Budget Title: Senior Staff Assistant (SL-3)


Salary: $65,000 - $70,000


Brief Job Description:


The Hazardous Materials Program Manager will oversee all disposal, storage, and transportation of hazardous waste and chemicals on the Binghamton University Campus. This person will work in conjunction with the Laboratory Safety Program Manager and other EHS Staff to build relationships on campus with students, staff, and faculty members to help foster a safe and environmentally conscious campus community through professional consultation, education, training, customer service, and comprehensive programs. The Hazardous Materials Program Manager will also serve as the campus Radiation Safety Officer.


EH&S Team Member:


  • Actively participate in departmental staff meetings and initiatives
  • Provide EH&S coverage and services at campus events as requested (concerts, etc.).
  • Accompany regulatory inspectors when requested
  • Build cooperative relationship with campus community at large through participation on campus committees, trainings, education, community outreach and other activities
  • In conjunction with the Director, serve on Incident Management Team. Assume role of ICS Safety Officer when requested

Hazardous Materials Program Manager:


  • Manage the disposal and storage of regulated hazardous chemical for the entire college
  • Monitor and refine waste handling, treatment and disposal methods and procedures based on and suitable for campus waste generation
  • Ensure cost effective hazardous waste disposal occurs for campus waste
  • Supervise hazardous waste disposal vendors on-site; sign manifests
  • Monitor performance of vendor for hazardous waste disposal, including review and approval of invoices
  • File hazardous waste annual report, tax forms, and environmental regulatory fees as needed to maintain regulatory compliance
  • Respond to campus emergencies as requested. Perform role in Incident Command System during campus emergencies as directed. Coordinate spill clean ups and restock supplies as necessary
  • Remain current on all applicable training (NIMS, DOT, OSHA, etc)
  • Serve as Building Administrator for Building 133
  • Supervise and train Hazardous Waste Program graduate assistant and other program student employees as needed
  • Collect, segregate, and inventory hazardous waste. Bulk as appropriate. Assist with waste pick up by outside vendor

Radiation Safety Officer:


  • General oversight of all activities involving radioactive material, including routine monitoring and surveys of locations where radioactive material is being used
  • Maintain compliance with applicable rules and regulations, license conditions, and specific conditions from the Radiation Safety Committee
  • Provide consultative services on all aspects of radiation safety to appropriate campus personnel
  • Receive, survey, and deliver all shipments of radioactive materials arriving at all University - owned sites
  • Conduct training in proper procedures for use of radioactive material prior to use, at periodic intervals and as otherwise required by changes in procedure, equipment, regulations, etc.
  • Coordinate and supervise the radioactive waste disposal program, including retention of associated records
  • Store all radioactive materials not in use, including waste
  • Perform leak testing on all sealed sources at required intervals
  • Test all interlocks and survey radiation-generating equipment no less than once every six months, and retain associated records
  • Maintain an inventory of all radioisotopes on University property and ensure compliance with quantity limits as set for in user license(s)
  • Immediately suspend or terminate any campus project involving radioactive materials that is determined to be a threat to health or property
  • Maintain all records relating to radiation safety not explicitly noted above

Other Responsibilities:


  • Assist Lab Safety Manager with duties and responsibilities pertaining to lab audits
  • Provide training as required and needed. Subjects include but are not limited to contingency plan, lab safety/hazardous waste, and spills. Review training content at least annually and update
  • Participate on campus Emergency Response Team
  • Cross train with other EH&S staff to ensure seamless delivery of programs as necessary
  • Interact frequently with Physical Facilities, Science and Engineering Departmental staff, other EH&S staff and campus at large
  • Develop familiarity with all regulatory requirements associated with the University's radiation licenses
  • Review the University's radiation licenses for appropriateness and compliance. Make revisions as necessary
  • Develop relationships with all stakeholders (e.g. radiation users, campus administrators, regulators, vendors, etc.)
  • Work with isotope users to review operational practices to maintain a safe work environment


Requirements:


  • Bachelor's degree or higher in Science, Engineering, or a related field
  • Wear a respirator and pass a physical for such
  • Knowledge of hazardous material disposal and transportation
  • Knowledge of radioactive materials and metering
  • Working knowledge of emergency response procedures
  • Ability to conduct safety training
  • Ability to respond to chemical emergencies 24 hours a day
  • Ability to obtain 40 hour HAZWOPER
  • Ability to lift 50 pounds

Preferred:


  • CHMM or CSP; experience in higher education

History

Binghamton University opened its doors as Triple Cities College in 1946, to serve the needs of local veterans returning from service in World War II. Originally located in Endicott, N.Y., five miles west of the present campus, the fledgling school was a branch of Syracuse University.

Four years later, the college was incorporated into the State University of New York (SUNY) and renamed Harpur College in honor of Robert Harpur, a Colonial teacher, patriot and pioneer who helped settle the area west of Binghamton.

In 1961, the campus moved across the Susquehanna River to Vestal. Growing enrollment and a reputation for excellence soon led to the selection of Harpur College as one of four doctorate-granting University Centers in the SUNY system.

In 1965, the campus was formally designated the State University of New York at Binghamton, and in 1992, Binghamton University was adopted as our informal name.
