Description:
The Associate Director, under supervision of the Executive Director - Lone Star Unmanned Aircraft System Center of Excellence and Innovation (LSUASC), manages overall operations of assigned areas including flight operations, flight test planning and execution, and flight crew safety and standardizations programs. Directs the department in absence of the Director. Guides business development, monitors financial performance, and ensures that business processes comply with federal, state, and local regulations and requirements.
Responsibilities:
Program Management
- Provide leadership and manage overall operations of the center's flight operations, safety, and standardizations programs.
- Serve as project manager for selected testing activities and operations.
- Assist Director with budget development.
- Direct the department in absence of the Director.
- Supervise assigned staff.
Operations
- Lead development and implementation of flight mission and Unmanned Aircraft Systems testing programs.
- Supervise the Chief Pilot in the development of pilot training and standardization programs and their execution across the organization.
- Supervise the Aviation Safety Officer in the development and implementation of safety policy and procedures.
- Review accident investigation reports for accuracy and completeness; conduct after action reviews.
- Develop recommendations to improve safety and test procedures and once approved, implement on behalf of the Director, LSUASC.
- Supervise the Airspace Manager in the development of flight plans, part 107 waivers and Certificate of Authorization requests to the FAA.
Planning and Administration
- Lead short- and long-term strategic planning and monitor plan execution and performance.
- Develop and oversee marketing strategies for service-based projects.
- Implement, monitor, review and revise department policies and standing operating procedures.
- Perform other duties as assigned.
Qualifications:
- Bachelor's Degree.
- Eight (8) years of progressively responsible management, administrative, or operational experience, to include at least five (5) years of supervisory experience.
- Additional education may be used as a substitution for the minimum experience requirement.
- Intermediate skills in Microsoft Office Suite.
- Ability to multitask and work cooperatively with others.
- Verbal and written communication skills.
- Demonstrated leadership skills.
Preferred Qualifications:
- Master's Degree.
- Five (5) years' experience leading and executing UAS operations.
- Fifteen years (15) years of progressively responsible management, administrative, or operational experience, to include at least five (5) years of supervisory experience.
- Part 107 Pilot's license.
- Military Aviation Safety Officer course graduate or FAA Safety Investigation certification, program management certified.
- Airline, commercial, or military equivalent pilot experience and experience in managing a flight crew standardizations program.
- Travel associated with position may be up to 20%.
