JOB PURPOSE:

The Facility Security Officer (FSO) is responsible for the administration of the institutional security program which focuses on procedures, projects, and education related to the assessment and safekeeping of security classified documents determined to have enduring historical value. The position will lead and manage programs or functions under general supervision.

CORE DUTIES:
  • Independently implement, administer and evaluate day-to-day activities of the unit, function or program by identifying and executing tasks and objectives, making recommendations that impact policies and programs, and assigning resources to achieve the goals of the program.
  • Collect and analyze data, create reports, review and explain trends; formulate and evaluate alternative solutions and/or recommendations to achieve the goals of the program or function.
  • Analyze and interpret policies; develop, revise and implement procedures for program or function.
  • Represent the program or function as the key contact and subject matter expert within the department, unit or school. Commit resources and provide information and/or training such as security briefings, debriefings, and awareness training. May also represent the program or function to external/internal stakeholders and constituencies.
  • Organize and/or participate in outreach activities that may include developing communications and training, planning/promoting events and/or conferences.
  • May participate in development of budgets, monitor, and approve expenditures. May perform limited forecasting and provide recommendations that determine the budget.
  • May direct staff to perform various tasks and assignments. May also supervise staff.


ADDITIONAL CORE DUTIES*:
  • Inventory, maintain, and protect official records auditable by U.S. Government representatives.
  • Analyze unclassified and classified documents to determine the appropriate actions needed in accordance with Executive Order 13526.

MINIMUM REQUIREMENTS:

Education & Experience:

Bachelor's degree and three years of relevant experience, or combination of education and relevant experience.

Relevant experience includes:
  • Experience in a cultural heritage institution (e.g. a library, archives, or museum) records management, or demonstrated skills acquired in an analogous industry and knowledge of issues particular to cultural heritage institutions strongly preferred.
  • Experience maintaining personnel and facility clearances and the protection of classified information.

  • Demonstrated ability to prioritize own work and multi-task.
  • Demonstrated excellent organizational skills.
  • Demonstrated ability to take initiative and ownership of projects.
  • Ability to communicate effectively both orally and in writing.
  • Ability to routinely and independently exercise sound judgment in making decisions.
  • Demonstrated experience working independently and as part of a team.
  • Relevant subject matter knowledge.
  • Ability to direct the work of others, for jobs requiring supervision.


Desired/Preferred Knowledge, Skills, and Abilities:
  • Demonstrated consistent accuracy and attention to detail while maintaining a very high level of productivity.
  • Interest in and/or ability to learn primary source research practices and twentieth and twenty-first century history.


Certifications and Licenses:
  • Must possess and/or be able to obtain and maintain a U.S. Government Top Secret security clearance.
  • Certificate of completion of the Facility Security Officer (FSO) Program Management for Possessing Facilities Course (or completion of the course within 1 year of appointment to the position.)


PHYSICAL REQUIREMENTS*:
  • Constantly perform desk-based computer tasks.
  • Work with files and books and in places that may be dusty.
  • Frequently twist/bend/stoop/squat, grasps lightly/fine manipulation, grasp forcefully, sort/file paperwork or parts, lift/carry/push/pull objects that weigh up to 10 pounds.
  • Occasionally stand/walk, reach/work above shoulders, writing by hand, kneel/crawl, climb (ladders, scaffolds, or other).
  • Use a telephone, operate hand controls.
  • Must be able to push and maneuver a fully-loaded cart weighing up to 650 pounds that requires an initial push force up to 50 pounds. Ability to lift 40 pound boxes or bundles.

WORKING CONDITIONS:
  • Routine extended working hours during peak cycles; travel to school/unit sites across university.
