Cluster Research Administrator, Office of the Vice Provost for Research Georgetown University

Cluster Research Administrator, Office of the Vice Provost for Research - Georgetown University

The Cluster Research Administrator (CRA) is a member of a small CRA team providing groups of research-active PIs in selected departments and units with cradle-to-grave support for sponsored research. The CRA facilitates the conduct and administration of research by proactively providing relevant and complete information to PIs, Department/Program staff, and associated central support University Departments as part of a wide range of tasks - for example, identification of funding opportunities, proposal development and submission, award negotiation, set-up and ongoing management, and award close-out. Reporting to the Vice Provost of Research, the CRA has duties that include but are not limited to:

Faculty/Principal Investigator Liaison
  • Serve as the focal point for questions and feedback regarding sponsored projects from all faculty within the relevant cluster
  • Help faculty navigate all research administration functions - including liaising between offices, such as Office of Research Services (ORS), Sponsored Projects Financial Operations (SPFO), and Institutional Review Board (IRB)
  • Assist faculty and cluster members with troubleshooting and solving issues as they arise
  • Stay abreast of issues and changes in research administration and the regulatory environment


Strategic Research Planning & University Process Improvement
  • Facilitate continuous improvement by providing insights into innovation needs across the sponsored project life cycle, serving on working groups, and developing new tools and processes
  • Work closely with the other CRAs to ensure cross-cluster coordination and across the board efficiency enhancements
  • Provide reports to leadership teams and departments on the progress of research services to accomplishing research goals
  • Procure research news from faculty suitable for inclusion on the Provost's research website
  • Assist in developing and implementing training plans and leading knowledge shares for the research administration community


Pre-Award: Funding Opportunities, Proposal Development, Contract Negotiation, Award Setup
  • Identify and disseminate potential funding opportunities relevant to cluster faculty, in collaboration with the Office of Institutional Partnerships (ORS), and other relevant departments
  • Assist faculty with proposal preparation, coordination, and development in coordination with ORS
  • Participate in the following in collaboration with PIs and the contract administrators in ORS who are signature authorities on all grant awards: contract review, negotiation, and award setup; and negotiation and drafting of sub-awards and sub-contracts


Post-Award: Financial Monitoring, Reporting, and Tracking
  • Prepare monthly grant management reports to monitor spending and award schedules for all relevant awards in the cluster, and review these with the PIs and their programmatic staff
  • Mentor the ORS Grant Manager and relevant program and departmental administrative staff in the following tasks examples: cross-coverage support as needed for post-award tasks; financial monitoring and projections of sponsored research, including IDC accrual and cost share; managing project staff assignments, PI effort reporting, and associated financial allocations of sponsored research; tracking of timely invoicing, payment authorizations, and reconciliations of sponsored research; track timely processing of financial corrections and adjustments of sponsored research; and sponsored research reporting, renewals, no-cost extensions, and other award modifications; and sponsored research/grant close-outs and related certifications


Compliance and Auditing
  • Assure compliance with sponsor and university requirements
  • Provide guidance to PIs with IRB preparation and submission, including coordination with IRB office, staff, committee, and external partners
  • Coordinate with grant manager and departmental administrative staff in response to external audit requests in conjunction with SPFO


Qualifications
  • Bachelor's degree or the equivalent skills
  • 5 to 10 years of relevant research administration experience, including both pre- and post-award grants and contracts management in a higher education or non-profit setting [Master's degree or Certified Research Administrator Certification preferred but can be substituted by on the job experience and other relevant certifications]
  • Specific knowledge of major US sponsors of academic research, such as NIH, NSF, USAID, DoD, and various foundations
  • Expert knowledge of federal and non-federal rules and regulations relating to sponsored grant and/or contract activities - e.g., Federal Acquisition Regulations (FAR), Code of Federal Regulations (CFR)
  • Proven experience with financial systems, accounting, and cost accounting standards related to grants and contracts management
  • Experience with grant budgeting as required by federal and federal agency-specific guidelines, as well as nonfederal funding agencies
  • Demonstrated financial accounting skills to enable account reconciliation, financial and programmatic report production, and a high level of Excel proficiency
  • Knowledge of financial compliance subject areas such as cost share, subrecipient monitoring, time and effort reporting, cost transfer regulations, and cost allocation rules
  • Excellent analytical, critical thinking, verbal and written communication skills
  • Ability to establish clear priorities, take initiative and multi-task in a high-volume setting, moving easily among a variety of projects
  • High level of organization and an orientation to detail
  • Skill in fostering a collaborative, customer-oriented working environment where there are multiple customers with competing priorities
  • Ability to work as part of a team, but also function independently, and to see tasks to completion in a timely manner
