Job Description Summary:

BASIC FUNCTION:

Manage the marine technician organization, personnel, and finances. Act as the liaison between the scientific party, marine technicians, ship or port personnel, and funding agencies regarding shipboard scientific operations and equipment.

Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES: Manage the marine technician organization and its supporting funds, including the NSF Shipboard Technician Support grant and technical support segments of URI and non-URI principal investigators ship-related science grants. This includes supervision and support of the marine technician organization staff and management of the business affairs including short and long-term planning, cost analyses, accounting, and logistics activities. To maintain a clear understanding of shipboard activities and environments, occasional onboard participation in oceanographic cruises is expected. Prepare, negotiate, and administer the annual Shipboard Instrumentation and Shipboard Technician Support proposals to the national funding agencies. Negotiations may include staff day rates and other specialized needs of annual science plans. Administration includes the initiation and implementation of all necessary technical, contractual, and non-contractual agreements, consistent with University and federal agency policies, between the University and other individuals, institutions, foreign and domestic agencies and organizations. Represent the University as a member of regional and national committees established by various agencies and organizations related to marine technical and scientific services and support, including the University-National Oceanographic Laboratory System (UNOLS).

Manage the provision, modification, maintenance and integration of institutional and investigator equipment and other cruise-related scientific needs, including any special technical requirements, such as ship modifications needed to achieve or enhance scientific goals. Provision may also require the development of agreements for reciprocal loans of equipment between institutions to maximize the scientific return on scientific instrumentation and equipment, especially in situations where GSO equipment has been incapacitated or lost at sea. Provide technical support services to the Marine Office for shipboard electronic and electrical equipment, e.g., shipboard radars, inter-ship communication equipment, ship-to­ shore satellite communication systems, cybersecurity, navigation systems, and autopilot. Maintain policies, standard practices, training programs and auditing procedures for the safe and efficient use of scientific equipment at sea. Ensure compliance with state and federal hazardous materials and safety regulations. Prepare, implement, and integrate into standard practice, training programs and procedures for any new or loaned equipment. Maintain and implement a human resource plan to ensure the availability of an appropriate mix of technical specialists to meet the annual science goals. Maintain and implement procedures for collecting and storing routine cruise data (e.g., along-track data) in a user-accessible computer information system. Work with the Director of Marine Operations to coordinate the Marine Scientific Services with the Marine Office. Support Chief Scientists in the preparation of cruise reports to meet standard requirements and ensure that timely fulfillment of the requirements is met. OTHER DUTIES AND RESPONSIBILITIES: Incumbent may be assigned responsibility for ancillary duties in support of other technical areas at the Graduate School of Oceanography that do not interfere with primary duties. LICENSES, TOOLS, AND EQUIPMENT: Personal computers, printers and word processing, database management and spreadsheet software. Oceanographic instrumentation and data-gathering techniques.

Required Qualifications:

REQUIRED:

1.Are you a current URI Employee?

2.Bachelor’s Degree in science or engineering.

3. Minimum of five years of experience related to management and performance of shipboard technical services.

4. Demonstrated experience managing technical staff.

5. Demonstrated experience conducting shipboard marine research or providing shipboard technical support for marine research.

6. Demonstrated knowledge of oceanographic instrumentation and data-gathering techniques.

7. Demonstrated experience in the preparation of proposals and reports.

8. Demonstrated ability to go to sea and work in an underway shipboard environment.

9. Demonstrated strong interpersonal and verbal communication skills.

10. Demonstrated proficiency in written communication skills.

11. Demonstrated ability to work with diverse groups/populations.

Preferred Qualifications:

PREFERRED:

1. Master’s Degree in science or engineering.

2. Demonstrated employment as manager of seagoing marine technicians or previous employment with a federal agency that funds or conducts marine research.

3.
