Job Description Summary

The Workers’ Compensation Program Manager is responsible for oversight of the University and Penn Medicine day-to-day operations. The role identifies and evaluates areas of potential exposure to risk and implements measures to reduce the risk of loss University and Health System-wide. This oversight includes acting as a collaborative and knowledgeable liaison between Penn and all partners and vendors. The role will interface with various stakeholders, partners, constituents, vendors, leaders and customers/clients across the University and Penn Medicine and must exhibit the highest ethics, adherence to modeling Penn’s values and behaviors/competencies and willingness to maintain and uphold confidentiality.

The role provides management support to the Director in the development, implementation, and improvement of risk management and loss control programs related to employee injury and illness prevention. The role is responsible for the coordination of the University’s workers' compensation administration, return to work process, loss control programs and works in partnership frequently with the University Human Resources, the HCM Solutions Center, The Office of Affirmative Action and Equal Opportunity Programs, University Risk Management, University Leave Solutions, the University’s third-party workers' compensation claims administrator, and various vendors and partners.

Drawing on an understanding of workers’ compensation policies and institutional, federal, and state policies and regulations, the role will work directly with University departments to resolve complex and confidential issues related to workers’ compensation claims with a focus on timely and efficient customer service for the impacted worker, department, and various stakeholders in order to mitigate risk and allow a positive return-to-work experience for the employee. The role will proactively and independently evaluate workers’ compensation requests in partnership with the Director and manage appeals of varying levels of complexity applying critical analysis and accurate professional judgment in investigating these and rendering decisions. The role is expected to engage in continuous professional development, committee work, and special projects and will serve as a mentor to work-study staff and temporary staff as needed. Occasional early morning, evening and weekend hours will be required for training and as part of normal business operations to ensure continuity and responsiveness to the program.

Job Description

  • Promptly supervises and manages the workers’ compensation claims, appeals and daily operations and processing of programs to include University and Health System entities and various locations/programs. Provide timely, professional, and cost-effective workers' compensation claims coordination including claims processing and research, medical case management, discovery coordination, legal case management, return to work programs, and loss reporting. Monitor claims activity/status. Provide effective feedback to third party claims administrator in order to optimize workers' compensation program results. Provide timely, efficient, and accurate communications to workers compensation claimant, managers/supervisors, University Human Resources, HCM Solutions Center, The Office of Affirmative Action and Equal Opportunity Programs, University Risk Management, University Leave Solutions, the University’s third-party workers' compensation claims administrator, and various vendors. Accurately supervise and manage all administrative and data-entry functions of Workday tasks, including, but not limited to placing people on leave, removing them from leave, accessing payroll records, and updating PTO balances.

  • Maintain current and future understanding of regulations required to administer workers’ compensation programs and policies. Train, orient and educate various stakeholders to proactively manage risk and claims activity. Utilize existing and new claims management systems and databases in order to gather and analyze data and provide standard and ad hoc reports of varying levels of complexity. Create and maintain new databases for claims management and reporting as appropriate. Support the Director in the development, implementation, supervision, and improvement of programmatic initiatives to optimize the performance of the workers' compensation program. Use professional judgment to independently render decisions on Tier 1 issues, ensuring adherence to all relevant regulatory and compliance guidelines, policies, and procedures; and ensuring outcomes are communicated clearly and effectively; follow through on all issues until resolved. Escalate highest-level issues and actions to Director as needed. Demonstrating an understanding of individual circumstances and needs, and adhering to all regulatory and compliance guidelines, independently identify and explain to stakeholders the steps required to mitigate risk for the University; and the relevant policies, procedures, and guidelines that apply.

  • Establish and maintain effective working relationships with individuals and entities throughout the University utilizing situationally-appropriate, diplomatic, and effective communication and negotiation skills. Create and maintain other appropriate campus postings and informational materials. Report all injuries and illnesses to Environment, Health, and Safety (EHRS) in a timely and clear manner. Notify the Director of high-risk injuries and illnesses as appropriate. Under guidance from supervisor, monitor and interpret laws and policies regarding industrial injuries, illnesses, and disabilities. Recommend appropriate and timely changes in order to ensure compliance and optimize workers' compensation program performance. Manage a high volume of face-to-face interactions, telephone calls, and email and other online communications. Accurately verify employment, wages, and other information in partnership with claims adjuster and HCM Solutions Center. Triage phone calls, escalated issues, and emergencies from the HCM Solution Center to case management systems and databases to ensure accurate and timely tracking.

  • Identify and generate operational reports to identify volume and trends. Engage in continuous professional growth and development. Monitor the performance of the University's occupational medical provider, and report issues to Director. Make recommendations and devise strategies in partnership with Director on appropriate and timely changes in providers, services, and procedures in order to optimize workers' compensation program performance. Collaborate with stakeholders on using an integrated approach to case management and maintain and share up-to-date knowledge of workers compensation regulations and other changing policies and procedures at the University, state, and federal levels; look for ways to improve service quality and efficiency; support the development and implementation of new programs, processes and tools (e.g. Origami Risk system and workers’ compensation management software); participate in various projects, initiatives, and committees. Develop and continuously update process map, job aids, guides, and website tools to help University stakeholders engage and comply with the workers’ compensation program in an effective and timely manner. Assist with Pennsylvania renewal and underwriting activities of the University workers compensation program.

  • Serve as a general knowledge base and mentor for various managers/supervisors and workers compensation team members, ensuring they are adhering to institutional, federal, and state regulations; Provide accurate administrative support for letter generation, correspondence, and communications to various University stakeholders in the workers compensation process.

  • Perform other duties as assigned.

Qualifications:

  • A Bachelor's degree and 3 to 5 years of experience, or equivalent combination of education and experience, are required.

  • Customer service affinity and skills, and a minimum of 3 years of professional customer service experience; and the ability and desire to: provide high-quality customer service in an effective and responsible manner;

  • Effective oral, written, listening, and communication skills; multilingual a plus.

  • Strong problem-solving and analytical skills; ability to make independent decisions and to work collaboratively and productively under pressure in a fast-paced environment.

  • Dependability, reliability, promptness, and professional etiquette

  • Knowledge of/experience with computer applications and systems, including the Microsoft suite of products (Word, Excel, PowerPoint, Teams, and Outlook); ability and willingness to learn new programs, applications, systems, tools, etc.

  • Knowledge of data-processing techniques and the application of such techniques to record-keeping

  • A willingness and ability to be cross-trained in a variety of skills and functions

  • Advanced user skills with Excel and other Microsoft programs and computer systems. Excellent interpersonal, communication and presentation skills. Demonstrated ability to be detail-oriented and accurate. Able to handle multiple tasks simultaneously. Demonstrated organizational and prioritization skills, along with the ability to work within tight and often conflicting deadlines. Must be flexible, show effective judgement, discretion and have the ability to handle confidential financial matters.

  • Work effectively in a highly matrixed and decentralized environment with the ability to navigate through ambiguity and demonstrate appreciation and support for diversity, inclusion and belonging in a constantly evolving academic/higher education environment.
