Job Description

SUMMARY:

Under the direction of an assigned supervisor, incumbent is responsible for coordinating assigned personnel functions in support of the recruitment, selection and retention of academic/classified personnel according to district policies and procedures; perform complex and technical duties and provide a variety of technical information and assistance.

ESSENTIAL FUNCTIONS:

Prepare and process documents necessary for the recruitment, hiring, separation, transfer, and other related employment services business.

Interpret academic and classified personnel policies and procedures.

Determine statistical information, maintain and manage accurate records, conduct required analyses, and prepare complex reports.

Coordinate recruitment workshops, and other special events independently, including preparing and researching background materials, setting up appointments and meetings.

Process applications for academic/classified employment ensuring material are complete and selection committee timeline are met.

Schedule and coordinate recruitment meetings; conduct training for committee chairs and selection members on recruitment/hiring process in compliance with Federal and State Labor Laws and District Policy and Procedures,

Work with and maintain online applicant and employee records, ensuring that data is entered accurately and timely; schedule applicant interviews.

Prepare and distribute job announcements ensuring that appropriate recruitment efforts are undertaken to solicit qualified applicants.

Maintain recruitment records and reports.

Establish and maintain cooperative and effective working relationships with all levels of the organization and the public.

Provide orientation for new employees assuring the completion of appropriate forms; assess transcripts, assure proper college accreditation, and evaluate experience to establish minimum qualifications and salary placement.

Provide specialized, technical and procedural information and training to academic and classified staff, other employees, outside agencies and general public regarding District policy, minimum qualifications, salary placement, employee contracts, Education Code, etc.

Coordinate the academic/classified evaluation process ensuring that appropriate timelines for evaluations are followed.

Maintain personnel records and related files and documents of academic and classified staff in compliance with state employment regulations, immigration laws and District policy.

Prepare various agenda materials requiring Governing Board approval.

Assist in the revision of personnel procedures and forms; compile and prepare statistical reports.

Compose correspondence, researching, writing, editing and formatting materials. Prepare and type documents required in the recruitment/hiring process.

Maintain a high level of confidentiality.

Coordinate and organize multiple complex projects; analyze problems and determine appropriate course of action.

Make decisions in accordance with laws, regulations, policies and procedures and apply them to problem situations; resolve problems.

Inspect documents, forms, records, reports, correspondence, memos, and other materials for accuracy and completeness; process a variety of forms and documents according to established procedures.

Operate a personal computer including various software packages to enter and retrieve data, using keyboarding skills in an efficient and effective manner consistent with requirements of the position.

SECONDARY FUNCTIONS:

Train and provide work direction to part-time staff.

Perform related duties as assigned.

KNOWLEDGE AND ABILITIES:

KNOWLEDGE OF:
  • Applicable sections of State Education Code and other applicable laws.
  • Standard employment practices, regulations and procedures in order to process requirements for recruitment, hiring, separation, and other related employment services business.
  • Human resource/payroll online systems.
  • Personal computers and software, including word processing, spreadsheets and database management.
  • Research and statistical methods.
  • Record retrieval and storage systems.
  • Office practices, procedures and equipment, including telephone techniques and etiquette.
  • Correct English usage, grammar, spelling, punctuation and vocabulary.
  • Oral and written communications skills.
  • Interpersonal skills using tact, patience and courtesy.
  • Basic research methods.
  • State and Federal employment laws; Education and Government Code.


ABILITY TO:
  • Read, interpret, apply and explain rules, regulations, policies and procedures.
  • Operate human resource online systems.
  • Operate personal computers and software, including database management.
  • Research, write, edit and format materials, including complex reports.
  • Disseminate information to, and communicate with the public and all organizational levels.
  • Coordinate and organize multiple complex projects with continual interruptions and/or changing priorities.
  • Provide statistical information, maintain accurate records, and conduct required analyses.
  • Manage and organize records, analyze data, determine appropriate course of action.
  • Coordinate events and schedule meetings, workshops, etc.
  • Establish and maintain effective working relationships.
  • Maintain a high level of confidentiality.
  • Plan and organize work to meet schedules and timelines; work independently with little direction.
  • Train and provide work direction to staff.


EDUCATION: Two years college-level coursework or equivalent in business administration, public administration, personnel management, or a related field.

EXPERIENCE: Minimum two years of increasingly responsible experience in a human resources office environment or similar environment. Educational setting preferred.

WORKING CONDITIONS: Human Resources environment subject to constant interruptions and frequent interaction with management, faculty, staff and the public.
