Jobs in this career family provide direct professional support of research activities.  Functions include contracts and grants solicitation and administration, grant/agreement preparation, review and negotiation, regulatory compliance, sponsor communication and post and pre award management, human subject compliance, research animal management, research laboratory coordination and instruction, environmental health and safety, radiation control, hazardous materials use, disposal and training.

Professionals at the entry level are responsible for exercising discretion, analytical skill, personal accountability and responsibility in a wide range of areas including academic, administrative, managerial and student services functions. Work involves creating, integrating, applying and sharing knowledge directly related to a professional field.  At the entry level, duties are limited in scope and are performed with guidance and direction from other professionals and are performed in a training and Development capacity.

Professionals at the intermediate level are responsible for exercising discretion, analytical skill, personal accountability and responsibility in a wide range of areas including academic, administrative, managerial and student services functions. Work involves creating, integrating, applying and sharing knowledge directly related to a professional field.  At the intermediate level, duties may be more limited in scope and are performed with guidance and direction from other professionals.

Senior Professionals are responsible for exercising discretion, analytical skill, personal accountability and responsibility in a wide range of areas including academic, administrative, managerial and student services functions. Work involves creating, integrating, applying and sharing knowledge directly related to a professional field.  Work is performed fully independently.

Position Emphasis

The Office of Grants and Contracts is responsible for the central administration of awards and provides service to principal investigators and administrators, for the purpose of obtaining and administering extramural funds in compliance with university and sponsor guidelines. 

Examples of Work Performed:

Financial report creation & submission

Under the guidance and direction of other professionals:

  • Properly prepare and submit financial reports of expenditure by the due date, which includes, Federal Financial Status Reports and non-Federal Reports of Expenditure based upon sponsor deadlines.
  • Perform tasks necessary to determine if changes are needed to bring the project into compliance with the applicable requirement from the sponsor.
  • Determine if certain costs are allowed and that the project is within the authorized budget amount.
  • Gather the information needed to study the various transactions.
  • Review of the m-Fin Trial Balance financial statement to examine the cash balance to determine the necessary decision and action(s) required to clear the cash residual or deficit. These decisions include collaboration with Sponsors, Principal Investigators, Department Administrators and/or other units within the Office of Grants and Contracts.
On-time Retirement and Inactivation of Project Account

Under the guidance and direction of other professionals:

  • Properly, close, retire and inactivate the assigned project no later than 120 days after the budget end date.
  • Fully investigate projects to take the necessary actions to ensure that revenue equals expense, cash is equal to zero, outstanding encumbrances are cleared, cash transfers to department accounts are completed and that all related hard copy and e-file documentation are input into the active file or electronic file in InfoEd.
  • This includes gathering of financial statements for analysis to make the necessary allocations between sponsored and non-sponsored project accounts. In the event that an assigned project cannot be closed, retired, and inactivated within the 180-day period after the budget period end date, documentation that details the circumstance will be recorded in the Peoplesoft Milestone field and individual file for future reference.
Review and approval of Sponsored Projects Cost Transfers, e.g Payroll Expense Transfers (PET) and Journal Entries (JE)

Under the guidance and direction of other professionals:

  • Carefully monitor the reallocation of expenses for compliance with University, Federal and Non-Federal policy.
  • Document to explain errors and to support transactions for review.
  • Scrutinize each transaction for allowability and allocability. This requires knowledge of sponsored project guidelines.
  • Analyze each current and new check distribution lines within payroll expense transfers (PETs) to ensure that the percent of effort equals 100% and aligns with the justification provided for the transaction.
  • Examine each Journal Entry (JE) to ensure that the required documentation is provided which includes an explanation of the error that aligns with the actual transaction.
Standing Purchase Order (SPO) and Purchase Order (PO) Review and Approvals for Sponsored Projects

Under the guidance and direction of other professionals:

  • Investigate all sub-award agreements for the budget period and analyze the language of the contract to determine if carry forward is allowed from the prior budget period to the current budget period.
  • Ensure changes are not required for the partially executed contract. If an error is found, communicate information back to the Contracts office for further review and changes to the contract.
Customer Service

Under the guidance and direction of other professionals:

  • The Post-award Unit receives a large volume of emails and phone calls from sponsors, principal investigators, department administrators and other Office of Grants and Contracts units inquiring about various aspects of the award. Ensure that excellent customer service and timely responses are provided to sponsors, departments, PIs and other staff in OGC and at CU.
Salary and Benefits: 

The approximate salary range is $48,000 - $56,000 per year.

Qualifications
Minimum Qualifications

Entry Level: A bachelor’s degree in public health, public administration, social/behavioral sciences, physical sciences, nursing, healthcare, public administration, finance, accounting, business administration, business, or a directly related field from an accredited institution.

Intermediate Level: A bachelor’s degree in public health, public administration, social/behavioral sciences, physical sciences, nursing, healthcare, public administration, finance, accounting, business administration, business, or a directly related field from an accredited institution and one (1) year of professional experience related to these degrees such as expense reporting, financial statement reviews, grants and contracts, and/or federal reporting.

Senior Professional Level: A bachelor’s degree in public health, public administration, social/behavioral sciences, physical sciences, nursing, healthcare, public administration, finance, accounting, business administration, business, or a directly related field from an accredited institution and two (2) years of professional experience related to these degrees such as expense reporting, financial statement reviews, grants and contracts, and/or federal reporting.

Substitution: A combination of education and related technical/paraprofessional experience may be substituted for the bachelor’s degree on a year for year basis.

Preferred Qualifications

  • Experience working with Grants and Contracts within an institution of higher education or related field.
  • General accounting and/or financial experience.
