Organizational Unit Overview:

The Division of Infectious Diseases at The Brody School of Medicine is dedicated to the treatment of persons living with HIV in Eastern North Carolina. Our physicians and physician extenders currently provide care for more than 1,800+ HIV patients in our clinic in Greenville. Faculty members are currently collecting data to address the issue of the disproportionate rate of HIV in Black/African American individuals. The division is involved in many clinical trials involving HIV therapies. Our clinical trials involve HIV, COVID, C. Difficile, and Staphylococcal bacteremia. These trials provide needed drugs to persons who may otherwise not be able to receive treatment. Our division also has an active outpatient infusion clinic.

Job Duties :

This is a grant-funded position within the Division of Infectious Disease at East Carolina University Brody School of Medicine HIV Program (BSOMHIVP). This is a self-directed position that is responsible for a broad range of administrative responsibilities. The responsibilities of the program administrator include coordination/planning, personnel administration, oversight of the grant deliverables, and functions related to the administration and management of several Ryan White and other grants in the Division of Infectious Diseases. The program administrator should have an understanding and basic knowledge of Ryan White program goals and objectives and the HIV National Strategic Plan, skills to coordinate regional HIV needs assessment and service delivery plans, have the ability to exercise judgment and discretion in establishing, applying and interpreting policies and procedures and have the ability to establish and maintain an effective working relationship with agency personnel, officials and the general public. The program administrator will assist the program director with managing a wide range of activities: monthly/quarterly/annual data reports; updating policy and procedure and policy manuals and site visit activities and provide leadership to the Ryan White quality management program and regional HIV network.
Program Administration and Decision-Making
Execute program compliance activities over the federal and State Ryan White grants and other grants awarded to the Infectious Disease Division. Supervise and monitor staff members working on Ryan White grants deliverables and conduct appropriate performance reviews. Implement program changes and develop new policies and procedures and operational manuals as needed to ensure compliance with grant objectives. Assist the Ryan White Director in planning, developing, and implementing the goals and objectives of the Ryan White programs. Work with other staff and community network stakeholders. Prepare monthly/quarterly/annual Ryan White Part B/C/D grant objectives reports. Coordinate staff efforts to meet other grant objectives: participate in weekly/monthly meetings, complete IRB process as indicated and work collaboratively with principle investigate to meet grant goals and objectives. Attend grant fiscal and programmatic planning meetings as required of the grants. Communicate effectively orally and in writing with senior agency management and with external financial stakeholders, federal grant officers, and related personnel. Identify and write grant proposal to support the continuation of ECU HIV program and increasing the funding for patient services.
Network Planning/Monitoring/Evaluation Management
Develop and manage Ryan White Part B grant budget and monitor budget compliance. Prepare monthly/quarterly/annual Ryan White Part B grant objectives reports. Coordinate, prepare and oversee RW Part B site visits every 6-months at the Adult Specialty Care clinic, develop a corrective action plan to site visit citations, and identify areas to improve compliance and prevent citations. Provide leadership to the HIV region 10 HIV network quarterly meetings and coordinate HIV network services in Region 10 HIV network. Monitor and update HIV network needs assessment, network service delivery plan, network evaluation plan, and standard operation procedures manual annually. Monitor and update client grievance policy and procedures for the regional network, assure all network clients are aware of the grievance policy/procedures, develop a committee to address network grievance submitted, coordinate a client response and report committee response to client, network planning committee and the State HIV Care and Prevention project officer. Monitor the implementation of the network client satisfaction surveys and reporting of results to the network and State HIV Care and Prevention project officer. Monitor documentation of program activities, reports, evaluation, and quality management activities. Participate in establishing and maintaining communication with other Ryan White funded programs regarding program objectives, policies, and procedures. Establish and maintain communication with regional organizations regarding program objectives, policies, and procedures, that provide HIV services to people living with HIV/AIDS.
Quality Management
Provide leadership to the Ryan White Quality Management (QM) Program Monitor and update the QM plan annually to include quality improvement (QI) projects. Monitor HRSA/HAB performance measures required by the Federal and State RW grantors Provide a written report on QM/QI activities to Program Director, Project Officers and AIDS Care and Prevention Program. Ensure that QM activities and HAB performance are monitoring and reporting on clients, services, and health outcomes. Share this information across the Network and utilize this information to improve the delivery of services and health outcomes. Participate in the NC Regional Quality Council (RQC) and conduct agreed upon QI projects within the Network.

Minimum Education/Experience :

Master’s degree in business, finance, healthcare administration or closely related field or Bachelor’s degree in business, finance, healthcare administration or a closely related field combined with at least five years of related professional level experience in grant management, finance, healthcare administration or a closely related field.

License or Certification Required by Statute or Regulation :

N/A

Preferred Experience, Skills, Training/Education :

Ph.D. in Healthcare Administration is preferred.
