Position Summary:

Responsible for the management of complex accounting functions and financial reporting for the CSCU System.  Develop and implement internal controls and reporting procedures for federal funds in accordance with internal and external guidance.  Provide functional support using a wide variety of accounting and financial systems as assigned.    Provide guidance to CSCU institutions regarding accounting and reporting issues to encourage consistent recording and reporting of financial transactions according to BOR policy, state and federal statutes. This position is a temporary, grant-funded appointment.

Minimum Qualifications:

A Bachelor’s degree in accounting or related field required.

Successful Candidate must have or must possess:

  • Four years of progressive experience in accounting with the following emphasis on work history required:
    • preparation of monthly financial statements;
    • accounting, reporting and auditing of federal funds; 
    • experience in the evaluation of the implementation of accounting systems, policies and procedures.
    • Ability to use computer and associated software, and
    • strong interpersonal skills

Preferred Qualifications:
  • Certified Public Accountant (CPA) certification and Master of Business Administration (MBA) or Master’s Degree in accounting/finance administration is preferred
  • Federal grants accounting experience preferred.
Example of Job Duties:
  • Manage and coordinate preparation of financial reports, coordinate and initiate drawdowns of federal cash, extract financial data, provide information to internal and external constituents; review reports for accuracy.   
  • Develop and maintain systems and procedures to support timely and compliant use of federal funding, including but not limited to funds provided under the Cares Act, the Coronavirus Response and Relief Supplemental Appropriations Act and the American Rescue Plan Act,  
  • Maintain a current knowledge of GAAP standards and guidelines along with applicable State of Connecticut General Statutes, government and higher education policies and procedures.
  • Prepares the compilation of data for reports, statements, studies and analysis as required by outside agencies:  APA, Office of Policy and Management (OPM), Office of Fiscal Analysis (OFA), Office of the State Comptroller (OSC), external auditors and other external entities as required.
  • Assist with the preparation of high-level reports (e.g., IPEDS, STIF, SEFA, GAAP, CHEFA) for external agencies and System Office management.
  • Assist in development of accounting and financial procedures and provide accounting support and training to the CSCU system.
  • Participates in the internal administration of external audits.
  • Perform other duties and responsibilities which do not alter the basic level of the position.

Starting Salary:

$68,581-89,027 (midrange) approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits.
