Description of primary duties and responsibilities::

Primary Purpose of the Organizational Unit:

The primary purpose of the Office of External Affairs and Military Relations is to ensure university representatives interact with members of the higher education community and government officials. This office represents Fayetteville State University before the North Carolina Congressional Delegation and the United States Congress at large, the North Carolina General Assembly, and both state and federal agencies. Military Relations staff ensures the university is providing effective and efficient services through collaboration with college and campus staff, including deans, faculty, and student services personnel, as well as community stakeholders, to design and deliver high quality, innovative, and flexible support services to military-connected students.

Description of Work Continued::

Primary Purpose of the Position:

Serves as one of four Veteran Certifying Officials for Fayetteville State University’s main campus. Assist VA students/dependents in applying for educational benefits. Responsible for interpreting and explaining VA regulations and analyzing how VA policy changes impact FSU’s policies and procedures to design and implement solutions for organization and processing of VA benefits. Provides excellent customer service to support Bronco military-connected students.

Duties and Responsibilities:

Responsible for educating, advising, providing guidance and clarification to all veterans and their dependents on VA education benefits, serving as the University expert relative to VA students, oversees the processing of forms and benefits accurately, counsels students on FSU policies and procedures pertaining to admission, and registration and the enrollment process. Ensures accurate and timely certification of student veterans for a wide range of education benefits programs available to veterans and their dependents to include (but not limited to) Post 9/11 GI Bill, Montgomery GI Bill (MGIB-AD and MGIB-SR), Reserve Education Assistance Program (REAP/Chapter 1607), Survivors’ and Dependents’ Education Assistance. Communicates with military-connected students using VA education benefits about the processes that are applicable to their individual situation.

Responsible for ensuring compliance with federal regulations as they pertain to the United States Department of Veterans’ Affairs educational benefits by preparing the university for auditor visits and ensuring that the University has no audit findings during routine audits by federal and state agencies. Ensures compliance by maintaining communication between the main campus and the University’s off-campus veteran certifying office at Fort Bragg, and by acting as the liaison between FSU and state and federal Veterans’ Affairs agencies, and between the military student success center and FSU’s admission, financial aid, registrar, student accounts and academic departments.

Must be able to certify VA students using the VA ONCE database supplied and maintained by the Department of Veteran Affairs. Additionally, must ensure that all center staff has access to and are trained to use the VA ONCE database.

Remains current on curriculum changes and new curriculum offering, ensuring that staff keep student records updated accordingly and that the university reports changes to the VA in a timely manner. Remains current on changes in academic policies and procedures, and reviews catalog changes with the University registrar and communicates with state agencies all new curriculum and changes made to existing programs.

Supports Director with managing and supervising VA work study students. Supports Director with the day-to-day operations and management of the military student success center in Bronco Square. May assist with event planning and programmatic support necessary to military student success.

Oversees record maintenance by maintaining records of VA students and making records available for inspection, retaining files of VA paperwork submitted and records of academic progress, student curriculum changes etc, maintaining VA regulated records schedule (three years following the student’s last date of attendance) and ensuring that records are secure to maintain the privacy of the student.

Minimum Education and Experience Requirements::

Bachelor’s degree; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Fayetteville State University (FSU) is a member of the prestigious University of North Carolina System. Situated in southeastern North Carolina, FSU prides itself in being in one of the most diverse cities in the country and neighbor to one of the nation’s largest military installations – Fort Bragg.

FSU has a rich history that serves as genesis for its current status as a leading institution of higher learning. A year after the Civil War ended, the Phillips School provided primary education to Fayetteville’s black citizens, and the Sumner School provided intermediate education for this population. The two schools were consolidated in 1869 and dedicated in April of that year as the Howard School, in honor of the Freedman’s Bureau chief General O.O. Howard. Seven prominent African-American men pooled $136 to purchase two lots for the first building that housed the Howard School. Robert Harris was named the first principal of the Howard School.

In 1877, the Howard School became not just the first public normal school for African Americans in North Carolina but also the first state-sponsored institution for the education of African-American teachers in the South. It was renamed the State Colored Normal School in Fayetteville that year, Fayetteville State Teachers College in 1939, Fayetteville State College in 1963, and Fayetteville State University in 1969.

While FSU’s roots are as a teacher education institution, it now offers nearly 70 degrees at the baccalaureate, masters and doctoral levels. Many of the programs are accredited by the top agencies. The university’s School of Business and Economics is endorsed by the Association to Advance Collegiate Schools of Business (AACSB). AACSB is one of the most prestigious and rigorous accrediting bodies for business programs in higher education. Currently, less than one-third of U.S. business programs and only 15% of the world's business programs have earned AACSB accreditation. Receipt of this distinguished accreditation provides evidence that FSU’s School of Business and Economics has established itself as a leader among business schools. Additionally, the Master of Business Administration program has been cited by U.S. News and World Report and The Princeton Review as one of the best graduate business school programs in the country. The Department of Criminal Justice is accredited by the Academy of Criminal Justice Sciences (ACJS). FSU is rapidly becoming a center for research and technology. The center is home to the electron microprobe, an advanced imaging tool that magnifies objects up to 300,000 times.
