General Description:

The Director of Benefits & Compensation assists the Vice President for HR in the daily management of the Office of Human Resources and the delivery of human resources services and programs. In addition, the Director is responsible for managing and administering several core human resources functional areas including benefits administration, compensation, HR systems, position management, and data management pertaining to Benefits, Compensation, employee records, and leave administration.

The Human Resources Department is currently undergoing reorganization. Although the essential functions of this position will largely remain as stated in this job description, there may be some changes to the title and/or reporting structure of the position.

Minimum Education/Experience:

A Master’s Degree in Business or Public Administration, Human Resources or closely related field and three (3) years of experience in compensation, benefits and/or HRIS administration, of which two (2) years included administrative or supervisory experience; or:

A Bachelor’s Degree in Business or Public Administration, Human Resources or closely related field and five (5) years of experience in compensation, benefits and/or HRIS administration, of which two (2) years included administrative and supervisory experience.

(Work experience must be within 10 years of date of application)

Required Knowledge, Skills & Abilities:

Previous experience managing employee benefits and/or compensation programs.

In-depth knowledge of and experience in all core human resources functional areas.

Knowledge and experience managing HR systems.

Strong interpersonal skills, diplomacy, and tact.

Effective written and oral communication skills.

Experience managing and supervising staff.

Familiarity with current issues and best practices in human resources.

Strong Customer service skills and willingness and desire to assist department managers with staffing and budget concerns.

Physical Demands/Working Conditions:

1. GENERAL PHYSICAL REQUIREMENTS:
Sedentary work: The person in this position may occasionally exert up to 10 pounds of force to grasp, lift, carry, push, pull or otherwise move objects.

2. PHYSICAL ACTIVITIES:
This position requires the person to frequently move about the HR Office and the OCCC campus.

This position requires the person to frequently communicate with and listen to applicants, vendors, administration, faculty, staff, students, and others to perform the essential functions of the position. Must be able to exchange accurate information in various situations.

This position requires the person to frequently operate a computer, other office machinery, and mobile devices to perform the essential functions of the position.

This position requires the person to frequently position self to access materials that may be above head or at ground level.

3. VISUAL ACUITY:
This position requires the person to judge, observe and assess the accuracy, neatness, thoroughness of work assigned or to make general observations.

4. WORKING CONDITIONS:
This position performs the essential functions in an indoor office setting.

Preferred Qualifications:

A Master’s Degree in Business or Public Administration, Human Resources or closely related field and five (5) years of experience in compensation, benefits and HRIS administration, of which three (3) years included administrative or supervisory experience; or:

A Bachelor’s Degree in Business or Public Administration, Human Resources or closely related field and ten (10) years of experience in compensation, benefits and HRIS administration, of which three (3) years included administrative or supervisory experience.

Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification or equivalent

Experience with Ellucian Colleague

HRIS implementation experience

Higher education experience

Work Hours:

8:00 a.m to 5:00 p.m. Monday through Friday; evenings and weekends as required.

Job Duties (Position Specific):

Job Duties (Duties Assignment Statement):

In collaboration with the College’s Budget and Finance Departments, the VP for Human Resources, and Executive Leadership, maintain and administer the College’s staffing plan, and related systems.

In collaboration with the VP for Human Resources and the Benefits staff, manage and administer the College’s health benefits (e.g., medical and dental), programs and services in accordance with applicable federal and state regulations, including reporting requirements.

In collaboration with Finance and Payroll oversee the work of the Compensation Analyst and Human Resources Specialists to ensure accurate payrolls and data integrity for all employee records.

Responsible for ensure that HR systems are updated and maintained for accuracy and data integrity, and when necessary ensure HR system or system components are successfully implemented.

In collaboration with College administration and external consultant, oversee the administration of the College’s 403(b) retirement plan in accordance with plan guidelines and fiduciary obligations.

In collaboration with the Vice President for HR, manage the College’s compensation program including conducting job evaluations and job classification reviews, maintenance of the staff compensation structure, making salary recommendations, and coordinating the reclassification process.

In collaboration with the Vice President for HR, IITS staff, and vendors, assist with the oversight and effective use and maintenance of the HRIS system and sensitive employee data and information.

Every 18 months, in collaboration with the Vice President for HR and senior College leadership, conduct a compensation review and update of College’s salary bands and compensation methodology.

Serve as a liaison with all levels of faculty, staff, managers, and other critical stakeholders, involving benefits and compensation programs.

Maintain ongoing communication with providers, consultants, insurance carriers, and other outside-authorized persons as related to employee benefits eligibility and coverage.

Collaborate and assist senior management to design, implement, and optimize health and wellness plans and retirement programs.

Research and provide substantive information and assistance, as needed, to senior management in the annual assessment and evaluation of the College’s benefits package.

Recommend changes and adjustments to the College’s insurance and self-funded programs, as needed.

Engage in individual professional development; attend training, workshops, etc. for current knowledge of changes or trends related to employment benefits.

Serve as a member of the Benefits Committee to report on the various benefit plans.

Supervises the proper operation of the HRIS, related systems and data transfer into and from the system and related interfaces; ensures operation is compliant with applicable legal and regulatory requirements;

Develops and implements operating procedures, policies and procedures related to HRIS usage and access;

Manages vendor relationships for HR-related software applications;

Develops vision and plan for introducing and implementing new Human Resources technology;

Participate in all applicable OCCC emergency, evacuation and shelter in place drills and be prepared to take action and assist others in taking appropriate action should a health or safety emergency occur.
