Job Description:


Budget Title: Senior Staff Associate (SL-5)


Salary: Commensurate with qualifications and experience


The Director of Health and Counseling Services provides visionary, strategic and operational leadership to a merged health and counseling services unit consisting of the Decker Student Health Services Center (DSHSC), the University Counseling Center (UCC) and Employee Assistance Program (EAP). This role facilitates the planning, development, maintenance and evaluation of premier programs and services that address the holistic health of all students and recognizes the importance of cultural diversity on health care behaviors and needs. The Director is responsible for departmental compliance with applicable state and federal laws and mandates and creates relevant departmental policies and procedures.


Relative to operations, the Director is responsible for the development and oversight of the departmental budget, recruitment and staffing and creation of monthly, annual and ad hoc departmental reports as requested. Periodic responsibilities include active involvement in the development of requests for proposal for the University sponsored domestic student health insurance plan and contracted lab services. Seeking sources of external funding to support programs and services is an expectation.


Reporting to the Associate Vice President for Student Affairs and Chief Health and Wellness Officer, this position interfaces with upper administration and collaborates and liaisons with other internal and external partners including students, student groups, parents, university departments and off campus agencies. Amongst those directly supervised by the Director include the Medical Director of the DSHSC, Clinical Director of the UCC, Associate Director of EAP, and the Assistant Director of Operations. Indirect supervision is provided to approximately 40 additional staff members representing three bargaining units (UUP, PEF and CSEA).


Participation in divisional and university committees and projects is expected, including close collaboration in strategic planning and implementation of the University's Healthy Campus Initiative. Other committee responsibilities include chair of the Student Health Advisory Committee (SHAC); Harpur's Ferry Board of Directors; the Students of Concern Committee, and the Threat Assessment Team. This role is engaged in University level case and crisis management, including COVID crisis response. There is an expectation of off hours responsibilities, especially related to crisis management.



Requirements:


  • Master's degree in a relevant health science or mental health field.
  • At least five years of progressively responsible, relevant administrative experience in a health/mental health care setting/program.
  • Experience with administrative duties and functions such as strategic planning, developing and implementing policies and procedures, budget planning and managing resources, and report writing.
  • Supervisory and leadership experience and ability to build effective teams. Ability and interest in developing collaborations and working collaboratively.
  • High level of personal and professional integrity, strong sense of ethics and respect for privacy and confidentiality.
  • Possesses a commitment to customer satisfaction.
  • Demonstrated commitment to diversity, equity and inclusion.
  • Demonstrates a strong work ethic, ability to multi-task, meet deadlines and work in a complex and fast paced environment.
  • Ability to effectively manage during crisis, with sensitivity.
  • Keen problem solving and critical thinking skills.
  • Proficiency in oral and written communication and interpersonal skills, public speaking and leading group discussions.

Preferred Qualifications:


  • Terminal degree.
  • License to practice in New York State, if eligible.
  • Clinical background in the health sciences or mental health field.
  • Experience in higher education setting.
  • Knowledge and experience in primary care, mental health and/or employee assistance program services.
  • Experience with managing clinical delivery models including clinical flow, trend analysis and scheduling.
  • Grant writing skills and/or experience in soliciting external funding.

History

Binghamton University opened its doors as Triple Cities College in 1946, to serve the needs of local veterans returning from service in World War II. Originally located in Endicott, N.Y., five miles west of the present campus, the fledgling school was a branch of Syracuse University.

Four years later, the college was incorporated into the State University of New York (SUNY) and renamed Harpur College in honor of Robert Harpur, a Colonial teacher, patriot and pioneer who helped settle the area west of Binghamton.

In 1961, the campus moved across the Susquehanna River to Vestal. Growing enrollment and a reputation for excellence soon led to the selection of Harpur College as one of four doctorate-granting University Centers in the SUNY system.

In 1965, the campus was formally designated the State University of New York at Binghamton, and in 1992, Binghamton University was adopted as our informal name.
