The Chancellor for the Coast Community College District invite applications for the position of Vice Chancellor Finance and Administrative Services of the Coast Community College District.

The Vice Chancellor, Finance and Administrative Services serves as the chief finance officer and reports to the Chancellor of the Coast Community College District.

The Position
Reporting to the Chancellor, the Vice Chancellor of Finance and Administrative Services has the leadership responsibilities and oversight for District-wide financial planning and management, business operations, risk services, safety, facility planning and management, transportation, energy management, and other administrative support services. The Vice Chancellor provides fiscal leadership for our three-college District in a dynamic, diverse, and changing community.

Major responsibilities for this position include:
  1. Provide leadership in strategic planning of fiscal accountability, solvency, and sound business practices regarding the District-wide finance oversight and management.
  2. Provide strong leadership for District financial stability and strength.
  3. Collaborate as an executive team member.
  4. Formulate effective business practices and processes to ensure fiscal efficiency while maintaining quality service.
  5. Assist and collaborate in the development of board policies and administrative procedures in the fiscal and administrative areas.
  6. Provide for the fiscal integrity of the District, including oversight of investments and proper expenditures of all District funds.
  7. Prepare and present regular and accurate financial reports for the Chancellor, Board of Trustees, and the State Chancellor’s Office.
  8. Plan and prepare the District’s annual budget in accordance with statutory guidelines.
  9. Ensure efficient, effective and proper accounting functions for the entire District.
  10. Be proactive in pursuing local, state and federal funding to support all District-wide operations.
  11. Represent the District in statewide and local budget meetings and interpret, analyze and communicate the potential impact on the District community.
  12. Provide leadership in District-wide sustainability efforts in facilities and energy efficiency, conservation, and management.
  13. Provide oversight for all District-wide facility planning, construction, maintenance, and security.
  14. Provide oversight in District-wide real estate management and development activities.
  15. Provide insight and recommendations on the development, issuance, and oversight of bond measures.
  16. Responsible for purchasing and bid processing, accounting, budget, payroll, risk services, warehousing, vending, student receipts, auxiliary operations, transportation, and emergency preparedness management.
  17. Prepare for annual external and regular internal audits.
  18. Provide leadership in negotiation, administration and oversight of District contracts and agreements with external vendors and agencies.
  19. Represent the District in meetings with local, state, national and international organizations as directed by the Chancellor.
  20. Effectively represent the Chancellor and the District.
  21. Perform related duties as assigned by the Chancellor.
Qualifications and Physical Demands

Minimum Qualifications

  • A Master's degree from an accredited institution and one year of formal training, internship or leadership experience reasonably related to the administrative assignment.
  • Demonstrated sensitivity to and understanding of the diverse academic, socio-economic, cultural, disability, gender identity, gender expression, sexual orientation and ethnic backgrounds of community college students and employees.
  • A combination of education and experience that is at least equivalent to the above.

Desirable Qualifications
  • Five years of successful financial administrative experience in an educational institution.
  • Experience supervising and managing multiple departments within an organization.
  • Demonstrated commitment to the mission of community college programs, services, and student success.
  • Knowledge of California community college funding mechanisms, financial and governmental accounting principles, practices, and procedures.
  • Knowledge of local, state and federal laws and regulations related to education generally, and community colleges specifically.
  • Experience working with local and/or state legislative bodies and governmental agencies.
  • Experience working effectively with students, staff, faculty, employee organization groups, a Governing Board, and community stakeholders.
  • Demonstrated commitment to participatory governance and collaborative decision making.
  • Proven experience in fiscal management and long-range planning.
  • Evidence of strong interpersonal communication skills.
  • Ability to make effective public presentations.
  • Have a general understanding of the impact of student enrollment on the budget.
  • Demonstrated ability to effectively communicate critical budgetary issues to the community, administrators, faculty, staff, students, and the Board of Trustees
Conditions of Employment

Start Date: July 1, 2022


Pay Philosophy: Movement to the next step placement is contingent on receiving a satisfactory performance evaluation AND a recommendation by the Chancellor.

This is a contract, full-time, 12-month, Executive Level position. The work schedule is Monday through Friday from 8 a.m. to 5 p.m. Flexible schedule and weekends might be necessary to address the needs of programs and job duties. In addition, an annual stipend of $3,000 is offered for possession of an earned doctorate from an accredited institution. The District also provides an annual mileage stipend of $3,480 for this executive level position. The District provides medical, dental, and vision insurance for the employee and eligible dependents and life insurance for the employee. (Salary Schedule: LL-2)
