Job Description Summary

Leads a highly reliable and collaborative professional organization with a strong focus on customer service, financial accountability, innovation, and stewardship of the built environment at Wake Forest University (WFU). This position is responsible for providing a broad array of consultative services and support on all construction related items. Contributes as a key member of the leadership team, to help establish goals, priorities, and objectives; as well as develop and manage guidelines, policies and procedures. The selected candidate will share Wake Forest University’s commitment to Sustainability and will champion the use of best practices in sustainable building, construction, and renewal practices across the University’s footprint. Serves as alternate in the absence of the Vice President for Facilities & Campus Services as needed for representation regarding matters of construction and planning.

Job Description

Essential Functions:

Leadership

  • Leads a staff of 19 FTEs with an annual operating budget of $500,000 and is responsible for the effective management and implementation of the university’s capital development and capital improvement programs.
  • Provides management and daily oversight of the FP&C Division.
  • Establishes goals, objectives, and strategies for the division through the use of benchmarking, operational analysis, and best practices.
  • Demonstrated success in providing leadership, exercising authority, and promoting growth in others.
  • Provides leadership in the implementation of the WFU capital improvement program to ensure that projects are completed consistent with customer and stakeholder needs and established scope, schedules, and budgets.

Departmental Administration

  • Oversees overall department administrative, financial and personnel functions.
  • Directs and coordinates the work of professional staff members including: project managers, architects, engineers, construction administrators, contract specialists, and other support staff charged with the delivery of complex major new facilities, infrastructure improvements, capital renewal, and renovation projects throughout the University’s portfolio.
  • As the designated Campus Building Official, ensures and certifies that projects have been designed and constructed to be compliant with applicable building codes.
  • Directs FP&C staff and consultants in regards to the most appropriate design solutions, proper selection of building materials and suitable construction delivery methods to ensure that new facilities meet both program and functional needs, budget and schedule constraints and will contribute positively to the campus environment.
  • Ensures that projects are implemented in accordance with the University’s policies on Sustainability and Green Building Design, including sustainable sites, commissioning, water efficiency, energy and atmosphere, materials and resources, indoor environmental quality, and innovation.
  • Collaborate with campus administrators to strategize on minimization of campus disruptions during construction projects.
  • Develops and implements strategic initiatives for improving the service and stewardship functions of the FP&C Division through close communications, collaborations and partnerships with peer managers from other units to include Business Services, Facilities-Operations & Maintenance, Fire Department, Police Department and Safety Services.
  • Develops and manages the five year capital renewal program and the annual capital project request process for Facilities & Campus Services.

Collaborative Communications

  • Ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in the University with the ability to establish and maintain effective working relationships within a diverse population and with those for various cultural backgrounds.
  • Consults with campus customers on an ongoing basis to identify needs and explore opportunities for operational improvement. Responds to inquiries and concerns from faculty, staff, students, administrators and the public regarding services.
  • Educates and guides campus leadership and customers through the complex internal and external policies and processes that impact projects from pre-design through construction completion, including various reviews and approvals both on and off campus.
  • Builds and maintains effective relationships with design professionals and construction firms. Work with design professionals, construction firms and others to explore new innovative methods for improved project delivery with the objective of ensuring optimal value for capital investments.
  • Coordinates with the Office of the Vice President for Administration to ensure successful design approval of projects by the Board of Trustees. Presents project design solutions to a variety of leadership teams.

Required Education, Knowledge, Skills, Abilities:

  • Bachelor’s Degree in Engineering, Architecture, or Construction Management.
  • Minimum eight years’ experience as Project Manager or at least fifteen years construction related experience.
  • Minimum three years’ of progressively responsible management experience.
  • Significant senior level experience with large complex facilities operations; supervising senior professional managers; nurturing a productive, empowered workforce; financial management of large, complex budgets; strong communications skills, particularly with diverse constituency groups.
  • Self-confidence to be a catalyst for continuous change, and to advocate for the organization within the campus environment. Is able to state own position clearly and constructively, and express disagreement tactfully.
  • Demonstrated experience in strategic and operational planning to include managing and effectively aligning resources with goals in an environment of competitive demands for resources.
  • Ability to seek out information from internal and external stakeholders to ensure forward momentum of projects, priorities, and initiatives.
  • Understands and actively supports organizational mission and goals; aligns own actions and priorities to achieve long term organizational decisions. Able to effectively, with tact and diplomacy, articulate and advance organizational goals.
  • Understands formal and informal organizational structures and constraints. Understands and addresses underlying organizational issues.
  • Demonstrated ability to set and achieve challenging goals, measure performance, and improve outcomes. Utilizes innovative strategies to achieve goals, where appropriate.
  • Skilled at establishing processes and procedures that result in the delivery of a very high quality building program utilizing continuous process improvement and innovation.
  • Ability to manage and maintain a capital budget to include the expenditure of capital funds for projects that are in various stages of design or construction. Knowledge of budget development and fiscal management.
  • Ability to provide senior administration and campus customers with technical and professional leadership, advice and guidance on matters related to the built environment including architectural and engineering design, construction delivery, contract administration, project budgets and schedules.
  • Ability to administer human resources programs, to include recruitment, training and disciplinary actions.
  • Proficiency with Microsoft Office (Word, Excel, and PowerPoint) with ability to accomplish necessary tasks on a computer.
  • Ability to travel to on and off campus locations for business activities.
  • Valid driver license with good driving record; must be insurable.
  • Regular exposure to physical demands and hazards associated with active construction sites.

Preferred Education, Knowledge, Skills, Abilities:

  • General Contractor’s License or Professional Engineer’s License

Accountabilities:

  • Manages Project Managers, Project Coordinators, Space Management and Construction Shop Superintendent and respective staffs. Position requires the management of others through subordinates who are also supervisors.
  • Provides training, work direction and problem solving assistance for staff members.
  • Recommends personnel actions, including hiring and disciplining.
  • Provides input on budget development.
  • Enforces WFU and Facilities Management policies and procedures.
