Job Summary:

The GIS Specialist for the Oklahoma Water Resources Center (OWRC) will be headquartered in Stillwater, OK and serve as an integral part of a new collaborative research effort between the Oklahoma State University-OWRC, USDA-Agricultural Research Service (ARS) and the USDA-Natural Resources Conservation Service (NRCS). This new joint effort, titled Dam Analysis Modernization of Tools, Applications, Guidance, and Standardization (DAM-TAGS), will develop engineering tools, design guidance documents, and computational software and applications for monitoring, inspecting, and rehabilitation of aging dams. Through this effort, the incumbent will work closely with a team of scientists at the USDA-ARS Hydraulic Engineering Research Unit (HERU) in Stillwater to address regional and national issues associated with small watershed dams, reservoirs, and channels.
The GIS Specialist will provide primary support regarding highly specialized and sophisticated remote sensing (e.g., multi- and hyper-spectral imagery) and geospatial technologies, including platforms, software, and computer programs associated with spatially-explicit geodatabase management, geostatistics, and analytics for visualization (e.g., dashboards) of geospatial data.
The incumbent will participate in research on spatially-explicit questions related to dams, reservoirs, and channel networks as a part of a multi-disciplinary team and have specific responsibilities associated with site-specific and cross-site collaborative efforts with multiple ARS research units, the ARS Partners for Data Innovations team, and NRCS. The incumbent will be responsible for supporting the development of a dam monitoring and inspection network and work with a data manager as data is collected from the field.

Education & Experience

Position Qualifications:

Required:

Bachelor's in Geography or Biosystems/Agricultural Engineering or related field with 2-3 years experience in Geography or Biosystems/Agricultural Engineering or related field

Valid driver's license

* Knowledge and experience in quantitative remote sensing (e.g., multi- and hyper-spectral imagery) and geospatial technologies in the context of understanding spatially-explicit patterns and processes in ecosystems, channel networks, among others.* Knowledge of how to access and process multi- and hyper-spectral imagery, analyze such data, and develop analytics for visualization.* Knowledge and skill in a wide range of concepts, principles, practices and methodologies in hydrology, hydraulics, meteorology, plant science, soil science, water resources, geotechnical engineering, agricultural engineering, or civil engineering that enables the incumbent to work in rural and urban environments and perform complex tests and/or procedures in a multi-and trans-disciplinary research environment using site specific and cross-site collaborative efforts.* Knowledge of experimental design principles, exploratory data analyses, and contemporary geostatistical analyses.* Knowledge of and skill in processing, analyzing, and communicating research and observational data. Communications span the full range from acquisition to local storage, to collaborators, and to network repositories and must comply with national research network standards.* Basic knowledge of fundamentals of probability and statistics, calculus, time series, and multivariate analysis.* Written and oral communication and interpersonal skills to foster collaborative team research.* Skill in programming, scripting, and statistical software and in organizing, managing, summarizing, and storing remotely-sensed and geospatial data.* Knowledge of and skill in theories, principles, and practices of information and data base management for scientific applications, such as Excel, JavaScript, modern web/UI development (ReactJS), HTML, CSS and relation of Restful web services with NodeJS and expressJS with sufficient to troubleshoot recurring problems and issues and to apply established approaches to various projects.* Working knowledge of PostgreSQL and PostGIS, experience with Python scripting; Frontend Mapping libraries (Leaflet Mapbox, ArcGIS online for JS); and ESRI products including Survey123, Collector, Tracker, Analyst, and Dashboards.* Experience using version control systems with a team (e.g., GIS, SVN, etc.) are a plus.

Preferred:

Master's in Geography or Biosystems/Agricultural Engineering or related field
