure reports for principal investigators and others.
  • Prepares quarterly, annual, and closeout reports for funding agencies as requested and ensures timely submission.
  • Informs principal investigators of approaching deadlines and available balances of their awards, making changes to the accounts as necessary.
  • Coordinates with key personnel at all levels of the University to support proper and timely expenditure of grant funds in compliance with applicable guidelines and budget deadlines.
  • Closes grants in the system when applicable and ensures that final billings are completed in a timely manner.
  • Actively participates in the preparation of materials and provides support for the annual Uniform Guidance Audit.
  • Prepares invoices and/or fund drawdowns for grants and contracts as indicated in the terms of the funding agreement.
  • Coordinates with principal investigators, the Contracts and Purchasing Office and others as needed to ensure compliance of federal guidelines concerning competitive bidding.
  • Establishes and maintains a positive and supportive working relationship with co-workers and supervisor.

  • Serves as a mandatory reporter under Title IX; and commits to completing Title IX training and other compliance requirements on an annual basis.

  • SPECIFICATIONS:

    Required Minimum Qualifications (When the candidate’s resume meets these qualifications, it will be screened in.)

    • Bachelor’s degree in Accounting, Business Administration, Finance, Public Administration or another related field.
    • A minimum of three years of experience in managing the administrative aspect of post award subrecipient monitoring, financial tracking of grants/contracts, providing financial assistance to grant/subaward recipients, and managing fiscal aspects of grants/subawards.

    Preferred Qualifications (While not required, it is an advantage for what the position needs.)

    • Experience in higher education accounting.
    • CPA (Certified Public Accountant), CMA (certified management accountant) license, or CRFA (certified financial research administrator).
    • Fluency in American Sign Language.

    Other Important Information:

    • If the incumbent has no knowledge of American Sign Language, the incumbent is expected to achieve an ASLPI score of 1 plus within two years of employment. If the incumbent is hired with some knowledge of American Sign Language, the incumbent is expected to achieve an ASLPI score of 2 within two years of employment. Failure to meet the requirement may lead to termination. The supervisor must ensure that the incumbent receives the necessary support to meet this goal.
    • All employees are expected to be fully vaccinated against COVID-19 and will be required to submit their vaccination record prior to entering campus or by 45 days of employment, whichever is earlier.

    COMPENSATION:

    Level: 8

    Salary: Commensurate with experience and qualifications.

    FLSA: Exempt
