Job Summary:

  • Eastern Washington University is seeking an experienced Senior Project Manager. This position reports to the AVP-for Facilities & Planning and provides full time project management duties on projects that are assigned. This position may also supervisor other project and support staff. For a more detailed job description please see below under Job Duties.

Required Qualifications:

  • Bachelor’s degree in Architecture or Engineering disciplines
  • A minimum of six (6) years of experience in facilities design and construction which includes short and long range planning and development, contracting and project management, and two (2) years’ experience supervising a multi-disciplined technical staff.
  • Proficiency utilizing a computerized system for project management and budget management
  • Demonstrated participatory management experience with profession and technical staff which encourages individualism, team building, and emphasizes mutual respect of all co-workers.
  • Certification as a professional architect or engineer in the State of Washington or ability to obtain such within 6 month of employment.
  • Candidate must demonstrate interest, ability and/or experience promoting cultural competency, universal accessibility and/or diversity.

Preferred Qualifications:

  • Facilities management and long range planning experience in a university campus environment.

Responsibility / Duty:

1. Project Management/Leadership (20% Essential)o Managerial oversight of Major and Minor capital projects. Senior Project Managers will coordinate the work of university hired Architectural and Engineering Consultants as well as contractor that are under university public works contracts. o Managerial review and oversight of all processes with regard to delivery of public work contracts. o This position will represent university interest in all project meetings with users, regulatory agencies, jurisdiction having authority, university departments, outside stakeholder and other as requested. o This position also coordinates the work of in-house staff on projects and scheduling for staff support on other contracted project work. Budgeting should consider time and material needed for university maintenance staff to perform the work requested. Coordination with shop supervisor and unit directors will be the responsibility of the Senior Project Managers or Construction Project Coordinators if assigned.2.Project Development/management (15% Essential)o Develop Scope of work, schedules and budgetary estimates for major and minor capital projects. o Aim is the application of record for Facilities and Planning. Promote and support use of this application within all departments and assist in improving use by all Facilities and Planning staff. This includes following appropriate work flows, independently reviewing and entering data, direct contact with vendors, consultants and contractor on necessary contract information, including but not limited to ASIs, RFPs, Field orders, COP, CO’s and invoices. Contact vendors, consultants and contractors to retrieve all close out information required by the department, university and required by Washington State Publics Work law.3. Capital Budget Support. (10% Essential)o As assigned will develop and provide project proposals that follow Washington State Office of Financial Management processes and procedures for biennial capital request. This includes research on all aspects of project proposal needs. o If needed to support the project proposal position will meet with constituents and project stakeholder to gather their needs and requirement to complete proposal. As needed will respond to OFM and supervision with answers to questions regarding these proposals. o On project of $5,000,000 or more provide Major Capital Project Review Reports every 6 months to be submitted to the Office of Financial Management as required.4. Supervision. (5%)o This position may supervise other classified and exempt positions. Primary supervision duties include setting standards and expectations for project managers and other assigned staff members. 5.Manage Project Functions. (10% Essential)o Senior Project Managers and Project Managers manage all project functions on design and construction project. This includes: Concepts, consultant agreements (contracts), schematic and design development, construction documents, bidding contract award, construction, commissioning, closeout and warranty. o Responsible for financial accountability of the budgets on assigned projects. This includes manager responsibilities over allocation of resources and multiple project performance results. o Tasks include fiscal management of projects, personnel management and resource allocation and review.o Work with regulatory agencies to address all compliance issues related to all projects.6.Consultants (15% Essential)o Senior Project Managers will work closely with architectural and engineering consultants on design communication, specification of materials and equipment and other performance requirements of their work.o On assigned projects position will be the point of contact for consultant agreements, unless otherwise required. They will review and document the accuracy of the consultant’s documents, changes in scope, changes in schedule, change in budget, errors and omissions, unforeseen conditions, authority have jurisdiction requirements, owners request for additional work. These items will be part of the ongoing documentation and reporting to management. o Senior Project Managers will manage consultant’s contract and agreements, scope of work, invoicing, amendments, change order proposals, change orders, field order or directions as needed.7.Budget Management. (10% Essential)o Will manage budget, scope of work, and schedule throughout the planning and implementation period, including bidding and project execution, with direction and input from supervision and university leadership. o On a periodic basis (monthly) review the project budget and job costing information for accuracy and adherence to contract documents. Changes in component budgets can be made by the Senior Project Manager independently. Total project costs changes need to reviewed with the AVP and Business Manager with document reasons for the change in total project costs.8.Support University Short and Long term planning. (5% Essential) o Senior Project Managers will understand that university standards are a set of parameters that will be reviewed and edited as necessary specific to the project program, design criteria, user needs, schedule and project budget. University standards are not static. Changes in equipment standards and specifications should be review by the appropriate shops supervisors for maintenance and operations concerns. o Senior Project Managers will be evaluated on their effectiveness in providing accurate and timely information to supervision and university management on projects under their direction. 9.Other Duties (10%)o Construction Project Coordinators may be assigned to support major and minor capital project depending upon the complexity and scoped of work. Senior Project Managers will work collaboratively with Construction Project Coordinators on dividing up the work within those projects.
