Executive Classification
This Program Manager role will lead the Testing Accommodations Unit in the Office of Admissions and will be responsible for ensuring that all applicants with documented disabilities are provided reasonable and appropriate accommodations as required under state and federal law.
The Program Manager will manage and oversee the processing of all testing accommodation requests. Duties will include, but are not limited to:
1. Oversee the development, coordination, and supervision of accommodations and assistance and related policies and procedures, including:
- Oversee team responsible for testing accommodation processing.
- Establish policies and procedures in accordance with ADA, Section 504 of the Rehabilitation Act, and State Bar protocol.
- Review and verify documentation received from applicants seeking reasonable accommodations.
- Make accommodation determinations in more complex matters.
- Execute and manage contracts with consultants for the most complex matters, including training and quality control.
- Review all appeal requests and prepare them for Committee of Bar Examiner (CBE) determinations.
- Assess ancillary Admissions services (e.g., other application forms, the website, law school workshops) to ensure that they are appropriate and relevant for the needs of accommodated applicants registered with the Office of Admissions.
- Stay current of changes in the disability rights and disability accommodations field as part of ongoing efforts to continually improve processes and services provide by the State Bar.
2. Develop and maintain working relationships with a wide range of State Bar constituencies and committees:
- Collaborate with internal teams to ensure that policies and practices are updated to reflect changes in laws and changes in the industry.
- Provide staff support to the Committee of Bar Examiners, the Exams Subcommittee, and other committees, as needed.
- Present to law schools on the Admissions testing accommodation process, as needed. This Program Manager role shall possess exceptional knowledge in the following areas.
- Understanding and application of Section 504 of the Rehabilitation Act of 1973, Americans with Disabilities Act Amendments Act (ADAAA), and the Family Educational Rights and Privacy Act (FERPA).
- State and federal rules and regulations applicable to accommodations for individuals with disabilities.
- Base of psycho-educational test instruments; current clinical and research-based understanding of disabilities (e.g., learning disabilities, ADHD, physical disabilities, sensory impairments, autism spectrum, psychological conditions, chronic medical conditions, traumatic brain injury, etc.).
This Program Manager role shall possess the following skills:
- Capacity to diffuse volatile situations requiring sound, timely decisions in the interest of the applicant, Office of Admissions, the State Bar, and in conjunction with federal law.
- Strong organizational skills including time management, multitasking, and project completion.
- Empathy and patience with applicants who are confronted by learning and living barriers secondary to disabilities.
Education
This Program Manager role shall possess a Master’s degree or equivalent combination of education and experience in learning theory, education/special education, education administration, counseling, social work, psychology or related field is highly desired. Doctorate degree preferred.
Experience
This Program Manager role shall possess the following experience.
- At least 6 years of work in a related field. Experience working in accommodations or disability resources preferred.
- Prior supervisory experience.

- Working knowledge of the State Bar Offices and their functions and a general knowledge of other agencies and their interface with the State Bar.

Physical Requirements:
- Sit for extended periods.
- Make fine visual distinctions upon proofreading written document and viewing information on a computer screen.
- Travel by air and automobile.
- Possess visual capability and digital dexterity to operate a computer and other standard office equipment.
- Retrieve, lift and carry files and documents weighing up to ten pounds with reasonable accommodation.
- Frequent and ongoing use of a telephone and computer terminal.
Condition of Employment
Employment with the State Bar of California requires full vaccination and proof of full vaccination for COVID-19 before starting work. Exemptions to the mandatory vaccination policy may be available for a medical condition, disability, or sincerely held religious belief and must be approved before starting work.
