Subject to Grant Funding?:No Essential Job Functions:1. Provides oversight and functional direction in the operations of the Controller's Office including accounts payable, payroll and lease accounting. This includes assessing staff needs; recruiting competent personnel; selecting and promoting staff in accordance with appropriate personnel practices and establishing standards of performance and evaluating staff against those standards.

2. Serves as Lease Liaison responsible for lease accounting and reporting requirements.

3. Prepares monthly and year-end Accounts Payable and Payroll accruals.

4. Coordinates management of the year end encumbrance scrub and rollforward.

5. Oversees the year-end deferred expense reconciliation.

6. Works closely with Human Resources to ensure that processes between payroll and human resources are efficient and provide proper segregation of duties.

7. Ensures all deadlines and standards of operation are met, including vendor ACH setup and maintenance, unclaimed property reporting, federal and state payroll tax reporting/payments, etc.

8. Approves journal entries to record transactions related to daily financial activity and reconciliation of accounts.

9. Prepares reconciliation and account analysis of general and subsidiary ledger accounts, as needed, monthly, and at year-end.

10. Reviews operating policies and practices for financial functions with goals of continuous improvement in automation, productivity and service.

11. Provides project management support for related technology initiatives.

12. Ensures compliance with generally accepted accounting principles and recommends systemic changes required by Financial Accounting Standards Boards statements and interpretations.

13. Ensures compliance with federal and state laws and regulations relating to financial functions.

14. Ensures compliance with University policies and procedures for financial transactions.

15. Serves on various committees such as ARIBA task force and GLBA.

16. Assists University Controller in special projects assigned by the Vice President for Finance.

17. Performs other duties as assigned.Marginal Job Functions:Travels to off-campus sites to discuss or review accounting matters or attend meetings or conferences.Required Knowledge, Skills, & Abilities:Knowledge:
1. Advanced knowledge of MS Access and/or other database reporting tools.
2. Accounting - Thorough knowledge of non-profit GAAP accounting principles and practices, and the analysis and reporting of financial data.
3. Internal Control ? Knowledge of internal controls in a disbursement environment.
4. English Language - General knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
5. Clerical - General knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology.
6. Computers and Electronics - General knowledge of computer hardware and software, including applications and programming. In-depth knowledge and technical competence with accounting software; knowledge and practical experience in integrating shadow systems and/or modules to general ledger system.
7. Administration and Management - General knowledge of business and management principles involved in strategic planning, resource allocation, budgeting, human resources modeling, leadership technique, and/or coordination of people and resources.

Seven (7) to ten (10) years' experience in accounting.

2. Minimum three (3) years of managerial experience.
